PSO 3S3 SCOPE OF WORK
SUPPLEMENTAL ASBESTOS TESTING
KWBTS BUILDING A
COURTYARD ELEVATION
65 UNITS
KWBTS Building B, C and A Asbestos Testing
During the November 2017 to April 2018 time period, THC and EE &G performed initial
asbestos testing of 176 KWBTS condominiums (Building B — 35 units, Building C — 76
units, Building A — 65 units). This task included several individual tasks to include:
- Scheduling of asbestos surveys
- Collection of asbestos samples
- Laboratory testing
- Analysis of laboratory findings
- Development of ACM scope of work
Approximately 7 — 9 samples were taken at each condominium to include gypsum board
joint compound, window glazing, and exterior window and door caulking. In addition,
random exterior stucco samples were collected on both the "walkway" and "courtyard /
balcony" building elevations.
Asbestos Abatement Requirements
The degree of required asbestos abatement depends entirely on laboratory test results
of the samples collected:
No presence of Asbestos Containing Materials (ACM)
No abatement is required
A presence of <1% of Asbestos Containing Materials (ACM)
Only OSHA worker safety precautions need to be performed such as respirators
for workers when cutting or sanding, additional poly curtain wall around cutting /
sanding area and the use of a HEPA vacuum to capture dust.
A presence >1% of Asbestos Containing Materials (ACM)
Full abatement is required to include air sealed containment, air sampling, safety
barricades, worker clearances in containment area, full worker protective suits,
worker decontamination, and hazardous waste ID and disposal.
KWBTS Building B Test Results
In mid - November 2017, samples were taken at multiple surfaces at each of the
participating KWBTS Building B condominiums to include gypsum board joint compound,
window glazing, exterior window / door caulking, and random exterior stucco at
"courtyard" and "walkway" building elevations.
The laboratory test results received in mid -March 2018 showed that 100% of all samples
collected showed no presence of ACM in all surfaces:
gypsum board joint compound - no ACM
window glazing - no ACM
exterior window & door caulking - no ACM
exterior stucco - no ACM
KWBTS Building C Test Results
During the December 2017 to February 2018 time period, samples were taken at multiple
surfaces at each of the participating KWBTS Building C condominiums to include gypsum
board joint compound, window glazing, exterior window / door caulking, and random
exterior stucco at "courtyard" and "walkway" building elevations.
The laboratory test results received in late -May 2018 showed no presence of ACM in
three (3) of the surfaces:
window glazing - no ACM
exterior window & door caulking - no ACM
exterior stucco - no ACM
However, test results showed ten (10) samples of the gypsum board joint compound
contained <1% of ACM in units C212, C215, C217, C221, C304, C306, C307, C307S,
C311 and C317. Since the presence of ACM is less than 1 %, only OSHA worker safety
precautions will be required in these 10 condominiums.
KWBTS Building A Test Results
During the mid -April 2018 time period, samples were taken at multiple surfaces at each
of the participating KWBTS Building A condominiums to include gypsum board joint
compound, window glazing, exterior window / door caulking, and random exterior stucco
at "courtyard" and "walkway" building elevations.
While we have not yet received laboratory test results for three (3) of the surfaces
(gypsum board joint compound, window glazing, exterior window & door caulking), in late
July 2018, we received laboratory test results for the exterior stucco which showed the
following:
"Walkway" Elevation Stucco
Laboratory test results showed that 22 of the 24 random samples (90 %) (taken on
all floors 1 -6) showed a <1% presence of ACM, while 2 samples (taken at adjacent
condominiums) showed a 2 -5% presence of ACM). Based on these results, it was
determined that OSHA safety precautions will be required for all window, door and
PTAC work performed on the "walkway" building elevation, with the exception of
the 2 condominiums where full abatement will be required (containment, safety
barriers, air sampling, full worker protective suits, containment release, and worker
decontamination).
"Courtyard" Elevation Stucco
Given the results for KWBTS Building B and C, which showed no presence of ACM
on either "walkway" or "courtyard" elevations, only 6 samples were taken at the
"courtyard" side of Building A on the ground floor. Unfortunately, the laboratory test
results showed a <1% presence of ACM (similar to the "walkway" elevation) on 1
sample and a 2 -5% presence of ACM) on the remaining 5 samples.
Summary & Recommendation
In addition to being completely inconsistent with Building B and C, the Building A
laboratory results suggest that full abatement (containment, safety barriers, air sampling,
full worker protective suits, containment release and worker decontamination) may be
required on the entire Building A "courtyard side," unless additional testing is performed.
There are only two (2) options to consider:
Option 1
With our limited testing results, assume that 100% of all 65 KWBTS Building A
"courtyard / balcony" elevations are "hot" (2 -5% ACM level) requiring full asbestos
abatement on all acoustic window and door installations, HVAC installations, and
during the removal and infilling of PTAC units, on the "courtyard / balcony" building
elevation.
