AGENDA ITEM WORDING: Approval of selection of five (5) contractors for the installation and
maintenance of aids to navigation and regulatory markers in the Florida Keys waters within Monroe
County.
ITEM BACKGROUND: The Marine Resources Office routinely hires marine contactors for the
installation and repair of County waterway markers, including aids to navigation and regulatory
markers. In order to more effectively utilize such marine contractors, and provide for a competitive
bid process for the hiring of qualified marine contractors (particularly due to the potential for
expending over $50,000 cumulatively to an individual contractor within a twelve month period), the
Board of County Commissioners (Board) at its December 13, 2017 meeting directed staff to
advertise a Request for Qualifications (RFQ) in order to qualify vendors. Five responses were
received by the Purchasing Department for the RFQ opening on February 22, 2018 (see attached
Tabulation Sheet), including: Coral Construction Company, Key West Harbor Services, Inc.,
Underwater Engineering Services, Inc., Coffin Marine Services and American Underwater
Contractors, Inc.
A Selection Committee met on April 26, 2018 to review, score and rank the responses. The average
scores /rankings are as follows (see attached Score Sheet):

The Selection Committee considered all five vendors to be qualified. The Selection Committee
recommended Board selection of the five vendors (see attached Selection Committee Meeting
Minutes). Staff recommends Board selection of the five vendors. Based on Board direction, staff
anticipates bringing contracts before the Board in the next several months for execution.
Subsequent to execution of the contracts, the Marine Resources Office will send an Invitation for
Quotes to the pre - qualified marine contractors for all waterway marker jobs. The low quoting
vendor will be awarded the job and a Task Order will be issued by the Marine Resources Office.
Based on consideration by the attorney assigned to the Office of Management and Budget (Christine
Limbert), the County Attorneys Office has determined that the two -step process of 1) pre - qualifying
and 2) soliciting quotes, meets Purchasing Policy requirements for a competitive bid process. This
process mirrors the process for hiring pre- approved marine contractors for derelict vessel removal
work, established in 2008.
PREVIOUS RELEVANT BOCC ACTION:
December 2017- Approval to advertise an RFQ in order to qualify vendors for waterway marker
work.

April 26, 2018 Meeting Minutes
The Selection Committee (Committee) meeting commenced at 9 :00am in the Media
Room at the Marathon Government Center, 2798 Overseas Highway, Marathon, Florida.
All Committee members were present, including Richard Jones, Michael Roberts and
Devin Tolpin. No members of the public were present.
Five responses (received from the Purchasing Department) were discussed and scored,
including;

Coffin Marine Services, Inc.
Coral Construction Company
Ivey West Harbor Services, Inc.
Underwater Engineering Services, Inc.
Richard Jones, Marine Resources Senior Administrator, explained that he had reviewed
the responses for required farms. Mr. Jones mentioned that those vendors providing
responses that the County has used before (American Underwater Contractors, Coffin
Marine Services and Coral Construction Company) all had provided satisfactory work to
the County. Each Committee member was asked to discuss his /her scores for each
criteria for each response. Subsequent to discussion and scoring each member signed
their score sheets, and the scores were averaged. The average scores ranged from 76-112
points. Average scores and ranking were:
