AGENDA ITEM WORDING: A resolution of the Board of County Commissioners prioritizing
certain types of building permits for primary homeowners to facilitate expeditious repairs of these
principal domiciles
ITEM BACKGROUND:
At its April 19, 2018 meeting the Board of County Commissioners, requested staff prepare a
resolution prioritizing certain building permit types related to Hurricane Irma repair, for primary
homeowners to facilitate expeditious repairs of these principal domiciles. This would mean the
following permit types would be reviewed prior to other permit types.
1. Roofing Residential
2. Reconnect /Safety Electrical
3. Electric
4. Plumbing
5. Electric /Sewer Tie in
6. Plumbing/Sewer Tie in
7. A/C replacement within the same footprint and above base flood elevation
8. Component Res New/Replace
9. Stairs
10. LP Gas
11. Temporary RV (Emergency Housing)
12. Temporary Use /Structure /Tents
13. Gas /Fuel Tanks (Above Ground /In Ground)
14. Foundation & Piling
15. Remodel/Repair Res (Interior / Interior /Exterior)
16. Generator (Auxiliary /Building)
17. Shutters
18. Demolition
Attached is a permit matrix that shows all permit types and the various required reviews prior to
issuance.
The resolution also includes a provision that would place a hold on prioritization of affordable
housing permitting. Section 9 -2 of the Code of Ordinances currently includes a provision that all
affordable housing development approvals receive priority in processing.
Sec. 9 -2. - Affordable housing permitting priority.
(a) Definitions:
Development order means any order granting, denying, or granting with conditions an application
for a development permit.
Development permit includes any building permit, zoning permit, subdivision approval, rezoning,
certification, special exception, variance, or any other official action of local government having the
effect of permitting the development of land.
(b) In regard to any development order or development permit as defined above, affordable housing
shall receive priority in processing and review of applications and permits.
PREVIOUS RELEVANT BOCC ACTION:
September 17, 2017 — Approved Resolution 222 -2017 waiving fees for 18 permit types for 180 days
October 18, 2017 Approved Resolution 291 -2017 amending Resolution 222 -2017 by including four
additional permit types for FEMA temporary housing only.

WHEREAS, the Board of County Commissioners is the legislative body of Monroe
County, Florida; and
WHEREAS, the County protects life and safety through review of construction plans
and inspection of construction work as provided for in the Florida Building Code; and
WHEREAS, the Monroe County Board of County Commissioners wish to provide the
citizens of the County with the best possible service in the most cost effective and reasonable
manner; and
WHEREAS, the Monroe County Board of County Commissioners adopted Resolutions
following Hurricane Irma; and

Section 1. Staff is hereby directed to prioritize the following 18 permit types, only for
those properties which currently have a Florida Homestead Exemption, or if purchased less than
one year prior to homestead exemption eligibility, those which can produce evidence to the
Monroe County Building Department of application for said Exemption, until December 31,
2018:
