ITEM BACKGROUND: Due to deterioration of underground fuel piping and the critical
requirement to maintain jail operations at the Monroe County Detention Center on Stock Island during
extended utility power outages, it has become necessary to replace a portion of the fuel lines that
serves the jail's generator.

RE: MCDC, FUEL PIPING REPLACEMENT
It was recently discovered that a small leak has developed within the underground fuel
piping that serves the generator at the Monroe County Detention Center on Stock Island.
The fuel piping is encapsulated within a secondary containment and any leaked fuel
product is captured within the fuel tank sump, therefore a discharge, which affects lands
and the surface and ground waters, has not and will not occur. In addition, the leak has
been very small and has not created a positive response from any of our release detection
devises.
This leak indicates that the 360 feet of underground piping is in a deteriorated state (been
in the ground for at least 18 years) but to what extent is unknown. In order to circumvent
any possible large release and because of this unknown factor, we have bypassed the
MCDC tank and now have the MCDC generator pulling fuel from the MCSO Administration
Building fuel tank. This was accomplished through the installation of a piping manifold
system a few years back just for occasions such as this and the electrical re- switching of
the fuel pump systems by Master Electrician Ludwig "Ski" Witkowski, providing full
redundancy.
I would define the situation as it stands now as "critical" due to we now have three
generators pulling fuel from the same 8000 - gallon tank. The possible combined fuel -
burning rate of 90 to 100 gallons per hour compromises the needed safety factor for
maintaining jail operations during an extended utility power outage. Therefore, the need to
replace the fuel lines as soon as possible is critical.
After exploring various options and scenarios, we have concluded that the most cost
effective and forward thinking solution is to excavate and install new underground piping
the shortest route to the building and at that point turn up and install new overhead
piping to tie into the existing piping where it enters the facility. The estimated cost for this
work is $85,000.00. Due to the unforeseen yet critical nature of this project, funding can
be diverted from a designated upcoming sprinkler system project, Account 304 -26000
Project CP0703. Therefore, approval is respectfully requested to advertise this project for
public bid.
