AGENDA ITEM WORDING: A Resolution of the Board of County Commissioners of Monroe
County Sunsetting and Dissolving the Marine and Port Advisory Committee.
ITEM BACKGROUND:
The MPAC comprises an advisory committee that is not required by state statute, which was locally
created in 1977 to advise the BOCC on the operation, improvement, and financing of port facilities.
Its advisory duties were later amended to include:
• making recommendations regarding vessel sewage and pump out services,
• making recommendations regarding anchoring and mooring regulations,
• making recommendations regarding preservation and enhancement of public water access,
and
• developing educational and outreach materials and resources.
The Marine Resources Office, with recommendations from the MPAC and BOCC program
development have achieved:
• County wide pump out program (now operational and running)
• Derelict Vessel Removal Program (program development now finished)
• Anchoring and Mooring Regulation Adoption consistent with State Pilot Program and final
State regulations (now finished)
• Study of Boca Chica to determine suitability for mooring field
Staff estimates that each of the MPAC's quarterly meetings requires Marine Resources Office staff
to dedicate, on average, (1) 25 hours to meeting preparation, (2) the physical attendance of one to
three staff persons at each meeting, (3) payment for a court reporter to attend and transcribe minutes
for each meeting, and (4) payment to properly advertise each meeting.
Staff has prepared a draft Resolution sun setting and dissolving the MPAC because the mission and
duties outlined in their formal creation have been completed. Since the storm, we have scarce
resources administratively and are re- oriented to provide enhanced support and service of this post -
hurricane environment's mitigation and recovery priorities.
The Marine Resources Office included two positions: Senior Administrator of Marine Resources and
Biologist /Marine Planner. The later position became vacant and given budget considerations, staff is
not recommending filling that position for the remainder of FYI or FYI 9. The reason is funding
from the State of Florida for the pump out program was decreased from $500,000 to $227,000;
therefore funding for the 2 nd positions is lacking.
Further, staff envisions, the Boca Chica Mooring Field progression will be through a technical
permitting process using consultants with a goal for development by a private contractor.
