AGENDA ITEM BACKGROUND: Two sealed bids for a Type III 1998 Ambulance were
received and opened on May 5th, 1998 at the purchasing office, On July 8, 1998, Board of
County Commissioners unanimously approved agreement with the low bidder, Wheeled
Coach, for $92,059,00, contingency fund of $500.00 and less a trade allowance of
($11,950.00) for a total unit price of $80,609.00. The specifications provided for an
additional purchase, at bid price, of a second vehicle if purchased within six months after
receipt of order for the original vehicle. Wheeled Coach has formally extended that option
(see attached letter). County Attorney and Purchasing Department have approved the
purchase of the second vehicle under the original bid contingent upon the execution of a
new agreement with the vendor. The original bid price is $92,059,00, contingency fund of
$500.00 and less a trade allowance of ($10,500.00) for a total unit price of $82,059.00.
PREVIOUS RELEVANT BOCC ACTION: Funds were approved for this vehicle during the
fiscal year 2000 budgeting process.

AGREEMENT
J THIS AGREEMENT made and entered into this -1J, to rt, day of
tJt",,~AJ __ ,1999, A.D., by and between the Board of County
Commissioners, of Monroe County, Florida, on behalf of Municipal Services Taxing
District No.6 hereinafter "County" and Wheeled Coach, hereinafter" C;ONTRACTOR".
WHEREAS: That the parties hereto, for the consideration hereafter set forth,
mutually agree as follows:
1. SCOPE OF WORK
The CONTRACTOR shall furnish all labor, materials, equipment, machinery,
tools, apparatus, and transportation and perform all other work as described in the
Specifications for a Type III Ambulance to the Board of County Commissioners
of Monroe County, Florida, the Notice of Calling for Bids, dated April 1, 1998,
and as described in the CONTRACTORS Original Bid Proposal; all of which are
hereto attached and made part of this agreement by reference.
2. CONTRACT SUM
A. The COUNTY agrees to pay for the new ambulance in the manner as set
forth in the contract documents the base price of$92,059,OO, and
additional $500.00 for a contingency fee, $10,500.00 trade in price for a
1994 Ford Ambulance 1426-199, bringing the total cost of the vehicle to
Eighty-two thousand and fifty-nine dollars ($82,059.00). The contingency
fee of $500.00, or any portion of the contingency fee not used, shall be
deducted from the final invoice to be paid to the CONTRACTOR within
30 working days after acceptance of the ambulance at the Monroe County
EMS Office, Marathon, Monroe County, Florida. Acceptance shall occur
after the unit is received, inspected and found to comply with
specifications, free of damage or defect and properly invoiced.
3, GENERAL PROVISIONS
A. The CONTRACTOR agrees to indemnify the COUNTY and hold the
COUNTY harmless from and against all claims, damages, losses and
expenses, including reasonable attorneys' fees in any action arising out of
performance of the work herein, including bodily injury, illness or death,
or for property damage including loss of use, resulting from the
CONTRACTOR'S work.
B. The CONTRACTOR, warrants that it has not employed, retained or
otherwise had act on its behalf any former County officer or employee
subject to the prohibition of Section 2 of Ordinance No. 0 I 0-1990 or any
County officer or employee in violation of Section 3 of Ordinance No.
010-1990. For breach or violation of this provision the County may, in its
discretion, terminate this contract without liability and may also, in its
discretion, deduct from the contract or purchase price, or otherwise
recover, the full amount of any fee, commission, percentage, gift, or
consideration paid to the former County officer or employee.
4. CONTRACT TERM
A. The Contract shall commence on the date on which the Contract is signed
by the last party of the two parties signing the Contract. Delivery to be
within sixty-five calendar days after receipt of chassis.
B. The CONTRACTOR will not be held liable for delay in delivery caused
by strikes, inability to obtain materials or equipment, production or
manufacturing problems and all other causes beyond the
CONTRACTORS control. The CONTRACTOR shall not be liable for
any incidental damages caused by delays in delivery,
5. CONTRACTOR'S ACCEPTANCE OF CONDITIONS
The CONTRACTOR understands all provisions of this Contract and of the
Specifications and agrees to their sufficiency for the work to be done. Under no
circumstances, conditions or situations shall this Contract be more strongly
construed against the COUNTY than against the CONTRACTOR.
6. PARTIAL AND FINAL PAYMENT
A. The CONTRACTOR shall invoice the COUNTY, in accordance with the
pricing and terms as ou,tlined in the contract documents. Invoices shall be
submitted to the Monroe County EMS Office, 490 63rd Street, Ocean,
Suite 170, Marathon, Florida 33050, for approval and processing.
B. All payments shall be made directly to the CONTRACTOR at the
CONTRACTOR office, 2737 North Forsyth Road, Winter Park, Florida
32792.
7. MODIFICATIONS AND AMENDMENTS
Any and all modifications of the goods required, and/or cost of goods to be
delivered shall be amended by an Agreement Amendment and such modification
shall not become effective until approved in writing by the COUNTY.
8. INDEPENDENT CONTRACTOR
At all times and for all purposes hereunder CONTRACTOR is an independent
contractor and not an employee of the COUNTY. No statement contained in this
Agreement shall be construed so as to find the CONTRACTOR or any of his/her
employees, contractors, servants, or agents to be employees of the COUNTY, and
they shall be entitled to none of the rights, privileges, or benefits of employees of
Monroe County.
9, COMPLIANCE WITH LAW
In providing all services pursuant to this Agreement, the CONTRACTOR shall
abide by all statutes, ordinances, rules and regulations pertaining to, or regulating
the provisions of such goods, including those now in effect and hereinafter
adopted. Any violation of said statutes, ordinances, rules or regulations shall
constitute a material breach of this Agreement and shall entitle the COUNTY, to
terminate this contract immediately upon delivery of written notice of termination
to the CONTRACTOR.
1 O. SUBCONTRACTING/ASSIGNMENT
CONTRACTOR shall not assign, sublet, subcontract, sell or transfer any interest
in this contract without the prior written consent of the COUNTY, thereto.
II. NOTICE - GENERAL
Any notice or notices required or permitted to be given pursuant to this contract
may be personally served on the other party by the party giving such notice, or
may be served by certified mail, return receipt requested, to the following

