AGENDA ITEM WORDING: Approval to waive competitive bidding procedures under the solid
waste exemption and enter into a 2 year contract extension with Sweetwater Environmental for
disposal of sludge / septage collected at the sold waste transfer stations. This extension will expire
in June 2020.
ITEM BACKGROUND: Sweetwater Environmental operates and maintains the sludge and
septage collection facilities at the transfer stations and hauls away the sludge and septage for final
disposal. The need for transfer, collection, storage, treatment, transportation, and disposal of
sludge /septage generated within Monroe County has been declining as the final sewer projects reach
complete connection. The remaining connections should be complete within two years and the
volume of waste generated will no longer justify having this operation at the County transfer
stations. The current contract is due to expire on June 30, 2018. This contract falls within the solid
waste exemption from the requirement for an RFP.
PREVIOUS RELEVANT BOCC ACTION: The BOCC authorized an extension to the contract in
2014. The original agreement was entered into on May 19, 2004.

WHEREAS, the parties entered inro an agreement dated May 19, 2004, for the transfer,
collection, storag treatment, transportation, and disposal of sludge/septage generated within Monroe
County, which was amended June d. ?004, renewed June 17, 2009, May 21. 2014and July 20, 2016,
WHEREAS, due to the changes in County policies and centralized sewer systerns being put in

WHEREAS. while the flow rates have decreased, the County amended and extend al (he

centralized sewer systems in Monroe Count are compteted and properties are connected: and

is still in need of the Contractors services and thus the parties have agreed to again extent the Agreement
and increase the unit price in accordance with the allowed CPI adjustment and under Lhe negotiated terins
