and Underwater Engineering Services, Inc., to perform Removal, Refloating and /or Demolition and
Disposal of Derelict Vessels, Non - Derelict Vessels, Floating Structures, Off - Premises Marine Signs
and Marine Debris in the Florida Keys waters within Monroe County.
ITEM BACKGROUND: Since 2008 the Marine Resources Office has maintained contracts with
multiple marine contractors for the removal and disposal of derelict vessels (D /V) and marine debris.
Those contracts are a result of a qualifying process, and the lowest responding contracted bidder to
any Invitation for Quotes for individual jobs is awarded the job (providing for a two -step
competitive bid process). The current vendor contracts for D/V and marine debris removals expire
on June 30, 2018, after having been in effect for the past five years. In order to provide continuing
service, the Board of County Commissioners (Board) gave direction at the February 21, 2018 Board
meeting for staff to advertise a Request for Qualifications (RFQ) to once again qualify vendors for
D/V and marine debris removal work.
Nineteen (19) responses to the RFQ were received by the Purchasing Department (see attached
Tabulation Sheet), and a Selection Committee met on May 24, 2018 to review, score and rank the
responses (see attached Score Sheet).
The Selection Committee considered the top seven (7) scoring vendors to be qualified. The
Selection Committee unanimously recommended Board selection of those seven (7) vendors (see
attached Selection Committee Meeting Minutes). Staff recommends Board selection of the seven (7)
following vendors:

Lower Keys Marine Towing & Salvage, Inc.
American Underwater Contractors
Coral Construction Company
Underwater Engineering Services, Inc.
Based on Board direction, staff anticipates bringing contracts before the Board at the July 2018
BOCC meeting for execution.

The Selection Committee (Committee) meeting commenced at 9:00am in the Media
Room at the Marathon Government Center, 2798 Overseas highway, Marathon, Florida.
All Committee members were present, including Richard Jones, Bruce Franck and Beth
Bergh.. Two members of the public were present.
Nineteen responses (received from the Purchasing Department) were discussed and
scored, including:

Richard Jones, Marine Resources Senior Administrator, explained that he had reviewed
the responses for required forms. Each Committee member was asked to discuss his/her
scores for each criteria for each response. Subsequent to discussion and scoring each
member signed their score sheets, and the scores were averaged. The average scores
ranged from 23.23 -58 points (out of a possible 60 points). Average scores and ranking
