AGENDA ITEM WORDING: Approval to negotiate a contract with WSP USA Inc., the highest
ranked respondent for Construction Engineering and Inspection Services (CEI) for the Pigeon Key
Ramp Rehabilitation Project. If successful negotiations cannot be reached, approval is requested to
negotiate a contract with the next highest ranked respondent until successful negotiations are
reached.
ITEM BACKGROUND: The County advertised an RFQ for Construction Engineering and
Inspection Services (CEI) for the Pigeon Key Ramp Rehabilitation Project on April 19, 2018 and
received 5 responses on May 23, 2018. The selection committee met in an advertised meeting on
June 11, 2018 to rank the responses. WSP USA, Inc., was the highest ranked respondent. The
ranking score sheet is attached. FDOT provided approval to negotiate with WSP USA, Inc. as the
highest ranked respondent for CEI services on June 12, 2018.
The Pigeon Key Ramp Rehabilitation construction project plans and specifications are complete and
awaiting FDOT Notice to Proceed for construction bids. The Pigeon Key Ramp project will be
advertised for construction bids in early summer 2018 with project completion estimated to be July
2019. The ramp replacement construction plans maintain the overall appearance and basic design of
the original.
The Pigeon Key Ramp (FDOT bridge 4 904480) was built in 1938 and is a contributing resource to
the National Register of Historic Places (NRHP) listed Pigeon Key Historic District. The ramp
connects the Old Seven Mile Bridge to Pigeon Key, providing the primary access to and from the
island. Due to deterioration of the ramp, it has been closed and out of service for both vehicles and
pedestrians. In the ramp's present condition, more than 70 percent of the timber components are not
suitable for reuse or rehabilitation, and the remaining 30 percent are in decaying condition and
require replacement. Currently, access to the island has been maintained by the Pigeon Key Ferry
service.
The Federal Highway Administration (FHWA) funding of the design portion of the project required
that the ramp be capable of supporting a minimum vehicular live load equivalent to an SU2 (17 -ton)
vehicle per American Association of State and Highway Transportation Officials (AASHTO)
standards.
Re- establishing the historic travel corridor that connected Pigeon Key to the Old Seven Mile Bridge
fulfills NRHP requirements such as: remedying the safety risks and aesthetic impacts due to the
existing deteriorated condition of the ramp; providing improved and public accessibility; and
providing for access by emergency services to protect visitors and Pigeon Key Foundation staff.
On February 17, 2017, the Monroe County Planning Department provided Historic Preservation
Resolution HP5 -17, approving a special certificate of appropriateness to rehabilitate and
substantially replace the Pigeon Key Ramp based on recommended Alternative 1 below.
On March 13, 2017, the Florida Director and State Historic Preservation Officer provided a no
adverse effect concurrence for the rehabilitation of the Pigeon Key Ramp based on recommended
Alternative 1 below.
In December of 2015, Metric Engineering provided a Bridge Evaluation Report with 3 Alternatives:
Alternative l : Rehabilitate Span 1 & Replace Spans 2 through 23 with Timber Construction to
Closely Resemble Original Aesthetics and Geometry. (2015 Estimate $1,648,214).
Alternative 2 : Rehabilitate Span 1 & Replace Spans 2 through 23 with a (2) -120ft long,
Prefabricated Steel Truss Spans. (2015 Estimate $2,078,622).
Alternative 3 : Rehabilitate Span 1 & Replace Spans 2 through 23 with Mechanically Stabilized
Earth (MSE) Walls. (2015 Estimate $1,450,565).
In March of 2014, the BOCC entered into an agreement with the FDOT for repairs to the Old Seven
Mile Bridge 2.2 mile segment that connects Knights Key to Pigeon Key. These repairs are in
progress.
PREVIOUS RELEVANT BOCC ACTION:
January 17, 2018 — the BOCC approved a LAP agreement with the FDOT in the amount of
$2,075,000.00 to include construction and construction engineering and inspection services for the
Pigeon Key Ramp Rehabilitation Project.
July 20, 2016 — the BOCC approved Amendment 1 for a lead survey to the contract with Metric
Engineering, Inc. for Engineering Design and Permitting Services for the Pigeon Key Ramp
Rehabilitation Project and the transfer of funds between tasks resulting in no increase to the contract.
April 15, 2015 — the BOCC approved a contract with Metric Engineering, Inc. for Engineering
Design and Permitting Services for the Pigeon Key Ramp Rehabilitation Project in the amount of
$205,959.71.
April 15, 2015 — the BOCC approved a Supplemental LAP agreement with FDOT in the amount of
$86,447.71 to increase the grant funds allocated to the project due to enhanced design requirements
by FHWA /FDOT.
February 18, 2015 — the BOCC approved negotiations for a contract with Metric Engineering, Inc.
for Engineering Design and Permitting Services for the Pigeon Key Ramp Rehabilitation Project.
October 17, 2014 — the BOCC approved a Local Agency Program (LAP) agreement with the Florida
Department of Transportation (FDOT) for grant funds in the amount of $100,000 for engineering
design and permitting services for the ramp from Old Seven Mile Bridge to Pigeon Key Island.
