I Task Order 2017 -02A EXHIBIT A SCOPE OF SERVICES FOR MONROE COUNTY KEY WEST INTERNATIONAL AIRPORT (EYW) ENGINEERING DESIGN AND BIDDING SERVICES FOR THE CUSTOMS AND BORDER PROTECTION FACILITY — PHASE III TO FINAL SUPPLEMENTAL SERVICES FOR ROOF REPLACEMENT, HVAC IMPROVEMENTS AND STRUCTURAL FOUNDATION EVALUATION I. PROJECT UNDERSTANDING The McFarland Johnson (MJ) Team is currently working on the architectural and engineering design for the Annex Building / Customs and Border Protection Facility improvements at Key West International Airport. These improvements include implementation of a new internal layout of the building to accommodate an expansion and improved functionality of the current CBP facilities. During the design team's initial evaluation of the existing building, CBP and Airport staff noted that the existing Annex Building has ongoing issues with roof leaks, and that the existing HVAC roof top units were assumed to be one of the sources for the Teaks. Additionally, during the team's initial evaluation of the existing building, Airport staff noted that the existing Annex Building foundation columns were cracking and spalling. As a result of the above conditions, the MJ Team has been asked to provide a supplemental proposal to address re- roofing of the existing building, and the replacement of the existing roof top HVAC units with a new air - cooled chiller plant serving Variable Air Volume (VAV) air handler units, as well as provide a supplemental proposal to evaluate the existing building columns and provide a recommendation for repair. The work in this supplemental re- roofing and HVAC design will consist of Architectural and Engineering Design Services for preparation of construction documents, plans, and specifications, for the re- roofing of the Annex Building and replacement of the existing HVAC system with a new system. The work in this supplemental foundation evaluation will consist of Material Testing and Structural Engineering Design Services to determine the cause of the distresses (as shown in photos below) and provide repair details. DESIGN PHASE - ROOF REPLACEMENT AND HVAC A. Existing Conditions Evaluation - Perform preliminary field investigation of the existing Annex building roof system, HVAC system, and associated structural support and utility connections. Review of as-built information (drawings, calcs, etc.). B. Roof Design - It is anticipated that the existing roof will be removed, including insulation down the structural deck, and new insulation and roofing will be installed prior to the completion of any improvements to the internal layout of the building. Coordination with HVAC rooftop unit removal and infill of existing openings will be provided. Roofing Design to consist of the following documents: 1. Roof Demolition / Existing Conditions Plan 2. New Roof Plan with layout of tapered insulation slopes, drains, and roof top equipment located. 3. Roofing details for typical roof section, roof drains, wall flashing, parapet flashing, etc. 4. Specifications for roof system, insulation, and roof accessories. 5. Florida Product / Miami Dade Product Approval NOA identification for rated roof system approved for the project wind zone. C. HVAC Design —The new HVAC system shall include an air-cooled chiller, modular VAV air handlers and VAV terminals utilized for zone control. The air-cooled chiller shall be mounted on a platform providing service access with elevation of Key West International Airport CBP Phase III to Final—Scope of Services Supplemental Roof, HVAC and Foundation Services Page 2 of 5 Task Order 2017 -02A approximately 10' -0" above finished grade. The chiller shall include integral chilled water pumps, expansion tank. Air handling units shall be mounted in mechanical space and abandoned generator room at 2 level /mezzanine. Preliminary design assumptions: four (4) air handlers sized at 6000 cfm each with variable speed drives. Variable volume terminal units shall be located in ceiling plenum. Due to low clearance above ceiling (approximately 20" from ceiling to structure) the VAV terminals will be low profile type. It is proposed that a return air plenum be used similar to the existing conditions. IT cabling /wire located in this area will be "plenum rated ". Electric heating coils shall be provided in VAV terminals to meet the heating loads. Energy recovery shall be considered for pretreatment of the outside air and reducing the HVAC building Toad. It is anticipated that the total cooling system load for the Annex Building will be approximately 60 tons. Dedicated mini -split systems shall be provided for LAN and IDF rooms. Exhaust shall be provided for restrooms, janitor closet and locker area. HVAC Design to consist of the following documents: 1. HVAC System Demolition / Existing Conditions Plan 2. HVAC System Construction Phasing Plans 3. New HVAC System layout Plans 4. HVAC system Details 5. Electrical power distribution plans for new system, including circuiting, raceway, and disconnecting means. 