12. ANTI DISCRIMINATION
CONTRACTOR agrees they will not discriminate against any of their employees
or applicants for employment or against persons for any other benefit or service,
because of their race, color, religion, sex, or national origin, or physical or mental
handicap where the handicap does not affect the ability of an individual to
perform in a position of employment and to abide by all Federal and State laws
regarding non-discrimination.
13. NONWAIVER
Any waiver of any breach of covenants herein contained to be kept and performed
by the CONTRACTOR shall not be deemed or considered as a continuing waiver
and shall not operate to bar or prevent the COUNTY from declaring a forfeiture
for any succeeding breach either of the same conditions or covenants or
otherwise.
14. CONTRACTOR - GENERAL
The CONTRACTOR warrants that it is authorized by law to engage in the
performance of the activities encompassed by the program herein described,
subject to the terms and conditions set forth in the Specifications, which are
attached hereto and incorporated herein as part of this Agreement.
Each of the signatories for the CONTRACTOR, below, certifies and warrants
that:
A. The CONTRACTOR'S name in this Agreement is the full name as
designated in its corporate charter, if CONTRACTOR is a corporation;
otherwise CONTRACTOR'S name is the business entity, whether
partnership or sole proprietorship, under which CONTRACTOR normally
conducts business.
B. They are empowered to act and contract for the CONTRACTOR, and
C. This Agreement has been approved by the Board of Directors of
CONTRACTOR, if the CONTRACTOR is a corporation.
D. A person or affiliate who has been placed on the convicted vendor list
following a conviction for public entity crime may not submit a bid on a
contract to provide any goods or services to a public entity, may not
submit a bid on a contract with a public entity for the construction or
repair of a public building or public work, may not submit bids on leases
of real property to public entity, may not be awarded or perform work as a
contractor, supplier, subcontractor, or consultant under a contract with any
public entity, and may not transact business with any public entity in
excess of the threshold amount provided in Section 287,017. for
CATEGORY TWO for a period of36 months from date of being placed
on the convicted vendor list.
15. ENTIRE AGREEMENT
This Agreement constitutes the entire agreement of the parties hereto with respect
to the subject matter hereto and superseded any and all prior agreements with
respect to such subject matter between CONTRACTOR and the EMS Office or
the COUNTY.
16. CONSENT TO JURISDICTION
This Agreement, its performance, and all disputes arising hereunder, shall be
governed by the laws of the State of Florida, and both parties agree that a proper
venue for any-action shall be Monroe County.
17. CONDITIONS OF TERMINATION
A. The performance of work or provision of goods under this agreement may
be terminated, delayed, or temporarily suspended by the COUNTY, in
whole or in part, from time to time, wherever the COUNTY shall
determine that such termination is in the best interest of the COUNTY.
The COUNTY shall pay all reasonable costs incurred by the
CONTRACTOR up to the time of termination, and all reasonable costs to
the CONTRACTOR associated with termination.
B. If the CONTRACTOR fails to fulfill the terms of this agreement, or
attachments, properly or on time, or otherwise violates the provisions of
the agreement or of applicable laws or regulations governing the use of
funds, the COUNTY may terminate the contract by written notice of 15
days. The notice shall specify cause. The COUNTY shall pay the
CONTRACTOR fair and equitable compensation for expenses incurred
prior to termination of the agreement, less any amount of damages caused
by the CONTRACTOR'S breach. If the damages are more than
compensation payable, the CONTRACTOR will remain liable after
termination and the COUNTY can affirmatively collect damages.
18. INSPECTION AND CORRECTIONS
The COUNTY shall have the right to inspect the ambulance at the factory and at
the time and place of delivery. Time limited on acceptance and discrepancy
correction shall be as stated in section 2.11.2 of attached Specification. In the
event of any claimed defects in the chassis or deviations from specifications, the
CONTRACTOR shall have the necessary time to inspect the ambulance and make
any necessary changes or corrections. In the event of any defect in the chassis,
the CONTRACTOR, as agent for the COUNTY, shall contact the manufacturer
of the chassis and advise them of any necessary changes or corrections needed.
The COUNTY may elect to contact the chassis manufacturer directly with regard
to defects or deviations from specifications. Nothing in this paragraph shall affect
any warranties for the ambulance, patent and royalty indemnification, or any other
obligation of the CONTRACTOR under this agreement (including the
Specifications which are a part hereof) extending beyond the date of the
COUNTY'S acceptance of the ambulance.
19. WARRANTY
A. The warranties that are stated in section 2.21 of the specifications are the
only warranties given under this contract and the CONTRACTOR
disclaims all other warranties, both express and implied, including any
implied warranty of merchantability or fitness for a particular purpose.
The CGUNTY'S remedies for breach of warranty are limited to those set
forth in section 2.21. The CONTRACTOR shall not be liable for
incidental or consequential damages resulting from a breach of any
warranty .
B. The CONTRACTOR does not warrant the chassis and COUNTY must
look to the chassis manufacturer for any warranties other than those
specifically called for in section 2.21 of the specification.