Option 2
Conduct supplemental asbestos testing in all 65 KWBTS Building A Units on the
"courtyard / balcony" building elevation in an effort to limit the level of required
asbestos abatement during the future KWBTS Building A NIP construction.
Given the high cost of asbestos abatement and its negative impact on construction
schedule timelines, Option 1 would be very expensive. For example, assuming a
$100,000 cost for NIP construction in each Building A condominium, full asbestos
abatement could add up to 50% to this cost ($50,000). Full asbestos abatement,
especially on 6 -story scaffolding, could add multiple days to the construction period in
each condominium, - resulting in a longer period that property owners would be required
to relocate from their condominium.
Option 2 would be much more cost effective, as it reduces the potential for required full
asbestos abatement in KWBTS Building A condominium units that show stucco samples
with a <1% ACM level. In summary, testing the exterior stucco of all 65 KWBTS Building
A condominiums on the "courtyard / balcony" elevation will have the potential to greatly
reduce the amount of required full asbestos abatement during the future Building A NIP
construction. The cost of additional asbestos testing and associated laboratory results
has the potential to greatly outweigh the cost of 100% asbestos abatement.
The following scope of work (see below) has been developed to conduct Option 2.

SCOPE OF WORK
SUPPLEMENTAL ASBESTOS TESTING OF KWBTS BUILDING A (65 UNITS) —
COURTYARD ELEVATION
Consultant Team Overview
The Supplemental Asbestos Testing of KWBTS Building A (65 units) — Courtyard
Elevation task will require an array of tasks to be completed by THC and their
environmental sub - consultant, EE &G. The THC Director of Acoustical Services will act as
the Project Manager of the THC Consultant Team during this task, reporting directly to
the Airport's Noise Program Coordinator. The THC Project Manager will be supported by
an Assistant Project Manager from the THC Atlanta headquarters office. This work will be
performed by the following disciplines.
• THC, Inc: - The Project Manager, THC, Inc. (THC) will provide overall program
management services as necessary. THC will provide database services and
project scheduling, along with interaction with all participating property owners and
tenants. The Director of Acoustical Services ($256.39) will act as Project Manager
and will have overall responsibility for all daily project tasks and activities. THC will
also utilize the services of an Assistant Project Manager ($115.00) for both
management and administrative support from the Atlanta headquarters office.
• EE &G — The Environmental Consultant will provide all services associated the with
the Supplemental Asbestos Testing of Building A (65 units) — Courtyard Elevation
task to include asbestos sample collection, laboratory analysis, analysis of test
findings and development of final ACM scope of work for each condominium.
EE &G will utilize the services of the Principal, Senior Technical Advisor, Senior
Project Professional and Administrative Assistant.
Supplemental Asbestos Testing — KWBTS Building A (65 Units)
The Consultant (THC, EE &G) will be required to complete supplemental asbestos testing
in 65 KWBTS Building A condominium units on the "courtyard / balcony" building
elevation. This process will include several sub - tasks:
Scheduling of Asbestos Surveys
The Consultant will schedule appointments for each of the 65 KWBTS Building A
condominiums, to allow for the collection of require number of asbestos samples. The
following is an approximation of the survey schedule:
Monday afternoon 1 pm — 5pm: 10 condos
Tuesday morning 8am — 12noon: 9 condos
Tuesday afternoon 1 pm — 5pm: 10 condos
Wednesday morning 8am — 12noon: 9 condos
Wednesday afternoon 1 pm — 5pm: 10 condos
Thursday morning 8am — 12 noon: 9 condos
Thursday afternoon 1 pm — 5pm: 8 condos
Collection of Asbestos Samples
During the scheduled Asbestos Survey, the Consultant will collect two (2) stucco samples
in each of the 65 KWBTS Building A condominiums (sliding patio door, PTAC wall
location).
Laboratory Testing
After the collection of samples for each of the 65 KWBTS Building A condominiums, the
Consultant will ship them to an accredited scientific laboratory for analysis and presence
of asbestos containing materials (ACM).
Analysis of Laboratory Findings
The Consultant will review and analyze sample test findings for each of the 65 KWBTS
Building A condominiums. This analysis will provide a summary of ACM presence in all
65 condominiums.
Development of ACM Scope of Work
Based on the analysis of laboratory findings, when sample results show the presence of
ACM, the Consultant will develop a custom ACM Scope of Work for each condominium
that can be included in the future bid documents.
Reimbursable Expenses Notes:
In this Task, the Consultant (Project Manager) and Environmental Consultant will
need to budget costs for one (1) 5 -day trip. All costs will include related airfare,
auto rental, per diem, shuttle, fuel, and parking costs for each Consultant staff. In
addition, the Consultant will need to include all costs related laboratory fees,
shipping and duplication.