6. Specifications for new HVAC system. An alternative HVAC Design will be considered, which includes a Variable Refrigerant Flow System (VRF) utilizing several indoor DX air handling units served , by a common outdoor condensing unit with manifolded refrigerant piping. The advantages of this system are that construction phasing of the interior renovation could easily be accomplished by providing new small capacity indoor air handlers mounted in the ceiling for each space. The smaller ductless units would readily fit within the limited ceiling clearance. These small air handlers called "cassette" units are designed for grid ceiling installation and have their own thermostat providing zone control. The VRF systems are very efficient with high EER ratings. Disadvantages are maintaining numerous above ceiling units and a dedicated 100% outdoor air unit would be required to provide ventilation air to all spaces. The VRF outdoor units typically come in sizes up to 20 tons; three (3) — 20 -ton systems would be required to serve the entire facility. III. DESIGN PHASE — FOUNDATION EVALUATION A. Existing Conditions Evaluation — Preliminary site visit to select core locations and verify access of the locations for coring equipment. Concrete Coring — A sample size of seven (7) columns will be cored (3" diameter). Six cores will be extracted from distressed concrete and one core will be extracted from concrete showing no distress. Selected core locations will be scanned with ground penetrating / radar to minimize the chance of cutting of any reinforcing steel within the concrete structure. Core holes will be patched with a high strength repair mortar, BASF 10 -61, or approved equal. C. Material Testing: 1. The same day as the cores are extracted from the columns, they will be subjected to a Phenolphthalein indicator solution on the fresh cut surface of the cores to check for the degree of carbonation that has occurred in the concrete. 2. Two of the core samples from distressed locations, along with the one core from a non - distressed location, will be subjected to petrographic analysis. The Petrographic Analysis will be completed in substantial compliance with ASTM C856 -04, "Standard Practice for Petrographic Examination of Hardened Concrete ". As part of petrographic analysis, a portion of one core sample will be tested in accordance with ASTM C642, Standard Test Method for Density, Absorption, and Voids in Hardened Concrete. 3. One -inch thick wafers will be cut from the outer face of each core sample and the wafers will be tested for chloride content and pH. Chloride Testing will be performed on each sample in accordance with rapid German Instruments Method. D. Evaluation Report — Upon completion of the material testing, a report will be prepared outlining the procedures utilized, the results of the referenced testing, and recommendations for repairs to the foundation columns. Recommendations will include construction specifications and details for the repairs. IV. ASSUMPTIONS A. The client will provide copies of as- builts or other similar drawings that are available of all subject project buildings and related areas. B. The existing HVAC piping stubbed out from the Terminal Building will not be used for the Annex Building. The Annex Building will have its own independent HVAC system. C. Construction Document Submittals shall be made at roof and HVAC design 30 %, 60 %, 90 %, and 100% milestones for review and discussion with the client and other Key West International Airport CBP Phase III to Final — Scope of Services Supplemental Roof, HVAC and Foundation Services Page 4 of 5 Task Order 2017 -02A stake - holders as appropriate. Review comments will be addressed in writing and will be satisfactorily resolved prior to proceeding with the next stage. Construction documents will be coordinated and phased with the on -going design and development of construction plans for the internal improvements to the facility. D. No bidding or construction phase services are associated with this supplemental. It is assumed that the re- roofing and HVAC replacement will be done as part of the Annex Building / CBP Facility improvement project. E. Evaluation is limited to the existing condition of the Annex Building foundation columns (21 total). F. No bidding or construction phase services of the required foundation repairs are associated with this supplemental. It is assumed that the repairs will be performed by the Airport under a separate contract. V. SCHEDULE The services provide within this scope of work will be incorporated into and completed within the schedule provided for the original project design and bidding services. VI. COMPENSATION The attached detailed fee breakdown presents the schedule of fees and direct expenses for a total lump sum fee in the amount of $79,169.00 for the services described herein.
