AGENDA ITEM WORDING: Discussion and direction to on whether to build housing on the
County owned property located at 5501 College Road, Stock Island (MCSO Headquarters and Jail)
for Sheriffs deputies and other first responders.
ITEM BACKGROUND: Last year, Sheriff Ramsay unveiled a conceptual plan to build housing
for his employees, and possible other first responders, on the County owned property where the
Sheriffs Headquarters and County Detention Center are located. His staff recently requested that
County staff initiate the process with the City of Key West to seek the necessary zoning changes for
the County's property located at 5501 College Road (site of the Sheriffs Headquarters and the
County Jail) to permit the construction of employee housing for Sheriffs deputies and other first
responders. Since the BOCC has the ultimate authority over the use of its property and because the
efforts to seek such a zoning change would require the use of more than a de minimus amount of
staff time, BOCC approval is being sought before that effort is undertaken.
The Sheriffs Office has historically had difficulty in hiring employees due to the high cost of
housing. The MCSO spends time and resources training employees to become certified in their
respective fields (i.e., law enforcement officers and /or detention deputies) only to see many of those
employees leave for jobs with other jurisdictions out of the County due to the high cost of housing.
Hurricane Irma has only exacerbated this problem.
The Sheriffs plan would involve the construction of approximately 30 units of housing on the
County Jail property at no cost to the County taxpayers. His staff has indicated that the proposed
studio and one bedroom units would be reserved for corrections and law enforcement deputies. If all
units are not occupied by MCSO personnel, other first responders such as Monroe County Fire
Rescue personnel would be eligible to live there.
Since space is limited on the parcel, the Sheriffs plan could only move forward with the removal of
Keys Overnight Temporary Shelter (KOTS) from this property.
