MONROE COUNTY BOARD OF COUNTY COMMISSIONERS
Any person who wishes to be heard shall provide the Clerk with his or her name and residence
and the agenda item on which he or she wishes to be heard. Such information shall be on a card
provided by the County. Once public input begins, there will be no further speaker cards allowed
to be submitted to the Clerk for that subject. An individual has three minutes and a person
representing an organization has five minutes to address the Board (except that individuals
wishing to speak during public hearings pertaining to land use issues will have five minutes).
The first person representing the organization will be allowed the five minutes. Subsequently, all
other speakers on behalf of that organization have three minutes to address the Board. Once an
individual has addressed the Board, he or she will not be permitted to return to the podium for
follow -up comments, unless the issue involved is quasi judicial in nature. In that case, the
applicant may return to the podium to conclude his or her position at the end of the public
hearing.

The five Tourist Development Council District Advisory Committees, Chambers of Commerce and
the Florida Keys 86 Key West Lodging Association provided data on economic impact of mini -
lobster season, as follows:
County's economy in general and mini - lobster season specifically provides an economic
boost at a time when the Keys are at one of the slowest points of the year. A study
conducted by NOAA in 2001 on the economic impact of recreational lobster fishery on
Monroe County, concluded the economic impact of mini - season was $6.955 million in
output/ sales to Monroe County, and the impact of the regular season was $19.492
million; for a total of $26.447 million. Tourists accounted for 95% of the total
output /sales, with the remainder contributed by participating residents. Factoring in
inflation alone (utilizing the Bureau of Labor Statistics inflation calculator), the
value in 2014 dollars of mini - lobster season would be over $9 million and the
regular season nearly $26 million; for a total of $35 million at the same
participation level...

In conclusion, given the high economic impact of recreational lobster fishery in
Monroe County, we feel it's prudent at this time to keep existing policy intact for
