AGENDA ITEM WORDING: A Public Hearing to consider Approval of Resolution adopting the
final Residential Solid Waste Collection, Disposal and Recycling non ad valorem special assessment
rates for fiscal year 2018/2019
ITEM BACKGROUND: The annual residential non ad valorem special assessment for fiscal year
2018/2019 is set at $394.00 per residence ($190.00 for Collection of Residential Solid Waste;
$153.00 for Disposal of Residential Solid Waste; and $51.00 for Recycling of Residential Solid
Waste). It is an increase for last year's rate of $386.00 for fiscal year 2017/2018.
PREVIOUS RELEVANT BOCC ACTION: The BOCC approved Resolution 120 -2017 adopting
the tentative non ad valorem special assessment rates for fiscal year 2017/2018 at its May 10 2017
budget meeting.
Resolution 229 -2017 adopting the Final Residential Solid Waste Special Assessment for FY 2017-
2018 at its September 27, 2017 meeting.
Resolution 134 -2018 adopting the tentative Residential Solid Waste Special Assessment for FY
2018 -2019 at its May 16, 2018 meeting.

NOTICE OF HEARING TO REIMPOSE AND PROVIDE FOR
COLLECTION OF SOLID WASTE SERVICE SPECIAL ASSESSMENTS
Notice is hereby given that the County Commission, Monroe County, Florida will conduct a public hearing to
consider reimposing solid waste service assessments for the Fiscal Year beginning October 1, 2018, against certain
improved residential properties located within Monroe County and the City of Marathon, Layton and Key Colony
Beach to fund the cost of solid waste collection services, facilities and programs provided to such properties and to
authorize collection of such assessments on the tax bill.
The public hearing will be held at 5:05 p.m. on September 4, 2018, at the Murray E. Nelson Government Center,
102050 Overseas Highway, Key Largo, FL 33037 for the purpose of receiving public comment on the proposed
assessments. All affected property owners have a right to appear at the hearing and to file written objections with the
County Commission within 20 calendar days of the date of this notice. Pursuant to section 286.0105, Florida Statutes,
notice is given that if a person decides to appeal any decision made by the County Commission with respect to any
matter considered at the hearing, such person will need a record of the proceedings and may need to ensure that a
verbatim record is made, including the testimony and evidence upon which the appeal is to be made. In accordance
with the Americans with Disabilities Act, persons needing a special accoiurnodation or an interpreter to participate in
this proceeding should contact the County Administrator at (305) 292 -4441, at least 48 hours prior to the date of the
hearing. If hearing impaired, contact the Florida Relay Service Number, 711 (TDD) for assistance.
The total annual solid waste assessment revenue to be collected within Monroe County and the City of
Marathon, Layton and Key Colony Beach for the upcoming fiscal year is estimated to be $12,440,000. The rate of
assessment for the upcoming fiscal year shall be $394.00 per residential dwelling unit. The maximum rate of
assessment that can be imposed in the fiscal year coimuencing October 1, 2018 and future fiscal years shall be $396.00
per residential dwelling unit. Copies of the legal documentation for the assessment program are available for
inspection at the County Administrator's office, located at the Gato Building, 2n Floor, 1100 Simonton Street, Key
West, Florida.

The assessments will be collected on the ad valorem tax bill to be mailed in November 2018, as authorized by
section 197.3632, Florida Statutes. Failure to pay the assessments will cause a tax certificate to be issued against the
property which may result in a loss of title.
