One such document was a report on the average depth of the 5 marine vessels with the deepest draft in the County. FEMA's main interest in reimbursement for marine debris removal is that the debris represents a navigational hazard. At the time, FEMA had advised they were considering only allowing for marine debris removal to a depth of 4 feet below the surface of canal waters, and said that was enough for the depth of the average vessel using the canals. County staff countered by stating the canals were public and open to all vessels, and therefore a deeper depth should be considered. FEMA offered to allow the County to submit detailed documentation for consideration on any 5 vessels located within Monroe County that had a draft deeper than 4 feet. Without hesitation, Brian Bradley then began his quest to locate the 5 vessels with the deepest drafts- Over a time period of 6 -8 weeks, he visited numerous marinas several times, including weekends, holidays and other personal time. He not only went on his own, he was always available at a moment's notice to go to a marina and photograph a vessel when a call came in from a marina stating a large vessel had docked. He then had to drop everything he was doing to go immediately to the marina, as the vessels often docked for only a short period of time. He made numerous visits during the holiday Christmas week, in addition to numerous other days during the 6 -8 week period. He took photos to document the vessel location within Monroe County, and then conducted in -depth research on each vessel to document the vessel identification and depth of its draft. In addition, he didn't quit when he had located 5 vessels. He continued to search to ensure he had located the top 5 with the deepest drafts. Finally when he was assured he had located the 5 best ones, he assembled a professional report on his own time that was ultimately sent to FEMA for their consideration.. MCAA Instruction 4000.12 Enclosure (l ) This work was above and beyond any of Brian's regular duties, and he wasn't even part of the formal debris removal team. He volunteered his time not only for the site visits, but then used his expertise in graphics to produce a professional report for FEMA's consideration. It was beautifully prepared- If accepted, the marine debris removal contractor will be able to go to a depth of 14.7 feet below the canal surface waters to remove storm debris, instead of only 4 feet. (An additional 2 feet is allowed for low tide). This will be to the great benefit of the marine environment throughout the Keys and also the many residents that live on the canals, considering there are hundreds of canals impacted by Hurricane Irma, If FEMA approves the request„ much less debris will be left behind in the canals due to the efforts of this outstanding employee of the County. Even if the report is not ultimately accepted by FEMA, Brian exhibited great thinking outside of the box and going the extra mile to make sure that something important to the County, its residents, and the environment was done to perfection.
