Any person who wishes to be heard shall provide the Clerk with his or her name and residence •
and the agenda item on which he or she wishes to be heard. Such information shall be on a card
.provided by County. Once public input begins, there will be no further . speaker cards allowed . .
to be submitted to the Clerk for that : subject. An individual has three minutes and a person
representing an organization has five minutes to address the Board (except that individuals
wishing to speak during public :hearings pertaining to land use issues will have five minutes).
The first person representing the organization will be allowed the five minutes.. Subsequently,: all _
other speakers on behalf of t atorganization have three minutes to address the Board. Once an
individual: has addressed the :Board, he or she will not be permitted to return to the podium for

available immediately as needed, rather than limited to a certain amount each year. Yes, amend to extend
the ROGO allocation period to 20 years but include policy language regarding land acquisition funding
commitments and a specific statement on developing a partnership with the State on takings liability.

its State and Federal partners for assistance with implementing land acquisitions in Monroe County. The
County will allocate the 1970 dwelling units over a 20 year timeframe, unless by July 12, 2018, the County
has not received substantial financial support from its State and Federal partners. If substantial financial
support is not provided by July 12, 2018, the County will reevaluate the ROGO distribution allocation
schedule and consider through a Comprehensive Plan amendment re- distributing the annual distribution
of allocations. Further, the State and County need to agree on a position regarding the State pertaining to
inverse condemnation cases "
