AGENDA ITEM WORDING: Approval of Amendment 1 to the Agreement for Engineering
Design & Permitting Services with EAC Consulting Inc. for the Stock Island 11 Roadway
Improvement Project. The amendment to the agreement is for additional design and permitting
services for a landscape median for a not to exceed cost of $32,898.00. The addition of landscaping
is consistent with the Intra- Island Corridor Enhancement Plan released November 30, 2005 and
public input for Maloney Avenue and MacDonald Avenue on Stock Island.
ITEM BACKGROUND: The roads in the Stock Island II Roadway Improvement Project
(Maloney Avenue, MacDonald Avenue and Peninsular Avenue) were identified as areas requiring
asphalt improvements as well as sidewalk construction, reconstruction and Americans with
Disabilities (ADA) upgrades and Sea Level Rise adjustments.
As a result of public input for the installation of landscaping, a proposed median beginning at US 1
and extending to approximately 3 Street is to be included in this project.
PREVIOUS RELEVANT BOCC ACTION: A Contract with EAC Consulting, Inc. for
Engineering Design & Permitting Services for the Stock Island II Roadway Improvement Project
was approved by the BOCC on November 22, 2016.

AMENDMENT I TO THE AGREEMENT FOR ENGINEERING DESIGN AND
PERMITTING FOR THE STOCK ISLAND II ROADWAY IMPROVEMENT
PROJECT
THIS AMENDMENT I to the Agreement for Engineering Design and Permitting for
Stock Island II Roadway Improvement Project dated November 22, 2016 IS ENTERED
INTO this day of 2018 , by and between Monroe County, whose
address is 1100 Simonton Street, Room 2 -216 Key West, Florida 33040, hereafter the
"County ", and EAC Consulting, Inc. a Corporation of the State of Florida, whose
address is 5959 Blue Lagoon Drive, Suite 410, Miami, Florida 33126, hereinafter
referred to as "CONSULTANT ".
WHEREAS, The County and Consultant entered into an Agreement for Engineering
Design and Permitting for the Stock island II Roadway Improvement Project ( "Project ")
on November 22, 2016 ( "Agreement "); and
WHEREAS, the scope of the Project is being revised to include Engineering Design and
Permitting for Landscape Median for an additional lump sum amount of $32,898.00; and
WHEREAS, the Consultant's address has changed and needs to be revised to reflect to
their new address;
NOW, THEREFORE, in consideration of the mutual promises, covenants and
agreements stated herein, and for other good and valuable consideration, the sufficiency
of which is hereby acknowledged, COUNTY and CONSULTANT agree as follows:
1. Attachment A- SCOPE OF WORK to the Agreement shall be amended to add the y
additional Engineering Design and Permitting for Landscape Median as described
in Exhibit "A" Proposal for Landscape Median attached hereto and incorporated w
by reference. The service's as described in Exhibit "A" are for a Lump Sum fee r
not to exceed $32,898.00.
2. The Consultant's address is amended to read as: 5959 Blue Lagoon Drive, Suite
410, Miami, Florida 33126 and under Paragraph 2.3 Notice Requirement for
CONSULTANT.
3. Force and Effect. In all other respects the Contract dated November 22, 2016, as
amended herein, remains in full force and effect.

EAC Consulting Inc. (EAC) is pleased to submit this fee proposal to provide civil engineering services
in reference to the County's request to provide a proposed median.
Background & Scope of Services:
EAC will perform the necessary design modifications to provide a proposed median along MacDonald
Avenue from the begin project limits to just west of the intersection of 3rd Street. The County's
preference is to have low maintenance landscaping in the median. a
Scope of Work
Our scope of works will include the following:
TASK 1 - GENERAL PROJECT TASK
Task 1A - Project Management
EAC will provide project management services that will consist of contract administration, coordination
of project staff, developing and monitoring the project schedule and monitoring project costs.
An amended project schedule will be provided to the County within 10 calendar days of receiving an
approved supplemental services.
Task 1 B — Meetings
This task includes the following:
• One meeting with the County to discuss the layout of the median.
• Two meetings with the FDOT District 6:
• Coordinate the design change of tying the proposed median with existing median just
east of the intersection of Overseas Highway and MacDonald Avenue
• Coordinate the design changes which may prompt an additional Electronic Review
Comments (ERC) by them. They performed a review of the 60% submittal which did not
include the median.
Task 1 C — Quality Assurance /Quality Control (QA/QC)
Implement thorough QA/QC to confirm the construction documents meet the applicable standards and
codes

TASK 3 - DESIGN SERVICES
EAC will perform the following as part of the analysis and design to modify the design plans:
TASK 3A — Roadway Analyses, Design and Plans
The following will be modified:
a. Typical Section and Details
b. Roadway plan and profile
c. Cross sections
d. Temporary Traffic Control Notes and Plans
e. Utility coordination and adjustments of existing utility manholes and /or valve covers
f. Summary of quantities
TASK 3B - Drainage Analyses, Design and Plans
The following will be modified:
a. Stormwater Management Systems, such as location of inlets as well as the adjustment of
existing manholes located within the median
b. Summary of drainage structures table
c. Stormwater Pollution Prevention Plans and Erosion Control Plans
d. Drainage Documentation report
TASK 3C — Signing and Pavement Marking Analyses, Design and Plans
The following will be modified:
a. Revise signing and pavement markings per the Manual on Uniform Traffic Control Devices
(MUTCD) to accommodate the median in lieu of on- street parking.
TASK 3D — Landscape Design and Plans
EAC will retain the services of Sandra Walters Consultants, Inc. (SWC) to perform landscape design
services. This is a new task that will include the following
a. Planting Design Plans
b. Planting Details and Notes
c. Quantities and cost estimate
d. Field review(s)
e. Coordination meetings with the County and /or stakeholders regarding the landscape design
TASK 4 — Permitting
It is assumed that there will be no environmental impacts associated with the modifications to the
design plan. The following will be provided in this task:
a. One meeting with SFWMD to coordinate the design changes and compliance with the already
issued permit exemption dated December 19, 2017 (Application No. 1710207 -220; Exemption
No. 44- 100052 -P).
b. Amend permit exemption document

EAC will provide to the County, upon project completion, the following:
• 2 sets of 11 "x17" signed and sealed Record Drawings
• 1 set of final CADD files on CD
The aforementioned scope of services assumes that:
1. No utility relocation design is included in this supplemental.
2. Anticipated permitting fees have been included as part of the reimbursables in the original
approved contract. In the event that permit and reimbursables exceeds the budgeted amounts,
then the County will approve a supplemental to reimburse EAC for additional direct expenses.
