ITEM BACKGROUND:
Monroe County Code Section 6-108(e) allows BOCC approval for waivers of building permit fees
for affordable housing which have a Development Order in effect. Florida Keys Community Land
Trust is requesting a building permit fee waiver to build one (1) affordable housing unit on Big Pine
Key. Fees are estimated at $7,500. This amount is only for the housing unit. The unit has a
construction value of approximately $232,000.
PREVIOUS RELEVANT BOCC ACTION:
August 15, 2018 - BOCC approved a waiver of approximately $29,500 in building permit fees for
four deed -restricted affordable housing units to serve the 80% of median income level to be built on
four lots on Avenue A, Avenue B, and Avenue H, at approximate mile marker 31, having real estate
numbers 00300890-000000, 00300740-000000, 00300840-000000, and 00306250-000000 by
Florida Keys Community Land Trust.
June 20, 2018 — BOCC approved a waiver of approximately $25,374 in building permit fees for four
deed -restricted affordable housing units to serve the 80% of median income level to be built on four
lots on Avenue D and Avenue E, at approximate mile marker 31, having real estate numbers
00303770-000000, 00304020-000000, 00304320-000000, and 00304290-000000 by Florida Keys
Community Land Trust.
February 10, 2010 — BOCC approved Ordinance 004-2010 allowing waivers for housing for
households up to 120% of median income in Monroe County. Housing exceeding 120% may also
apply for a waiver if the specific project for development is being subsidized with or is leveraging
state or federal funding.
November 18, 2009 — BOCC approved Ordinance 036-2009 allowing building permit fee waiver for
entities building low income housing leveraging state or federal funds, or affordable housing as
defined by state statutes.
