AGENDA ITEM WORDING: Approval of a Resolution Creating a Local Disaster Recovery
Department and Adopting a Revised Table of Organization.
ITEM BACKGROUND: In February, 2018, the Commission approved adding four (4) additional
full time equivalent positions (FTE's) to assist with hurricane recovery issues, including a
Department Head titled Local Disaster Recovery Director, Housing Recovery Administrator,
Economic Development Recovery Administrator, and Senior Administrator Recovery and Unmet
Needs. The resolution formalizes the creation of the new Local Disaster Recovery Department,
which would be staffed by those positions. To date, only two of the positions have been funded
including the Local Disaster Recovery Director and the Housing Recovery Administrator.
Under F.S. 125.74(1)0) and the County Code, the Board must approve the reorganization and
creation of County departments. The resolution also adopts a revised Table of Organization which
places the new department under the supervision of Assistant County Administrator Christine
Hurley.
PREVIOUS RELEVANT BOCC ACTION: 2/21/18, Board approved item R.1, which approved
four (4) full-time equivalent (FTE) positions for Hurricane Recovery, pending receipt of grants,
endowments or donations.

RESOLUTION NO. -2018
A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA,
CREATING A LOCAL DISASTER RECOVERY
DEPARTMENT AND ADOPTING A REVISED TABLE OF
ORGANIZATION DATED JUNE 20, 2018 TO REFLECT
THE CREATION OF THAT NEW DEPARTMENT; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, F.S. 125.74(1)(j) vests the County Administrator with the power
and duty to organize the work of county departments, subject to an administrative code
developed by the Administrator and adopted by the Board, and review the departments,
administration, and operation of the County and make recommendations pertaining
thereto for reorganization by the Board; and
WHEREAS, Section 2 -58 of the County Code adopts and incorporates the
County Administrator Law into the County Code; and
WHEREAS, Section 1 -2 of the County Code defines the term "department" in a
manner that requires Board approval in order to create a new department; and
WHEREAS, on September 10, 2017, Hurricane Irma struck Monroe County as a
category 4 storm, leaving severe devastation to residential, commercial, and public
properties in its wake;
WHEREAS, in order to best focus the community's recovery from Hurricane
Irma, the County Administrator recommends and the Board finds it necessary and
appropriate to create a Local Disaster Recovery Department, within the County
government; and
WHEREAS, the County Administrator recommends and the Board finds that the
new department's coordination of recovery efforts with the building and planning
departments would be enhanced if one Assistant County Administrator supervises all
three departments;
WHEREAS the Table of Organization dated May 16, 2018 needs to be updated
to include the Local Disaster Recovery Department; and
WHEREAS, a copy of a proposed updated Table of Organization dated June 20,
2018 is attached hereto and incorporated by reference herein as Exhibit 1.
NOW, THEREFORE, BE IT RESOLVED by the Monroe County Board of
County Commissioners:
SECTION 1: Recitals. Each "WHEREAS" clause set forth herein is ratified
and incorporated herein by this reference. E
SECTION 2: Monroe County Board of County Commissioners Action. The
Monroe County Board of County Commissioners accepts the recommendation of the
County Administrator to create a Local Disaster Recovery Department under the
supervision of the Assistant County Administrator who also oversees the building and a ,
planning departments. The Board further adopts the Table of Organization dated June 0
20, 2018, which is attached hereto and incorporated by reference herein as Exhibit 1.
SECTION 3: Effective Date. This Resolution shall become effective upon
adoption and shall continue to be in full force and effect until modified or rescinded by
subsequent resolution of this Board.
PASSED AND ADOPTED BY THE BOARD OF COUNTY
COMMISSIONERS of Monroe County, Florida, at a regular meeting of said board held
on the 20 day of June 2018.
