EXISTING CONDITIONS Taxiway A is the parallel taxiway to Runway 9 -27 at Key West International Airport. It consists of a total of four (4) connector taxiways between Taxiway A and the Runway 9 -27 and thirteen (13) connectors between Taxiway A and the aircraft aprons. The Taxiway is exhibiting distresses and requires constant monitoring and maintenance to remain safe for aircraft operations. According to an FDOT Pavement Condition Index (PCI) evaluation in 2015, the PCI value for Taxiway is 66. A PCI value of 66 falls into the fair category. DESCRIPTION OF WORK This project is made of two improvement elements. 1. Rehabilitate Taxiway A will include addressing the existing pavement's condition utilizing milling and hot mix asphalt overlay. The project will also strengthen the pavement to accommodate the current aircraft fleet mix. 2. Included in the rehabilitation of Taxiway A will be the modifications to the existing taxiways geometries to comply with FAA Advisory Circular 150/5300 -13A. 3. The existing taxiway edge lights will be replaced with LED fixtures and new taxiway circuitry will be replaced, including the homerun back to the airfield lighting vault. Additional taxiway edge lights will be installed to accommodate taxiway geometry modifications. General Scoae One construction package will be developed for this project. For this construction package, Jacobs will provide the following services: 1. Management of the project from data collection, bid opening and award of the construction contract. 2. Coordination with the geotechnical subconsultant and survey subconsultant. 3. Coordination with JAA, FAA /FDOT as required. 4. Preparation of minutes of meetings and phone conversations. 5. Program verification and site investigations. Page 1 of I 1 6. Preparation of the constructions documents and incorporation of Monroe County's front - end contract documents. 7. Preparation of the engineering report, construction cost estimate, and construction —® LO schedule. LO 8. Bidding and award assistance. r Assumptions/Design Parameters 1. This project is eligible for AIP funding. 2. Acquisition of topographic survey will be performed in accordance with the accuracies as outlined in FAA AC 150/5300 -18B. 3. Jacobs will develop plans, an outline of specifications, an engineering report, and a construction cost estimate at the 30% design level for review. Jacobs will develop the CSPP and 7460 to be submitted to the Airport and FAA for review at the 30% design level. 4. Jacobs will develop plans, technical specifications, an engineering report, and a construction cost estimate at the 90% design level for review. 5. It is assumed the existing airfield lighting vault has available capacity to support the additional taxiway edge lighting and illuminated guidance signs due to taxiway geometry changes. This scope of work does not include any work associated with the airfield lighting vault. 6. Jacobs will produce a final contract set of plans, specifications, engineering report, construction schedule, and construction cost estimate for bidding purposes. 7. DEP and ACOE permits are not required based on the current scope of the project. 8. A pavement design report is required and will be based on the airport's current fleet mix. 9. The taxiway design criteria will be based on Taxiway Design Group 3. It is assumed that this project will not utilize paved shoulders. 10. The design will be in accordance with the most current FAA -AIP Advisory Circulars dated 2/20/2018. 11. It is assumed illuminated guidance signs will be relocated to accommodate new taxiway geometries. 12. This scope of work does not include construction administration, resident project representative nor quality assurance testing. This scope of work also does not include the development of a construction management plan. These services along with a construction management plan will be provided under a separate purchase order. 13. It is assumed that this project does not require the creation of an AGIS project. 14. Any cost estimates provided by Jacobs will be in a basis of experience and judgement. Since consultant has no control over market conditions or bidding procedures, Jacobs does not warrant that bids or ultimate construction costs will not vary from these cost estimates. 15. Request for Modification of Standards. As documented on the Airport Layout Plan (ALP) for the Airport, the separation distance between Runway 9 -27 and Taxiway A is 315 feet. Aircraft Design Group (ADG) III requirements specify a runway -to- taxiway centerline separation distance of 400 feet. In addition, the Runway Object Free Area (OFA) is 500 feet wide. FAA design criteria for ADG III require an OFA width of 800 feet. A modification to the runway -to- taxiway and ROFA width design standards to allow simultaneous operations of ADG III on Runway 9 -27 and Taxiway A was submitted to the FAA under a previous Page 2 of 11 project. The runway -to- taxiway centerline separation distance and ROFA width were individually evaluated relative to existing configuration and conformity. It is assumed that this project will not require the request for Modification of Standards. LO LO r r ARTICLE A — DATA COLLECTION AND PRELIMINARY DESIGN Data Collection: 1. Prepare for and attend project design kick off meeting. 2. Coordinate with subconsultants including but not limited to survey, geotechnical, and pavement evaluations as well as other Project Team members. 3. Perform a detailed topographic survey of Taxiway A as outlined in the attached survey scope of work by Avirom and Associates, Inc. 4. Jacobs to provide full time badged escort for the survey crew. It is assumed that the survey will take approximately 20 — 8 hour shifts to complete. 