AGENDA ITEM WORDING: Approval to apply for funding from the US Department of
Commerce, Economic Development Administration to support the expansion of publicly available
resilient internet service through wireless access points on public buildings and authorization for the
Mayor or County Administrator to sign all necessary documentation relating to the grant application
and award, including the authorization for the Mayor to sign letter requesting support to partially
fund this project.
ITEM BACKGROUND: The Monroe County Mayor declared a State of Local Emergency on
September 5, 2017. Hurricane Irma, a Category 4 hurricane, made landfall in the Florida Keys on
September 10, 2017, causing substantial damage and loss of property.
After Hurricane Irma the business community was without internet service, rendering their ability to
operate utilizing credit or debit cards impossible. The banking community was also unable to utilize
the internet. This posed a crisis, as survivors ran out of cash and purchase of food and other supplies
was hindered.
The County is working toward building a system the business community can access so this will not
occur again in the future. These access points (and the networking services and connections
supporting them) would provide service to the business sector along the commercial corridor.
We are seeking $480,000 to expand resilient wireless internet service primarily to the commercial
corridor and geographically nearby areas. The $480,000 will support the following 3 projects:
Purchase, configure and mount external access points (MR70, MR74, MR84 or similar) on
County buildings in dense commercial districts
Identify, select and implement point to point connectivity in commercial districts (through fiber,
microwave transmission or other) in order to extend availability of redundant microwave and
satellite bandwidth
Purchase, configure and deploy internal equipment necessary to support increased traffic and
security considerations
This will allow continued external communications for uses such as electronic equipment for credit
card charge verification machines.
