Hurricane Irma; providing for an effective date.
ITEM BACKGROUND: This item approves the expenditure of the State Stewardship FY17 /18
funds for marine debris removal in unincorporated Monroe County of $3.99 Million, and the
FY18 /19 funds of $1.5 Million, totaling $5,490,000. The funds will be applied towards Monroe
County's local cost share maximum of $7,930,383, which is 25% of the County's $31,721,532.00
share of the $49.2 Million USDA NRCS grant agreement 4NR184209XXXXCO27 for marine debris
removal and monitoring services. The NRCS grant reimburses the County 75% of marine debris
clearing costs and 100% of the monitoring costs up to 7.5% of actual construction costs.
Background In 2016 the State of Florida enacted into law the Florida Keys Stewardship Act,
recognizing the importance of environmental issues such as water quality and land acquisition in the
Florida Keys as critical needs.
The Florida Keys Stewardship Act expands the types of water quality projects eligible for Mayfield
funding to include, such as canal restoration and storm water management. As part of the Florida
Keys Stewardship Act, the Florida Keys received a direct appropriation for $5M for FY 2016 -2017
to be used to address the issues recognized and identified as environmental priorities for the Florida
Keys: water quality projects and land acquisition, and further directs the appropriation to be
distributed in accordance with the existing Interlocal Agreement. The amount allocated and
appropriated in FY 2017 -18 was $13.3 million, of which Monroe County will receive $3.99 million
pursuant to the terms of the Interlocal Agreement between the County and other participating local
entities. The amount allocated and appropriated in FY 2018 -2019 was $5 million, of which Monroe
County will receive $1.5 Million.
The grant agreement with FDEM will be presented separately for approval.

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA APPROVING THE ALLOCATION OF MONROE
COUNTY'S PORTION OF THE FLORIDA KEYS STEWARDSHIP FUNDS FOR
FISCAL YEAR 2017 -2018 AND 2018 -2019 TO BE APPLIED TO THE COUNTY'S
LOCAL SHARE FOR THE UNITED STATES DEPARTMENT OF AGRICULTURE
NATURAL RESOURCES CONSERVATION SERVICE GRANT NR184209XXXXCO27
FOR MARINE DEBRIS CLEARING IN UNINCORPORATED MONROE COUNTY AS
A RESULT OF HURRICANE IRMA; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, in 2008 the State Legislature approved a modification to Section 215.619,
Florida Statutes, authorizing the issuance of $200M in Everglades restoration bonds (the
"Mayfield authorization" or "Mayfield grant funds ") to fund the implementation of state -
mandated wastewater projects for the purpose of implementing the Florida Keys Area of Critical
State Concern protection program; and
WHEREAS, in 2012, the State appropriated the first $50M allocation of the $200M
Mayfield authorization, and in 2014 appropriated the second $50M allocation of the Mayfield
authorization; and
WHEREAS, Mayfield authorization funds were distributed in accordance with the
existing Interlocal Agreement dated February 20, 2013, and amended September 20, 2013,
entered into by Monroe County, Key West, Marathon, Islamorada, Key Colony Beach, Layton
and the Key Largo Wastewater Treatment District; and
WHEREAS, in 2016 the State of Florida enacted into law the Florida Keys Stewardship
Act, recognizing the importance of environmental issues such as water quality and land
acquisition in the Florida Keys as critical needs; and
WHEREAS, the Florida Keys Stewardship Act expands the types of water quality
projects eligible for Mayfield funding to include, such as canal restoration and storm water
management; and
WHEREAS, as part of the Florida Keys Stewardship Act, the Florida Keys received a
direct appropriation of $13.3 million for fiscal year 2017 -2018 and $5 Million for fiscal year
2018 -2019, which included $3,990,000 and $1,500,000 in each year respectively for Monroe
County, totaling $5,490,000 in appropriations for unincorporated Monroe County for the two
years; and
WHEREAS, as part of the Florida Keys Stewardship Act, the Florida Keys
appropriations are to be used to address the issues recognized and identified as environmental
priorities for the Florida Keys: water quality projects and land acquisition, and further directs the
appropriation to be distributed in accordance with the existing Interlocal Agreement; and
WHEREAS, on September 10, 2017 Hurricane Irma made landfall on Cudjoe Key in the
lower Florida Keys with top sustained winds at 130 mph, and the Monroe County Board of
County Commissioners recognizes the environmental catastrophe caused by Irma to the Florida
Keys canals and surrounding Florida Keys National Marine Sanctuary waters; and

WHEREAS, the County applied for a grant with the United States Department of
Agriculture (USDA) Natural Resources Conservation Service (NRCS) for marine debris clearing
and related services and has subsequently received a $49.2 Million Grant, number
NR184209XXXXCO27, for clearing 103 canals, of which 81 canals are in unincorporated
Monroe County, 4 canals are in Islamorada and 18 canals are in Marathon; and
WHEREAS, the estimated costs for work in the 81 canals approved by NRCS in
unincorporated Monroe County total $31,721,532, of which the 25% local cost share for Monroe
County is $7,930,383; and
WHEREAS, the Florida Department of Environmental Protection (FDEP) has agreed to
allow the $5,490,000 in Stewardship funds for unincorporated Monroe County to be applied
towards the County's local cost share for marine debris clearing as a result of Hurricane Irma;
and
WHEREAS, the $5,490,000 of Stewardship funds will be applied towards Monroe
County's 25% local cost share $7,930,383 under the USDA NRCS Grant NR184209XXXX027
for marine debris clearing and related services.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA that:
1. The Board of County Commissioners of Monroe County, Florida hereby approves
the entire allocation of unincorporated Monroe County's portion of the Florida Keys Stewardship
FY 2017 -2018 appropriation in the amount of $3.99 million and FY2018 -2019 appropriation of
$1.5 million, for a combined total of $5.49 million, towards the local cost share under USDA
NRCS Grant NR184209XXXXCO27 for marine debris clearing in unincorporated Monroe
County.
2. This resolution shall take effect upon adoption.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe
County, Florida, at a regular meeting of said Board held on the 18th day of July, 2018.
