Resolution 178-2018 4 a :. 1 41 2� 3 • 4 5 6 7 MONROE COUNTY, FLORIDA 8 RESOLUTION NO. 178 -2018 9 10 A RESOLUTION OF THE MONROE COUNTY BOARD OF COUNTY 11 COMMISSIONERS APPROVING THE RESERVATION OF ONE (1) 12 AFFORDABLE MODERATE INCOME CATEGORY ROGO ALLOCATION 13 FOR A PROPOSED AFFORDABLE HOUSING DWELLING UNIT ON BIG 14 COPPITT KEY FOR MONROE COUNTY ON PROPERTY DESCRIBED AS 15 TRACT "A," PORPOISE POINT SECTION 6, BIG COPPITT KEY, REAL 16 ESTATE NUMBER 00156610 - 000000 UNTIL JUNE 20, 2019. 17 18 19 WHEREAS, the State of Florida and all local governments in the Florida Keys (each subject to Area 20 of Critical State Concern mandates relating to housing affordability) recognize the need for affordable 21 housing throughout the state and particularly in the Florida Keys where developable land for housing is 22 extremely limited and expensive; and 23 24 WHEREAS, the challenge of providing affordable housing opportunities in the Florida Keys is one 25 requiring sensible and responsive use of residential unit allocations, including implementation of long -term 26 preservation mechanisms; and 27 28 WHEREAS, due consideration should be given to relevant factors, such as the capacity for 29 allocation recipients to promptly transform allocation awards /reservations into finished and occupied 30 affordable /workforce housing units; and 31 32 WHEREAS, the developers have legitimate needs for some assurance that allocations are in fact and 33 will remain available and/or justified for a reasonable time so that follow - through upon initial commitments 34 will in fact be justified; and 35 36 WHEREAS, the BOCC, on February 21, 2018, approved a site for a proposed code compliant small 37 dwelling unit ( "Tiny Home ") for affordable housing; and 38 39 WHEREAS, the BOCC, on May 16, 2018, approved Project Management to issue a Request for 40 Proposals for up to four such "Tiny Houses" on County -owned parcels that shall serve as prototypes for 41 redevelopment with eventual use as employee rental housing; and 42 43 WHEREAS, the reservation of an affordable housing allocation for the anticipated project does not 44 exempt the project from applicable requirements of the Monroe County Land Development Regulations, 45 Building Code(s) and other applicable regulatory requirements; and 46 47 WHEREAS, Monroe County shall obtain all required approvals from the Monroe County Planning 48 & Environmental Resources Department for the project; and 49 50 WHEREAS, Monroe County shall obtain permits for this affordable housing dwelling unit by June 51 20, 2019; if the permit(s) is /are not issued, the allocation will revert to the County; 1 • 1 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY 2 COMMISSIONERS OF MONROE COUNTY, FLORIDA: • 3 4 Section 1: The Monroe County Planning Department shall reserve one affordable ROGO 5 allocation, consisting of one (1) moderate income category allocation, for the Monroe County project on 6 Tract "A ", Porpoise Point Section 6, Big Coppitt Key until June 20, 2019. 7 8 Section 2: The developer must obtain the building permit for one affordable/employee housing 9 unit on or before June 20, 2019. 10 11 Section 3: The developer shall comply with all Monroe County requirements, all applicable 12 Building Code requirements, and any other regulatory requirements. 13 14 Section 4: The staff of the Planning & Environmental Resources and Building Departments are 15 hereby authorized to expeditiously process permit- related applications for the above - referenced project when 16 received. 17 18 PASSED AND ADOPTED by the Board of County Commissioners of Monroe County, Florida at a 19 regular meeting held on the 20th day of June, 2018. 20 21 Mayor David Rice Yes 22 Mayor Pro Tem Sylvia Murphy Yes 23 Commissioner Danny Kolhage Ye 24 Commissioner George Neugent Y es 25 y � ,� , Commissioner Heather Carruthers Yes 26 l� , 27 BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, 28 FLORIDA 29 / 30 BY /f = 31 L :.
