AGENDA ITEM WORDING: Approval of an exception to 2.02B of the personnel policy and
approval to create a new position to be occupied for up to three months to allow for the hiring of a
replacement for the Supervisor Constriction Inspection —Roads position in Marathon (PWENG015)
ITEM BACKGROUND: The current Supervisor Construction Inspection —Roads will be retiring in
June 2013. Personnel policies allow up to a 30 day overlap for replacements and require BOCC
approval for any new position establishment. With BOCC approval, a new position will be established
and a new Supervisor Construction Inspection —Roads will be selected as soon as possible and overlap
with the retiring employee. Upon the current employee's retirement, the additional position will be
abolished. The incumbent has extensive experience with the issues related to road construction, right
of way (ROW) issues, and effects of sewer construction. A longer overlap period will allow sufficient
time for training and familiarization of the replacement with the unincorporated county road network
and establishment of working relationships with other agencies with whom he/she will be required to
work (Growth Management, Public Works, FKAA and its contractors). Additional cost of the extra
person for the overlap period will be covered by unexpended funds in the PW/ENG personnel budget
from positions that have been vacant for varying periods of time during the year. This was not
included in the FY13 budget since the incumbent had not announced his plans for retirement at that
time.

Re: Joe Stickney Retirement/Replacement
As you can see by the attached email notification, Joe Stickney is planning to retire on June 30,
2013. He serves as Engineering Services Department's Supervisor of Construction/Inspector,
which is a Grade 9 position with an annual salary of $52,228.81.
By this memo, I am requesting approval to post his position immediately, or by the end of
January at the latest. My goal is to interview applicants and hire his replacement in time to allow
a two to three month overlap so that Joe is available to train the new employee. The
advertising/interviewing/hiring process can take several months so I want to begin now.
Joe's position handles a variety of responsibilities throughout the Keys including right of way
inspection, research and resolution of resident inquiries, construction oversight, utility
coordination, one call marking, support of other county departments such as code enforcement
and road maintenance and oversight and coordination with FKAA during sewer installation. Due
to the multiple responsibilities and parties with whom he coordinates I feel that this amount of
training time is needed to ensure a smooth transition.
Assuming the new person is paid the same salary as Jobs current salary the additional salary cost
for the two to three month overlap will be $8,704.80 to $13,057.20.

memo and I will submit the request to the County Administrator's office for their approval.

GENERAL DESCRIPTION
Primary function is to inspect construction, Roads and Bridges projects which include reviewing documents and
ensuring compliance with applicable laws and codes.
KEY RESPONSIBILITIES
1. *Prepare daily reports and meeting minutes.
2. *Review plans, specifications, submissions and contract documents.
3. *Inspect construction for conformance with plans, specifications and codes.
4. *Conduct weekly job site meets for Roads & Bridges

The Board of County Commissioners shall be the appointing authority for the County Administrator and
County Attorney. All other positions under the jurisdiction of the Board of County Commissioners shall be
employed and supervised by the County Administrator. Employment of Division and Department Heads will
require the confirmation of the Board of County Commissioners. The County Administrator will be
responsible for:
A. Approval of all changes in employee status ensuring that all changes are in accordance with the Personnel
Policies and Procedures and the Pay/Classification Plan.
B. Ensuring that all positions in all Divisions have been fairly and equally evaluated, rated and classified in
accordance with Personnel Policies and Procedures and the Pay/Classification Plan.
2.02 POSITION CONTROL
A. All positions in the County Service are established and maintained through a budget each fiscal year, in
accordance with procedures provided by the Board of County Commissioners.
B. The establishment of new or additional positions can only be authorized by the Board of County
Commissioners and the County Administrator, subject to adequate justification of need and availability of
funds. For training and transitional purposes, two individuals may fill a budgeted position simultaneously for
up to thirty (30) calendar days contingent on available funding. Both individuals shall accrue full benefits and
be classified as a Full-time Regular employee.
C. Personnel to fill approved new positions shall be appointed after the position has been evaluated,
classified and assigned a pay grade.
2.03 TYPES OF EMPLOYMENT
A. Original employment is subject to budgetary restrictions. When a person is initially employed in a position
in County Service, he shall be employed in at least one of the following types of original employment status:
1. Full -Time Regular Employee
2. Substitute Employee
3. Temporary Employee
4. Emergency Temporary Employee
5. Part -Time Employee
6. Trainee
7. Contract
Participation in the Social Security program and the Florida State Retirement System will be in accordance
with the rules and regulations governing said programs.
Any employee paid on an hourly basis will not be eligible for fringe benefits.
