ITEM BACKGROUND: This item is for approval to negotiate a contract with vendors in rank
order who responded to an RFP for marine debris removal monitoring services related to Hurricane
Irma.
An RFP was advertised on May 5, 2018, and opened on May 24, 2018. Seven proposers responded.
The selection committee met in a publicly advertised meeting on June 4, and ranked the 7 proposers
in the following order:

In February 2018, Monroe County submitted 5 Damage Survey Report (DSR) application packages
for marine removal to the U.S. Department of Agriculture (USDA) Natural Resources Conservation
Service (NRCS), Emergency Watershed Protection (EPP) Program. Using the program guidelines
for funding eligibility in their initial review of the applications, USDA -NRCS EWP staff deemed
103 of the most heavily impacted canals eligible for funding to date, out of the 513 total number of
canals impacted within the Florida Keys by Hurricane Irma. The canals are located in
unincorporated Monroe County, the City of Marathon and the Village of Islamorada. The County
anticipates receiving a notice of award shortly. If awarded, the program will require marine debris
removal monitoring services related to Hurricane Irma.
NRCS allows 7.5% of the total marine debris costs as an add -on for technical services as part of the
marine debris removal program. This 7.5% totals a maximum of $3,139,944 of fees that are 100%
reimbursable by NRCS.
PREVIOUS RELEVANT BOCC ACTION:
02/21/18 Ratification of a Memorandum of Understanding and Mutual Aid Agreement with the
Florida Department of Environmental Protection (DEP) for $6 million for clearing of marine debris
from canals and other navigable waterways within unincorporated Monroe County, to be reimbursed
by the County to DEP, [and potentially to he reimbursed by FEMA to the County] retroactive to the
last date executed by the parties.
05/16/18: Approved. Discussion and direction and retroactive approval to submit a Request For
Proposals (RFP) for Marine Debris Monitoring Services as a result of Hurricane Irma. 100% Cost
reimbursement is anticipated to be provided by USDA - Natural Resources Conservation Service

L Call to order — Meeting called to order at 11:10 a.m.
t`. Roll call — All selection committee members and advisor Cynthia Hall were in
attendance. Seth and Rhonda participated by videoconference. A sign in sheet was
distributed for the guests.
III. Review of Proposals:
Debris Tech — experience focused on street debris monitoring, not marine debris. No
local experience. Minimal pricing provided, only 6 hourly rates, no 30 day summary.
FEMA experienced, NRCS experience lacking.
CDR Macguire — some good NRCS experience and marine debris monitoring
experience. Pricing was the highest, so received less points for price.
Tetra Tech — local marine debris monitoring experience. Staffing levels seemed low.
Members indicated negative experience with some local monitoring projects. Pricing was
very low.
HDR - Good background in monitoring. Extensive local experience in the Keys. Good
marine debris monitoring experience. Good experience in dredging projects. Low
pricing.
True North — good experience in NRCS monitoring for marine debris, SFWMD canal
monitoring. Texas monitoring. Pricing was the second highest.
Metric Engineering — extensive DOT road debris monitoring experience, some
experience with Key's projects. Previous NRCS monitoring experience. Pricing was in
the mid - range.
Wood — Extensive knowledge of Keys canals and experience in monitoring canal
restoration projects. NRCS monitoring experience listed in the resumes, members found
the location difficult to find. Wood prepared the NRCS applications for the Keys, very
familiar with the DSR's and projects. Dredging experience in previous Monroe projects.
No delays anticipated with startup, as level of knowledge is high. Pricing was 3 highest.
