AGENDA ITEM WORDING: A request to rescind superfluous language asking for approval of a
resolution authorizing the signing and submission for a Florida Department of Transportation (FDOT)
Section 5310 Capital Assistance Grant from the 1/16/13 BOCC meeting.
ITEM BACKGROUND: On 12/12/12, the BOCC granted approval to advertise a public hearing to
satisfy public input grant application requirements and to consider approval of a resolution authorizing
the signing and submission for a FDOT Section 5310 grant. On 1/16/13, the BOCC held a public
hearing to be held to satisfy public input grant application requirements. The agenda item (item R-8)
-summary-also requested approval of a resolution authorizing the signing and submission of a FDOT
Section 5310 grant however the grant application resolution had previously been signed and submitted
by the Deputy County Administrator under the authority of resolution 267-2007. The aforementioned
resolution waives the requirement that grant applications be signed by the board and authorizes the
County Administrator to manage grant application submission approval and execution of related
documents. This resolution also authorizes the County Administrator to accept grant awards that have
no matching requirements and gives the County Administrator authority to execute related documents.
Under this authority the resolution approving the 5310 grant application had already been submitted
obviating the need to seek further approval from the board for submission of the 5310 grant at the
January 16, 2013 meeting. However since that language was included in the agenda item and there is
no concomitant resolution, for housekeeping purposes, staff is requesting rescission of language
requesting the redundant approval of the resolution approving the signing and submission of the 5310
grant. To clarify, this agenda item is strictly limited to rescission of the superfluous language contained
in the January 16, 2013 agenda item R-8 and is not to be misconstrued as rescinding the actual act
wherein the Deputy County administrator signed the resolution approving the submission of the 5310
grant.

RESOLUTION NO. 267 -2007
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA. DIRECTING STAFF TO ORGANIZE
EFFORTS TO SEEK OUT AND APPLY FOR APPROPRIATE GRANTS
TO OFFSET COSTS; WAIVING THE EXISTING REQUIREMENTS
THAT EACH GRANT APPLICATION BE INDIVIDUALLY APPROVED
BY THE BOARD PRIOR TO SUBMISSION AND AGAIN PRIOR TO
ACCEPTANCE OF THE AWARD WHEN THE AWARD DOES NOT
REQUIRE A MATCH BY MONROE COUNTY; AND MAINTAINING
ALL EXISTING REQUIREMENTS FOR GRANT APPLICATIONS AND
ACCEPTANCE OF GRANT AWARDS THAT DO REQUIRE A MATCH
BY MONROE COUNTY.
WHEREAS, Monroe County has been impacted by recent legislature and the subsequent
need to significantly cut budgets, and
WHEREAS, it is our desire to continue to provide outstanding public service responsive
to the needs of our citizens, community, and environment despite the impact of these budget
cuts, and
WHEREAS, currently, the Board must approve all applications for grants prior to
submission, which can cause a delay of up to six weeks, at times delaying the grant application
until the next submission cycle, as well as adding unnecessarily to the Board agenda, and
WHEREAS, it is unnecessary to delay acceptance of grants awarded to the County that
do not require any matching funds, again adding unnecessarily to the Board agenda; and
WHEREAS, our heightened focus on pursuing a wider variety of grant opportunities
requires improved coordination behveen Divisions and will result in a significantly increased
number of grant applications, now, therefore,
BE IT RESOLVED THAT THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, HEREBY:
Directs Division staff to coordinate grant opportunity research and application
submission Nrith the Project Manager to the County Administrator
2 Waives the requirement that grant applications be approved by the Board before
submission, and authorizes the Count• administrator to manage grant application
submission approval and execution of related documents
3 Authorizes the Countv Administrator to accept award of grants that have no match
criteria. and to cvecute related documents

AGENDA ITEM WORDING: A public hearing to satisfy public input grant application
requirements and to consider approval of a resolution authorizing the signing and submission for a
Florida Department of Transportation (FDOT) Section 5310 Capital Assistance Grant for the purpose
of purchasing a para-transit vehicle (bus) to serve the transportation needs of the elderly and persons
with disabilities in Monroe County and acceptance of any subsequent grant awards.
ITEM BACKGROUND: The Florida Department of Transportation Section 5310 Grant is generally
applied for on an annual basis by the Monroe County Social Services Transit department. This grant is
intended to enhance mobility and accessibility for seniors and persons with disabilities by providing
funding for programs such as Monroe County Social Services Transportation (MCT) to purchase
vehicles. These vehicles are equipped to serve the special needs of transit dependent populations
beyond traditional public transportation and in accordance with the Americans with Disabilities Act
(ADA).
PREVIOUS RELEVANT BOCC ACTION: BOCC approval granted on 12/12/12 to hold public
input meeting to purchase one transportation bus and acceptance of any subsequent grant
awards.
