AGENDA ITEM WORDING: Approval to submit five (5) applications under the Hazard
Mitigation Grant Program ( "HMGP "), following Hurricane Irma, to seek up to 75% of the funding to
protect critical County facilities from damage faced from natural hazards. Authorization sought for
the County Administrator's signature to submit the applications to the Florida Division of
Emergency Management ( "FDEM ") prior to August 6th, 2018.
ITEM BACKGROUND: The Federal Emergency Management Agency ( "FEMA ") provides
HMGP funding, through a state's emergency management agency (here "FDEM "), following a
major disaster declaration. In Florida, all proposed HMGP applications must be submitted, and
ranked, through the County Local Mitigation Strategy ( "LMS ") Working Group. Following
Hurricane Irma, Project Management developed a list of 10 potential projects to submit for funding.
With the LMS Working Group's ranking process complete, Project Management has chosen to limit
its selections to five projects. Each project is submitted, and must stand alone, through the review
process. Please see the attachment for a discussion of the projects, their total estimated cost, and the
anticipated local match, if funded. At present, only the authorization to apply for these grants is
requested.
If a given application is approved and funded through the HMGP, a separate subgrant agreement
must be executed between the County and FDEM which will identify the total amount of federal
funds anticipated and the local match. BOCC approval will be sought and required prior to the
acceptance of any HMGP award resulting from an application. At present, only one of the five
applications has been prioritized federal funding, but to be considered for any supplemental HMGP
funds, all applications must be submitted before the August 6 deadline.
A discussion of the proposed source of the required Non - Federal /Location match is provided in the
attachment accompanying this item.
Once the grants are awarded, they will be administered by Project Management.
