AGENDA ITEM WORDING: Confirmation of the County Administrator's appointment of
Richard Strickland to the position of Department Head, Airports.
ITEM BACKGROUND: Don DeGraw resigned from the Director of Airports position in July
2018. The position was advertised extensively. ADK Consulting & Executive Search was hired to
assist in the hiring process. An interview committee was established. Membership included: County
Administrator Roman Gastesi, Employee Services Director Bryan Cook, Airport Manager Beth
Leto, and Key West Chamber of Commerce Executive Vice President Virginia Panico.
Mr. Richard Strickland was chosen based on his extensive knowledge in all facets of Airport
Management including extensive Strategic Planning and Capital Project Planning, ability to
understand and focus on customer service, and an open communicator who will engage with the staff
and the community. Mr. Strickland was recommended unanimously by all members of the
Committee. He has a Bachelor's Degree in Finance, as well as 20 years of related experience in
Airport Management.
We are seeking confirmation of this selection by the Board of County Commissioners at a starting
salary of $155,000. The pay grade is 128 and the salary range of the position is $103,676.57 to
$160,698.69.
Under F.S. 125.74(l)(k), "the employment of all department heads shall require confirmation by the
Board of County Commissioners."
