AGENDA ITEM WORDING: Approval to add Tier 3 properties having no significant habitat or
connectivity to the Land Authority's 2018 Acquisition List to be acquired for density reduction and
transferred to the BOCC for management by Public Works.
ITEM BACKGROUND: The Land Authority's 2018 Acquisition List includes Tier 3 land for
affordable housing and also Tier 3 land having significant habitat or connectivity for conservation.
Chairman Kolhage requested this agenda item to consider adding to the list Tier 3 property having
no significant habitat or connectivity to be acquired for density reduction. The Land Authority
Advisory Committee considered this request on April 25, 2018 and recommends approval, provided
the Land Authority subsequently transfers the property to the BOCC for management by Public
Works. This transfer will clarify that the land is not being acquired for or managed as conservation
land and will give the BOCC maximum flexibility as to the land's ultimate use and disposition.
ADVISORY COMMITTEE ACTION: On April 25, 2018 the Committee voted 4/0 to approve
adding to the list Tier 3 properties having no significant habitat or connectivity to be acquired for
density reduction, provided the Land Authority subsequently conveys the property to the BOCC for
management by Public Works.
PREVIOUS RELEVANT BOCC ACTION: On April 19, 2018 the Board approved the 2018
Acquisition List.

MONROE COUNTY LAND AUTHORITY
2018 ACQUISITION LIST
This Acquisition List incorporates by reference the Florida Keys Stewardship Act that took effect on July 1, 2016, the land
acquisition priorities in Policy 102.4.2 of the Comprehensive Plan adopted by the County Commission on April 13, 2016, the
Memorandum of Understanding between DEP and Monroe County revised on August 16, 2017, and the recently passed House
Bill 1173 (upon becoming law) which among other things, allows the use of tourist impact tax funds for construction costs
related to the provision of affordable housing.
PROPERTY IN FLORIDA KEYS AREA OF CRITICAL STATE CONCERN (OUTSIDE OF KEY WEST)
The MCLA Advisory Committee will promote acquisition, by fee simple purchases or other means provided in HB 1173, to
address affordable workforce housing damaged or destroyed by Hurricane Irma by adding to the Acquisition List, on a case -by-
case basis, affordable housing sites that are preferably ROGO- exempt to be acquired by government partners provided the
sites are not located in a V flood zone and do not include environmentally sensitive habitat or possible wetlands. Favorable
factors in the analysis and consideration of affordable housing sites will include the record of the partner in the project; quality
of the project; ability of the project to serve individuals, couples and families; leverage from additional non -MCLA funds brought
to the project; and the MCLA funds price per unit.