MONROE COUNTY, FLORIDA
FEBRUARY 6, 1998
1.0.1 This specification covers the fabrication of one (1)
commercially produced Emergency Medical Care Vehicle, herein
referred to as an "ambulance," including all related work
necessary to provide a complete unit, serviced and ready
for operation. A vehicle in compliance with th~s
specification shall be defined as at Standard Ambulance.
Upon completion, this arrbulance shall be in general
complianc~ with che Ambulance Design Criteria of the
National Highway Saf~ty Administration U.s. Department of
Transportation, Washington, D. C. This specification is
based on Federal Ambulance Specification KKK-A-1822-D.
Reference numbers used in this specification refer to
applicable paragraphs in that document. The curb weight of
the unit (as defined by KKK-A-1822-D, Section 3.5.1) shall
not exceed 85% of the rated GVW. Useful payload will be of
prime engineering consideration in awarding this contract.
1.1 General Intent
1.1.1 This is a design, construction and delivery type
specification and is intended to be a minimum acceptable
standard. It is the intention of the Purchaser to
aggressively seek bids for the purchase of this unit from
reputable companies engaged in this type of manufacturer.
It is not the intention of the Purchaser to write out
vendors or manufacturers of equal equipment of the type
specified. Proposals or alternate bids for any equipment
that will efficiently accomplish the same task will be given
careful consideration. The Purchaser shall be the sole judge
of the equipment that is the most advantageous and the
decision of the Purchaser shall be final. This
specification details the requirements for general design
criteria of the overall rescue vehicles including the
engine, transmission, electrical system, module, body,

