ITEM BACKGROUND:
Monroe County Code Section 6- 108(e) allows BOCC approval for waivers of building permit fees
for affordable housing which have a Development Order in effect. Habitat for Humanity of the
Upper Keys, Inc. is requesting a building permit fee waiver to build one (1) affordable housing unit
on Key Largo. Fees are estimated at $4,823.58. This amount is only for the housing unit and is
lower than usual due to the utilization by the applicant of a private provider for both plan review and
inspections. The unit has a construction value of $195,788. The building permit has already been
applied for and therefore a refund would be made to the applicant for fees paid if the proposed
resolution is approved.
PREVIOUS RELEVANT BOCC ACTION:
February 10, 2010 — BOCC approved Ordinance 004 -2010 allowing waivers for housing for
households up to 120% of median income in Monroe County. Housing exceeding 120% may also
apply for a waiver if the specific project for development is being subsidized with or is leveraging
state or federal funding.
November 18, 2009 — BOCC approved Ordinance 036 -2009 allowing building permit fee waivers
for entities building low income housing leveraging state or federal funds, or affordable housing as
defined by state statutes.

Habitat is excited and honored to be in the process of building a New Single Family
Home in Key Largo. Our focus is now moving forward to our next project. A New
Single Family Affordable Housing on 24 Hibiscus Lane. These homes will be built on
land owned by Monroe County and Land Leased to Habitat.
Habitat respectfully requests that the permit fees for the New Single Family Affordable
Housing be waived in the form prescribed by the County, and that this request be placed
• the June 20" BOCC meeting in Key West.
