AGENDA ITEM WORDING: Approval of Amendment One to Task Order with Adjusters
International, Inc. for consulting services relating to Hurricane Irma revising the Task Order to
include an estimated cost proposal in the amount of $1,259,178.25
ITEM BACKGROUND: The County issued a Request for Proposals for FEMA Public Assistance
Consulting Services on September 29, 2017. The County received 11 proposals at the bid opening
on October 31, 2017. The selection committee meeting was held on November 6, 2017 and
Adjusters International, Inc. (AI) was the highest ranked respondent and was recommended award of
the proposal. The Scope of Services and pricing are set forth in Attachment A to the Agreement
dated November 29, 2017.
Al is tasked to perform consulting services relating to Hurricane Irma, including FEMA Public
Assistance (PA) Disaster Recovery activities, STEP program management services, Hazard
Mitigation Grant Program (HMGP) consulting services and overall assistance and coordination with
FEMA and Florida Division of Emergency Management.
The Task Order approved by the BOCC on November 29, 2017 is being amended to include an
estimated cost proposal for AI's consulting services in the amount of $1,259,178.25. The County has
elected to participate in the FEMA PA Pilot Program policy entitled Public Assistance Alternative
Procedure for Direct Administrative Costs (DAC), which allows for a total of 5% of the total eligible
project costs based on the Project Worksheets (PWs) to be used for DAC. Most of the services
provided by Al are project specific and eligible as DAC and therefore will be submitted to FEMA
for reimbursement.

award proposal and enter into an agreement with Adjusters International, Inc. (AI) for FEMA Public
Assistance (PA) Program Consulting Services and approval of task order to perform consulting
services for the County relating to hurricane disaster recovery. On May 16, 2018, the BOCC
approved an amendment to the Agreement with Al to amend attachment A to expressly add federal
and state grant administration and management activities and a grant manager position.