paint and equipment. This specification shall become part
of the final ~ontract, in its final form after exceptions to
the specifications are accepted (if any) and clarifications
have been agreed upon.
1.1.2 Details of construction and materials, where not otherwise
specified, are left to the discretion of the Contractor, who
shall be solely responsible for the design and construction
all features.
1.1.3 The successful contractor will not be allowed to take
advantage of any error or omission in the specifications.
Full instruction will always be given when such error or
omission is discovered. It is the responsibility of the
successful Contractor to bring such omissions or errors to
the attention of the Purchaser.
1.1.4 These specifications will become part of the final
contract. The exception sheet must be returned with eaco
bid. The appare~t silence of these specification as to any
detail, o~ the omission from it of a detailed description
concerning any point, shall be regarded as meaning only that
the best commercial practices are to prevail and that only
material of first quality and correct type, size and design
are to be used. All workmanship shall be first quality.
1.2 Material Standardization
1.2.1 The emergency medical care vehicle, chassis, ambulance body,
equipment, devices, medical accessories and electronic
equipment to be delivered under this contract shall be
standard commercial products which meet or exceed the
requirements of this specification. The ambulance shall
comply with all Federal Motor Vehicle Safety Standards
(FMVSS), and Federal regulations applicable or specified for
the year of manufacture. The chassis components and
optional items shall be as represented in the manufacturer's
current technical data.
1.2.2 The supplier shall provide total standardization and
interchange capability between vehicles and like
equipment and accessories specified. Materials used in the
construction shall be new and not less than the quality
conforming to current engineering and manufacturing
practices. Materials shall be free of defects and suitable
for the service intended.

1.3 Clarification
Ambulance type, class and floor plan. This specification calls
for the following type of ambulance: .

1.4 Definitions
1.4.1 Purchaser: Monroe County, Florida, AKA Board of ~oun~y
commissioners of Monroe County, Florida acting as governors
of Municipal Services Taxing District Six of Monroe County,
Florida.
1.4.2
Bidder/Contractor: The individual, ~irm, partnership
manufacturer or corporation to whom the bid/contract is
awarded by the Purchaser and who is subject to the terms
thereof. For bidding purposes, the Contractor, Vendor and
Bidder are synonymous.
1.4.3
Equal: Shall be taken in its general sense and shall not
mean identical. These specifications are for the sole
purpose of establishing minimum requirements of level of
quality, standards of performance and design and is in no
way intended to prohibit the bidding of any Manufacturer's
item of equal'material.
The County shall be the sole judge of equality in its best
interests and decision of the County as to equality shall be
final.
1.4.4 cab Chassis Manufacturer: will be the Ford Motor Company
and herein referred to as the "Chassis Manufacturer."
1.4.5 Terms - Heavy Duty: The terms Heavy Duty or H.D. as
applied to these specifications shall be interpreted to mean
that the item to which the term is applied shall exceed the
usual quality, quantity, or capacity of that supplied with
standard production vehicles and shall be able to withstand
the unusual strain, exposure, temperature, wear and use to
be expected in the intended service.
2.0 Special Conditions
2.0.1 No contract shall be considered unless the Contractor can
meet the special conditions stated herein.

