AGENDA ITEM WORDING: Presentation of Employee of the 3rd Quarter award to Donald
Lowrie, Mechanic Generator Technician, Fleet Management.
ITEM BACKGROUND: May of 2018, Mr. Lowrie without hesitation, ran to rescue a small child
who was being attacked by two dogs; possibly saving the child's life. His performance was above
and beyond expectations and demonstrates a positive impact on the safety and health of the public.
His actions clearly describe criteria defining Monroe County Employee of the Quarter.
PREVIOUS RELEVANT BOCC ACTION: At the June 2018 meeting, the Board honored and
commended Mr. Lowrie for his heroic efforts.

JUSTIFICATION: (use additional sheets, if necessary.)
Mr. Donald Lowrie is a member of the Monroe County Fleet Management Department.
In May of 2018 Mr. Lowrie heard a small child screaming next door to his home and he ran over to help.
When he arrived he saw a young girl being attacked by two large dogs. When he ran up the stairs to help
the child he distracted the dogs and she was able to escape. The dogs then attacked Mr. Lowrie causing
him to fall down the stairs; as he fell the dog continued its attack. Mr. Lowrie suffered multiple injuries
and was transported to Mariner's Hospital for emergency medical assistance. The child received multiple
bites. If not for Mr. Lowrie's actions, things may have been much worse. Mr. Lowrie's actions, not
hesitating to put himself in danger, possibly saving the life of a small child; at the very least rescuing her
when she was in a very frightening and bad situation.

While we recognized Mr. Lowrie's actions at the BOCC meeting, I believe his actions justify nomination
for the Employee Service Award as employee of the Quarter. Mr. Lowrie's actions described above
clearly meet the intent of this recognition.

the County and Fleet. Without hesitation he reported in after the storm passed working around the
clock with little or no rest helping to assure generators were fueled and in service, police cars, Fire
Rescue and other recovery units were in service and available for use.