5. Perform a geotechnical investigation to assess the existing condition of Taxiway A pavement section along with assisting in determining methods to rehabilitate the runway pavement (hot mix asphalt). Geotechnical investigation will also be used to perform both pavement designs to rehabilitate /strengthen Taxiway A hot mix asphalt pavement along with constructing new pavement sections to accomplish taxiway geometry modifications. The geotechnical investigation will be performed as outlined in the attached scope of work by Tierra. 6. Review prior taxiway pavement testing and the geotechnical report as it's produced. 7. Perform a pavement inspection. Conduct a visual inspection of the existing runway pavement to identify and quantify major pavement distresses requiring repair. All distresses will be mapped with a GPS handheld data collector. A distress plan will be developed to indicate repair locations and quantities during design. 8. Jacobs to provide full time badged escort for the pavement inspection crew and NDT tests. It is assumed that the pavement inspection work will take approximately 5 - 8 hour shifts to complete. 9. Nondestructive tests (NDT) will be performed on the taxiway pavement at a project level frequency in accordance with the requirements of FAA Advisory Circular 150/5370 -11B. In addition, the resultant impulse stiffness moduli will be evaluated to locate areas where geotechnical testing would be required. The reduced NDT data will provide in -situ pavement and subgrade strength. All testing will be GPS located and the measured strengths correlated to the distress mapping identified in task 3 to identify locations for destructive testing (core and boring). Jacobs currently has allocated 14 core locations with 5 borings to be performed within the coring area. Currently, RDM would provide two test lanes within the length of each taxiway at roughly 100 feet spacing. A test lane will be provided at approximately 10 feet on either side of centerline. The testing would be staggered to provide a maximum Page 3 of l 1 spacing differential of 50 feet. In the short connector taxiways, the spacing may be taken at 50 feet to provide sufficient test area. Overall, the testing will result in approximately 140+ test locations throughout the full length of the project. LO LO 10. Jacobs to provide full time badged escort for the geotechnical field crew. It is assumed that the geotechnical field work will take approximately 5 - 8 hour shifts to complete. r 11. Research record drawings for underground utilities. (i.e. sewer, water, electric, gas, communication, etc.). 12. Perform an inventory and inspections of the existing taxiway edge light bases and guidance sign panel messages. The inspection will verify conditions of the cans, bolt circles and capability to accept a "riser" to adjust the taxiway edge lights to the proposed grades. 13. Perform site walk through survey to locate and note any special site conditions that would affect construction techniques or materials. Take photographs of the site and provide written documentation, sketches, notes, or reports to confirm and record the general conditions of the existing site. Field verify that all existing features in the field were picked up during the topographic survey. 14. Prepare for and Attend Pre -App meeting with SFWMD. 15. Perform QA /QC. Preliminary Design: Taxiway Geometry. The ATCT has expressed concerns with the proposed modifications to the geometries of the taxiways (B and E) that tie into the ends of Runway 9 and Runway 27. The ATCT currently uses the excess pavement widths to move aircraft out of the way to allow aircraft that are ready for departure to access the runway. It is their opinion that removing this excess pavement will decrease the efficiency of the taxiway system. It is also acknowledged by the FAA that EYW is challenged with available space to provide bypass taxiways. During the pre- design meeting it was agreed upon that this project will include developing up to three taxiway geometry alternatives for further evaluation and approval by the ATCT, Monroe County, and the FAA. The alternatives will include re- naming of the taxiways, estimated construction cost estimates, aircraft movement exhibits, and a memorandum comparing the pros and cons of each alternative. 2. Attend up to two meetings with ATCT, FAAA and EYW staff to review taxiway geometry alternatives. 3. Per FAA Advisory Circular] 50 /5300 -13A, Section 401, paragraph (7), "Operational Requirement. Changes in taxiway geometry in response to Air Traffic operational needs must be analyzed for possible effects on runway incursions. Coordinate with the Safety Risk Management (SRM) team when analyzing proposed taxiway geometry." Based on the taxiway geometry alternative analysis, a SRM panel will be assembled to perform a review of these alternatives. SRM Panel Jacobs will conduct the necessary tasks to establish and schedule an SRM panel, provide materials in support of the SRM panel review meeting, facilitate the SRM panel meeting, and prepare required documentation in support of the process. ESTABLISHMENT OF SRM PANEL MEMBERS The Consultant team in collaboration with Monroe County Department of Airports and the FAA will identify members of the SRM panel and will communicate the objectives of the SRM panel and schedule of the SRM panel meeting. It is important that all identified members (or representatives for the members) are available to attend the panel meeting. BACKGROUND MATERIAL DEVELOPMENT The Consultant will prepare background materials to support the SRM panel meeting including but not limited to: • Existing and proposed airfield layout • Existing and forecasted aviation activity and operations