2.1 Contractors Responsibility and Qualifications
2.1.1 The vehicle and equipment shall be delivered as a complete
unit, serviced and ready for operation. Any omission of
details in these specifications shall not relieve the
Contractor from furnishing a complete unit.
2.1.2 Minor details of design, construction and materials, where
not otherwise specified, are left to the discretion of the
Contractor who shall be solely responsible that SU9h design,
construction and material shall be in conformance with the
intended use.
2.1.3 Drawings and plans showing the size and location of
compartments, doors, seats, and other equipment not
specifically described in these specifications and not
considered minor shall be submitted for approval before
fabrication and assembly by the ambulance.
2.2 Examination of Specification
2.2.1 Each Contractor is required, before submitting his proposal,
to be thoroughly familiar with the specifications contained
herein. No additional allowances will be made because of
lack of knowledge of the conditions. It is the
responsibility' of the successful Contractor to ascertain if
any components of the specification are unsafe and that if
any unsafe or poorly designed criteria are contained herein
that they be thoroughly explained to the Purchaser in the
contract proposal.
2.2.2 Bidder must provide with the Bid a copy of the condensed
certification from an independent testing firm showing
certification to Federal Specification KKK-A-1822 latest
edition for the vehicle bid including both chassis and body.
Failure to submit complete documents within five (5) days of
notification will render the bid non-responsive due to
inability to complete evaluations. Submission of falsified
or altered'documentation of any type will result in
rejection of the bid.
2.2.3 Bidder must provide with the Bid a copy of their FORD QVM
membership. Membership in the Ford QVM program must be
current.. If the FORD QVM program is not current the bid
shall be rejected. Failure to submit a copy of membership
in FORD QVM within five (5) days of notification will render
the Bid non-responsive due to inability to complete

evaluations. Submission of falsified or altered
documentation of any type will result in rejection of the
Bid.
2.2.4 The vehicle being manufactured for 'Monroe County may not be
used in obtaining certification from an independent lab. If
the vehicle is used to obtain certification the vehicle will
be rejected and the manufacturer deemed in default.
2.3 Prices and Payments
2.3.1 All contract prices shall be on a F.O.B. Monroe County,
Division of Public Safety, Marathon, Florida delivered and
accepted at Monroe County, Florida per specifications and
shall include warranty.
2.3.2 Payment shall be made in accordance with the specifications
and the contract proposal upon acceptance by the County of
the hardware and/or services performed by the successful
Contractor.
2.3.3 All bid/contract prices must be specified on the
bid/contract proposal form.
2.3.4 Two (2) categories of equipment are specified, wMandatory
Work and Equipment" and "Optional Work and Equipment." The
Contractors must price and agree to do all work and furnish
all of the equipment listed under both categories, with the
mandatory work and equipment being included in the apparatus
price. It is understood that the successful Contractor must
furnish with the apparatus any part or all of the optional
work and equipment listed that Monroe County elects to
purchase.
2.3.5 Contract prices shall be valid for at least ninety (90) days
from the date of the bid opening, or as otherwise specified
herein.
2.3.6 Acceptance of the Emergency Care Vehicle shall occur after
the unit is received, inspected and found to
comply with specifications, free of damage or defect and is
properly invoiced. All invoices shall bear the purchase
order number. Payment will be made within thirty (30)
wprking days after acceptance of the unit.
If the unit cannot be accepted for any reason within thirty

successful Contractor may be deemed in default.
Any equipment shipped, rather than delivered with the unit,
shall be shipped pre-paid and shall bear the purchase order
nUmber on the invoice.
2.4 Bid/Contract Evaluation

