ITEM BACKGROUND: After a storm such as Irma, typically a Long Term Recovery Group is formed to assist survivors in rebuilding their lives to remain strong members of the community. The group is made up of non - profits who provide coordinated services to citizens of Monroe County. They are able to receive grants and access to Federal and State programs to assist in rebuilding. In February 2018, the Monroe County Long Term Recovery Group was formed officially. They are well underway providing services to our community. The Executive Committee is as follows: Chair- Stephanie Kaple, Florida Keys Outreach Coalition, Inc. Secretary- Kristina Welburn, Habitat for Humanity Lower Keys Treasure- Phillip Decker, Florida Conference of The United Methodist Church The Chairman, Stephanie Kaple will be presenting information on the group's mission, goals, and coordinated services. Attached is summary information for your review. Secretary- Kristina Welburn, Habitat for Humanity Lower Keys Treasure- Phillip Decker, Florida Conference of The United Methodist Church • Establishment of Bylaws, approved by membership 2/27/18 • Establishment of Mission Statement 2/27/18 "The mission of the Long Term Recovery Group Monroe County, Florida is to provide recovery services to individuals and families affected by disasters in the Florida Keys community. Services will be provided regardless of individuals' race, creed, color, gender, disability, or religious preference. The goal of the Long Term Recovery Group Monroe County, Florida is to see all of our fellow residents fully recover from disasters." • Draft of target service population (DRAFT to be approved 3/13/18) The target service population of the LTRG are Monroe County, Florida primary residents (six months plus 1 day), who can demonstrate a financial need for assistance in recovering and /or rebuilding from Hurricane Irma, and lived in Monroe County, Florida on September 10, 2017. including both homeowners and renters Further, the LTRG Monroe Co. FL may as vetted and approved by the LTRG assist landlords with a history of providing affordably priced housing rentals through an approved LTRG agency as well as non - profits and faith -based groups to re- establish long term rental housing effected by Hurricane Irma. • Funding distribution model (DRAFT to be approved 3/13/18) All funds for the LTRG Monroe Co. FL will be held by a designated Fiscal Agent in agreement with the LTRG's bylaws. The Unmet Needs committee will meet set a regular meeting schedule to not exceed more than once a week, and not meet less than once a month during an active recovery period. The Unmet Needs committee will submit a total amount requested for each agency to the Director of the LTRG who will submit an official authorization in writing and signed to the Fiscal Agent for check issuing. LTRG Monroe Co. FL will distribute these checks to the appropriate agencies. Agencies receiving funds from the LTRG are responsible for documenting that approved services were provided and the outcomes of the case. Should an agency not be able to use funds in the way designated by the LTRG Monroe Co. FL's Unmet Needs committee, funds will be returned to the LTRG for redistribution. Agencies will provide the LTRG with any necessary items for reporting on funds as required by the original funding source. • Established a Fiscal Agent agreement with the Community Foundation of the Florida Keys (CFFK) which now allows the LTRG to receive funding for both staff and direct services to storm victims. • Lead coordination of second round of TSA exit surveys scheduled and occurring 3/2/18 and 3/6/18. Worked to connect those without an exit plan to local nonprofits for further services. • County wide Unmet Needs Assessment concluded, and data collaborated for grant applications to direct future services for storm victims. • CFFK awarded $20,000 to the LTRG to support administration, CFFK pledged an additional $100,000 to support direct services to storm victims through the LTRG. • LTRG has begun the process of hiring an Executive Director to oversee daily operations. LTRG is reviewing office space options and will secure a location in Key West, with satellite offices in the Middle and Upper Keys. • Red Cross will lead a CAN training on May 9 to train case managers on how to utilize the system. The Red Cross will use information entered into CAN to provide assistance directly to storm victims that meet their qualifications.
