AGENDA ITEM WORDING: Approval to add Tier 3 property without habitat or connectivity to
the Acquisition List to be acquired for either affordable housing or density reduction and to be
transferred to the BOCC.
ITEM BACKGROUND: Chairman Kolhage originally requested the addition of this category of
land to the Acquisition List for the purpose of density reduction. At the May 16, 2018 Governing
Board meeting the Board proposed expanding the purpose to include either affordable housing or
density reduction.
ADVISORY COMMITTEE ACTION: On May 30, 2018 the Committee considered the
Governing Board's request and voted 3/0 to approve adding this category of land to the Acquisition
List for either affordable housing or density reduction.
PREVIOUS RELEVANT BOCC ACTION: On April 19, 2018 the Board approved the 2018
Acquisition List.

2018 ACQUISITION LIST
This Acquisition List incorporates by reference the Florida Keys Stewardship Act that took effect on July 1, 2016, the land
acquisition priorities in Policy 102.4.2 of the Comprehensive Plan adopted by the County Commission on April 13, 2016, the
Memorandum of Understanding between DEP and Monroe County revised on August 16, 2017, and the recently passed
House Bill 1173 (upon becoming law) which among other things, allows the use of tourist impact tax funds for construction
costs related to the provision of affordable housing.
PROPERTY IN FLORIDA KEYS AREA OF CRITICAL STATE CONCERN (OUTSIDE OF KEY WEST)
The MCLA Advisory Committee will promote acquisition, by fee simple purchases or other means provided in HB 1173, to
address affordable workforce housing damaged or destroyed by Hurricane Irma by adding to the Acquisition List, on a case -by-
case basis, affordable housing sites that are preferably ROGO- exempt to be acquired by government partners provided the
sites are not located in a V flood zone and do not include environmentally sensitive habitat or possible wetlands. Favorable
factors in the analysis and consideration of affordable housing sites will include the record of the partner in the project; quality
of the project; ability of the project to serve individuals, couples and families; leverage from additional non -MCLA funds brought
to the project; and the MCLA funds price per unit.
