Kolhage, District 1 George Neugent, District 2 Heather Carruthers, District 3 County Commission Meeting August 15, 2018 Agenda Item Number: D.7 Agenda Item Summary #4519 BULK ITEM: Yes DEPARTMENT: Local Disaster Recovery TIME APPROXIMATE: STAFF CONTACT: Helene Wetherington NA AGENDA ITEM WORDING: Approval to apply for funding from the US Department of Commerce, Economic Development Administration to support the development of a comprehensive Post Disaster Redevelopment Strategy with an in -kind match and approval for the Mayor or County Administrator to sign all necessary documentation. ITEM BACKGROUND: The Monroe County Mayor declared a State of Local Emergency on September 5, 2017. Hurricane Irma, a Category 4 hurricane, made landfall in the Florida Keys on September 10, 2017, causing substantial damage and loss of property. We are seeking $80,000 to solicit consulting support to develop a comprehensive countywide Post Disaster Redevelopment Strategy. The purpose of the strategy is to unify the numerous ongoing efforts throughout the County, including city, non - profit, and for profit initiatives, in order to maximize available dollars from public, private, and philanthropic sources. The strategy will also develop stakeholder buy -in for a unified redevelopment vision. The unified vision will avoid a reactive, single project focus with the goal of rebuilding a stronger, more resilient community. The Post Disaster Redevelopment Strategy will also justify additional federal, state, non - profit, and philanthropic funding support to meet the needs of the disaster survivors. The Escambia County plan is attached as an example.
