AGENDA ITEM WORDING: Approval of a waiver of approximately $84,088.00 in building
permit fees for 16 deed - restricted affordable housing units to serve the 120% of median income level
to be built on four lots LaFitte Dr on Cudjoe Key at approximate mile marker 22.4, having real estate
numbers 00178350- 000000, 00178360- 000000, 00178370- 000000, and 00178380- 000000 by
Habitat for Humanity of Key West and Lower Florida Keys.
ITEM BACKGROUND:
Monroe County Code Section 6- 108(e) allows BOCC approval for waivers of building permit fees
for affordable housing which have a Development Order in effect. Habitat for Humanity of Key
West and Lower Florida Keys is requesting a building permit fee waiver to build 16 affordable
housing units on Cudjoe Key. Fees are estimated at $84,088.00. This amount is only for the housing
units. A minor conditional use permit (Resolution (45 -09) was granted by the Planning Commission
on September 2, 2009 allowing the development of a 16 residential dwelling units designated as
employee housing.
PREVIOUS RELEVANT BOCC ACTION:
February 10, 2010 — BOCC approved Ordinance 004 -2010 allowing waivers for housing for
households up to 120% of median income in Monroe County. Housing exceeding 120% may also
apply for a waiver if the specific project for development is being subsidized with or is leveraging
state or federal funding.
November 18, 2009 — BOCC approved Ordinance 036 -2009 allowing building permit fee waivers
for entities building low income housing leveraging state or federal funds, or affordable housing as
defined by state statutes.

Habitat is excited and honored to be in the process of building Loewy Landing in Big
Coppitt. Our focus is now moving forward to our next project. 16 new homes in Cudjoe.
These homes will be built on land owned by Monroe Coutny and Land Leased to
Habitat.
Habitat regpectfully requests that the permit fees for these sixteen homes be waived in
the form prescribed by the County, and that this request be placed on the May 2018
BOCC meeting in Key West.
