ITEM BACKGROUND: The purpose of Amendment #003 of the Older Americans Act (OAA)
contract is to modify the contract to_add _the following section, Leadership and Advocacy paragraph
1.3.5 to Attachment I of the original contract.
PREVIOUS RELEVANT BOCC ACTION: Prior approval granted to Amendment #002 Older
Americans Act (OAA) Contract #AA-1329 on 2/20/13.

ORIGINAL
THIS AMENDMENT is entered into between the Alliance for Aging, Inc. hereinafter referred
to as the "Alliance", and Monroe County Social Services.
The purpose of this amendment is to add paragraph 1.3.5 to attachment 1 of the original
contract to read:
1.3.5 Leadership and Advocacy
As a designated Focal Point, a provider is encouraged to provide coordination of services
for older individuals. The Provider must also provide community leadership on aging issues
and serve as the advocate and focal point for the elderly within the community in
cooperation with agencies, organizations and individuals participating in activities funded
by the Alliance. Advocacy should include initiating positive changes in public or private
policies and attitudes towards older persons, taking action to improve, modify, or eliminate
situations which adversely impact on lives of older persons, or expressing support for older
persons and their interests. Advocacy activities may -be -broadly supportive of the general -
interests of older persons or may involve specific activities on behalf of individuals."
All provisions in the contract and any attachments thereto in conflict with this amendment
shall be and are hereby changed to conform with this amendment.
All provisions not in conflict with this amendment are still in effect and are to be performed at
the level specified in the contract are hereby amended to conform with this amendment.
This amendment and all its attachments are hereby made a part of the contract.

THIS AMENDMENT is entered into between the Alliance for Aging, Inc. hereinafter referred
to as the "Alliance", and Monroe County Social Services.
The purpose of this amendment is to modify paragraph 3.5.2 of attachment I of the original
contract to read:
3.5.2 Financial Consequences
The Contractor shall ensure the provision of services to the projected number of clients in
accordance with the Service Provider Application and within the contract amount. The
Contractor shall ensure expenditure of 100% of the contract amount budgeted for services
to clients at the unit rates established in this contract. On a service -by -service basis, in the
event the Contractor has a surplus of 1% or more at the end of the contract term, the
Alliance will reallocate this surplus to other provider agencies in accordance with its
policies. If, or to the extent, there is any conflict between this paragraph and paragraphs 38
and 38.1 of the standard contract, this paragraph shall have precedence.____
All provisions in the contract and any attachments thereto in conflict with this amendment
shall be and are hereby changed to conform with this amendment.
