Administrator's Office.
ITEM BACKGROUND: There was one change order considered and approved by the County
Administrator and/or Deputy Administrator for the period beginning January 1 2013, and ending
January 31, 2013 for $3,893.00. There were no change orders denied.
PREVIOUS RELEVANT BOCC ACTION: On September 9, 1998, Ordinance No. 026-1998 was
adopted in order to provide that the County Administrator may approve separate, non -cumulative
change orders for construction projects and professional service contracts in amounts not to exceed
$25,000.00 or 5% of the original contract price, whichever is greater. The BOCC requested a monthly
report of all change orders considered by the County Administrator.

Dear Mike:
Innovation on a Solid Foundation
As was discussed during various meetings, we were unable to connect to the existing sanitary system
as shown because, with the new slab elevation, there would not have been enough fail to connect to
the existing clean out. After further discussion, it was decided to connect to an existing clean out
recently uncovered by OMI. That connection will also require the removal of a portion of the
thickened edge of the slab down to the grade beam to create a channel to the. tap. Of course the
jackhammer and sanitary tie-in work will need to be done at night or over the weekend to avoid any
conflict with the Courthouse operation.
Attached are copies of Tidwell Plumbing's proposal toreplumb the existing sanitary system as
required to make the system operational. Based on their proposal, the change order would be as
follows:

Since this issue first came up around 12/20/12 and because of the conflicts associated with
everyone's holiday schedule, this was not resolved until 1/3/13, we would also request that five (5)
additional days be added to the contract time.

RE: Change Orders
Attached is a proposed change order for D.L. Porter Constructor's Inc. (Change Order
#1 for the Construction of Freeman Justice Center — Drug Court Offices is for an
increase of $3,893.00. This is the sewer lines to connect to the sanitary system were
not low enough in the ground to connect to the sanitary system with new slab elevation.
Contractor needs to re -plumb lower/wasteldrain lines for new plumbing, and make
adjustments to the concrete slab to connect to city tap.)
According to Ordinance 026-1998 adopted by the Board of County Commissioners,
proposed change orders are to be presented to members of the Board of County
Commissioners prior to approval, assuming they are within the Administrator's
prescribed limits. Change orders not within the Administrator's authority are placed on
the BOCC agenda.
The Administrator/Deputy Administrator intends to approve this change order on
Monday, January 14, 2013.