including existing and forecasted runway usage by aircraft type • Current ramp utilization and airline schedules • Forecasted taxiway and commercial ramp utilization and schedules • Development of floe diagrams highlighting the use of commercial ramp and taxiway Page 5ofII • Existing safet} data for EYW • Existing safety data for other airports in the United States kxith a similar operation condition /layout 1 LO • Ground movement analysis • The amount of time aircraft utilizes Taxiway A • Calculation of probability and likelihood of an incident • Preliminary mitigation measures • Other relevant data The Consultant team will provide meeting materials to include: graphics, spreadsheets, presentations etc. to communicate this information to the panel prior to the meeting and present the information at the SRM panel meeting. The Consultant will provide a draft of the information to the Monroe County Department of Airports for review prior to distribution to the panel. SRM PANEL MEETING The Consultant will present the information identified above at the SRM panel meeting. The Consultant will provide an independent SRM trained Facilitator to lead the SRM panel. The Facilitator will ensure that panel is conducted in accordance with FAA SMS guidelines outlined in FAA Order 5200.11 Change 3. Safety risks associated with the operation and taxiway improvement alternatives will be developed. The risks will be ranked according to the likelihood definitions and hazard severity levels outlined in the FAA Order 5200.11 Change 3 Appendix C. Based on the likelihood and hazard severity, a risk level of low, medium or high will be identified in accordance with the Risk Matrix included in Appendix C of the Order. As required by the risk matrix ranking, mitigation measures will be identified by the panel. The Facilitator will lead the discussion and promote participation by all panel members to build consensus among participants. Concurrence of the risks, risk levels and mitigation measures by the panel members will be obtained at the meeting and documented by the participant's signature. DOCUMENTATION The Consultant and Facilitator will document all proceedings and decisions by the SRM panel in accordance with FAA Orders 5300.11 Change 3 and 8000.369A. In accordance with FAA Orders 5200.11 Change 3 and 8000.369A, the Consultant will provide a draft final SRM and Safety Assessment Screening (SAS) report that includes: • Background information Documentation of meeting including SRM panel members, panel discussion and findings • Other documentation per the FAA Orders referenced above The draft report will be coordinated with the Monroe County Department of Airports and panel participants to ensure accuracy and concurrence. Once the draft is approved a final report will be provided and circulated to the panel participants for signature. Once the report is finalized, the Page 6 of 1 l Consultant will assist in submitting the report to FAA and facilitating approval. Final mitigation measures identified in the report and associated with the SRM approval will need to be incorporated into the Key West International Airport Safety Assurance Plan as part of a separate LO effort. The first meeting will serve as a project kickoff and will include team members to discuss Taxiway A improvement alternatives and background information with the Monroe County Department of Airports. It is anticipated that this meeting will be conducted on -line using GoToMeeting or similar software prior to the SRM panel meeting. The second meeting will be to attend and conduct the SRM panel. Services for Article A will be provided under a lump sum basis. ARTICLE B — DESIGN Based on the information collected under Article A, the 30 %, 90 %, and final contract documents for the construction package will be developed for all elements identified in this scope of work. 1. Develop technical specifications utilizing FAA's standard specifications for construction. (i.e. FAA Specifications: P -101, P -152, T -904, T -901, T -905, P -620, ,etc.). Submit an outline of technical specifications at 30 %. Submit complete technical specifications at 90% and Final. 2. Coordinate and incorporate Monroe County provided contract document /front -end specifications into the final contract bid documents. (i.e. Notice to Bidders, Invitation to Bidders, Instruction to Bidders, Bid Proposal, Contract, Contract Articles, General Specifications). 3. Develop a construction schedule for use in determining phasing and duration. 4. Prepare for and attend two (2) design review meetings (30% and 90 %) with the Airport to discuss project progress and review the design submittals. Page 7 of 11 5. Prepare for and attend two (2) meetings at the Airport to discuss construction phasing with Airport staff, ATCT and Tenants. LO 6. FAA mechanistic design method will be used to design the Taxiway A and connector LO taxiway(s) rehabilitation requirements. It is generally understood that potential areas of new pavement will also be required. The FAA's FAARFIELD program is proposed as the primary mechanistic design methods as described in FAA Advisory 150- 5320 -6F. A sensitivity analysis will also be performed to identify changes in pavement thickness with variations in aircraft weight and subgrade strength. The functional condition and distress repairs as defined above will also be included with the analysis to complete the taxiway pavement evaluation and design. Upon the completion of the pavement design, construction requirements for the rehabilitation options will be evaluated as a function of reliability; constructability; time for construction; operational need and disruptions; and other factors identified by the client and design team. 7. Prepare pavement design report. All analytical methods, results, and recommendations will be summarized in a detailed written draft and final report. The report will be integrated with the design elements to identify the primary rehabilitation design requirement for the runway. 