I(2M was requested to modify the current renovation construction documents for Key West Customs Terminal Security
Enhancements to create a single project, titled Phase 11 Security Enhancements, to align with available funding.'T'his new
phase will include a single story addition to the East of the current Customs Terminal, housing public restrooms, queuing
space, employee fitness room with shower and restroom facilities, and an enclosed whole building generator. Further
requirements include:
® Design to be in accordance with 2014 Florida Building Code;
• Obtain approval through Customs and Border Protection for this revised Scope of Work;
• Drawings and specifications to define this single phase of work for clear delineation of work for bidding,
permitting, and construction;
• Schedule milestones to include public bidding by March 31, 2015 and receipt of bids by May 29, 2015,
To determine compensation for this modified Scope of Work, the following analysis was conducted to determine the
true A/E cost based on the estimated cost of construction, with deductions applied where appropriate for reuse of
current design and engineering.
* Project modified Scope of Work Cost Estimate - $1,100,000.00
* State of Florida Fee Calculator A/E Estirnate - $85,046.00 (7,73% of Construction Cost)
Design and Engineering: $63,784.50 (75% of the $85,046,00)

Work requires redesign for 2014 Florida Building Code compliance, review and approval through
Customs and Border Protection, and updated drawings and specifications to align with the
specific Scope of Work.
Bidding: $4,252.30 (5% of the $85,046.00)
Assist County in preparing bid documents, including drawings, specifications, addendum, pre -bid
conference, bid review, and contractor recommendation
o Construction Administration: $17,009.20 (20%of the $85,046iOO)
10 months of construction, anticipates monthly project meetings and bi-monthly site visits wi
review and approvals of RFI's, submittals, and pay applications.
Savings Potential from Existing Completed Drawings and Specifications:
o Estimating a reuse of the existing design and engineering completed under the 2010 Florida Building
Code for the complete facility, the anticipated fee for this phase of work can be reduced by 30%. 1
Therefore, the A/E costs for the modified design, engineering, bidding, and construction of the Phase 11 Key West
Customs Terminal Security Enhancements is proposed at a fixed fee of $79,410.65 plus reimbursable expenses,
identified as follows per phase.
® Design and Engineering — $58,149.15 — a reduction of $5,635.35 based on reuse of existing drawings
• Bidding - $4,252.30

The terms of this amendment shall apply retroactively to February 12, 2012. All other terms of the February 12, 2012
Design Services Agreement not inconsistent herewith remain in full force and effect.