8. Develop detailed construction quantities and cost estimate at the 30 %, 90 %, and at final contract document design levels. 9. Evaluate potential bid alternates and alternatives for the construction based on available funding sources. 11. Jacobs will perform drainage design and the necessary South Florida Water Management District Permitting. Drainage improvements will include connecting existing storm sewer systems to the newly installed injection wells that were installed under a previous project. 12. Airfield Electrical design will include the replacement of new taxiway edge lights, the installation of new edge lights with base cans, the relocation of guidance signs, and providing new guidance sign panels due to the re- naming of the taxiways. 13. Develop Engineer's report and confirm DBE goals. 14. Coordinate, distribute and print the following copies of the preliminary construction documents for the construction package (plans, specifications, design report, and construction cost estimate) for review by the Airport, FAA, and FDOT: Preliminary Submission (30 %, 90 %, Final Contract Documents for each construction p ackage ) FAA: 2 half size copies of plans and a CD containing the drawings, specifications, engineering report, and engineer's estimate for each submission. FDOT: 2 half size copies of plans; and a CD containing the drawings, specifications, engineering report, and engineer's estimate for the 90% submission only. Monroe County: 2 copies of plans (I full size; I half size); 2 copies of specifications; 2 copies of engineering report; and 2 copies of engineer's estimate for each submission 15. Conduct an in -house QA /QC prior to each submission. The in -house QA /QC check will involve an experienced independent individual, depending on each discipline, to conduct a comprehensive check on all documents to be submitted (e.g. plans, specifications, estimates, reports). Time will be required for engineers and CADD technicians /designers to correct items listed under the in -house QA /QC checks. Page 9 of I 1 16. Address comments from 30% and 90% design submissions. 17. Prepare and submit electronically FAA form 7460 -1 Notice of Proposed Construction or LO , Alteration. r LO r 18. Prepare and submit a Construction Safety Phasing Plan (CSPP). Services for Article B will be provided under a lump sum basis. Article C — Bid Phase Services Upon completion of the construction documents and at the request of the Airport, Jacobs will prepare the project documents for bidding. Jacobs will perform bidding support services the following terms will apply: A. The County appoints Jacobs as its Agent, and Jacobs accepts such appointment to perform bid /procurement services on the County's behalf in connection with the project. B. Such services shall be performed under the County's direction and in accordance to such forms, terms and conditions, or modifications or revisions to same as the County may in its sole discretion at any time instruct Jacobs to use. All services shall be carried out in accordance with the procedures mutually agreed upon by the County and Jacobs. C. Jacobs shall not have authority to accept or bind the County in any way to changes, modifications, revisions, alterations, amendments, or supplemental, additional, or different terms and conditions (hereinafter referred to as "deviations ") which may be submitted or requested by a vendor or contractor. Jacobs shall immediately submit any deviations from the County's standard terms and conditions to the County for review by the County's Purchasing Manager or their representative and such deviations shall not be accepted by Jacobs unless Jacobs receives express written approval thereof from the County's Project and /or Purchasing Manager or their representative. D. All documents issued by Jacobs hereunder shall be signed by Jacobs for the County if so directed. The ownership and title of all items purchased hereunder shall pass directly from the selling party to the County, and Jacobs shall at no time be a party to such transaction other than as agent of the County. The County shall have the unilateral right to have the commitment authority of Jacobs, its employee or this limited agency authorization in its entirety revoked and cancelled at any time, with or without cause. The County shall be obligated directly to the selling party for all payments for materials, equipment, supplies and services procured hereunder. Page 10 of I 1 E. The County shall hold Jacobs and its employees harmless from any claims, suits or liabilities arising out of any breach or other failure of performance by any contractor, vendor or supplier under any contract or purchase order issued by Jacobs hereunder. The following task will be performed as part of the bid phase services: • Coordinate with the County Purchasing Department and the Airport to advertise for bids. • Coordinate with the County to provide electronic copies of the bid documents to prospective bidders • Prepare for and attend a project pre -bid conference • Prepare responses to address requests for information from prospective bidders • Prepare and coordinate the issuing two (2) addenda with the County purchasing department. • Revise bid documents as necessary for the addendum • Review bids for responsiveness • Prepare a bid tabulation • Make a recommendation for award based on review of the bid information submitted. Services for Article C will be provided under a lump sum basis.