These specifications are based upon design and performance
criteria which have been developed as a result of extensive
research and careful analysis of the data. Subsequently,
these specifications reflect the only type of emergency care
vehicle that is acceptable at this time. Therefore, major
- exceptions to the specifications may not be accepted.
Certain exception~ may be accepted, if they are minor,
equal, or superior to that which is specified, and provJ.aed
that they are listed and fully explained on a separate page
entitled, "Exceptions to Specifications." The exceptions
shall refer to the specification's page and paragraph
number. In addition the Contractor shall submit with the
proposal these 'specifications with the "Comply and
Exception" columns completed, which will indicate whether
the Contractor will comply or take exception to the
particular paragraph. In the event the Contractor takes
exception to any items of this specification, the Contractor
shall explain in detail, with full engineering support date,
the reasons why the proposed equipment or process will meet
the intent of this specification. The Purchaser shall
determine which (if any) exceptions are acceptable and this
determination will be final. The successful Contractor will
be held responsible for delivering a vehicle in strict
compliance with these specifications.
Proposals taking total exception to specifications will not
be accepted.
2.5 Bid/Contract Award
2.5.1 The Purchaser reserves the right to reject any or all
Bids/Contracts deemed to be unresponsive and to accept any
Bid/Contract which in its best interest most closely meets
the evaluation criteria of section 2.4. The Purchaser also

reserves the right to waive any informalities,
irregularities and technicalities in procedure.
2.5.2 The Purchaser reserves the right, before awarding the
contract, to require a Contractor to submit additional
evidence of his qualifications as it may deem necessary.
Documentation that may be required is financial, technical
and/or other information substantiating the Contractor's
qualification and abilities, including past performance
(experience) with Monroe County. The Purchaser sh~ll.be the
final authority in the award of contract.
2.6 Disputes
2.6.1 In case of any doubt or difference of op~n~on as to the
items to be furnished herein, the decision of the Purchaser
shall be final and binding on both parties.
. 2.6.2- It is understood that any legal action that may be brought
by either party p'ursuant to the terms of this contract, will
be brought.in the appropriate jurisdictional court in Monroe
County, Florida.
2.7 Anti-Collusion Statement
2.7.1 By signing this Contract, the Contractor agrees that his
Bid/Contract is made without any understanding, agreement,
or connection with any other person, firm, or corporation
making a Bid/Contract for the same purpose and that his
Contract is in all respects fair and without collusion or
fraud.
2.8 Technical Information/Exception
2.8.1 Proposals are requested for a minimum of one (1) emergency
care vehicle fabricated and fully equipped with the option
to increase the purchase to a maximum of two (2) emergency
care vehicles. The additional vehicles may be ordered
within six (6) months after receipt of order for the
original vehicle.

2.9 Instructional Manuals/Drawings, Schematics
The following sets of manuals shall be provided for the emergency
care vehicle:

describe the total operation of the unit, describe all the
- operations of all components attached to that unit and any
other supporting .documents which are necessary for an
individual.operating the unit to be thoroughly familiar with
the total operation of the unit,
2.9.2 The successful Manufacturer shall provide for the
Maintenance and Support Shop, one (1) parts manual
identifying all parts used on the unit.
NOTE: The Manufacturer shall identify and cross reference
those components which can be purchased by outside
vendors.
Example: Manufacturer's part number equals Lease Nevill's part
number.
2.9.3
A total of two (2) service manuals shall be provided.

information is to be furnished as long as this equipment is
being produced by the Manufacturer.
2.10 Delivery

Delivery of the unit shall be F.O.B. destination to Monroe
County EMS Office, Marathon, Monroe County, Florida. Final
inspect~on and acceptance shall take place after delivery to
Monroe County. Delivery shall be 'drive in' to an~ from
each point, no 'piggyback' will be allowed.
All Bidders/Contractors shall provide as part of their
Contract proposal a milestone chart identifying the major
projected dates from the initial step through delivery and
acceptance. A delivery schedule shall be jointly agreed to
between the Purchaser and Manufacturer.
Since delivery proposals by the Contractors will weigh
heavily in the determination of award of Contract, the" -
delivery schedules that are submitted by the Contractors and
agreed upon by the Purchaser shall automatically become
binding upon the successful Contractor.
Pre-delivery service shall include the following:
1. Complete lubrication
2. Filling crankcase with oil
3. Adjustment of engine to proper operating condition
4. Inflate tires to proper pressure
5. Insure perfect operation of all mechanical and
electrical fixtures
6. Front end alignment and wheel balancing
7. Check for leaks of any kind
2.11 Acceptance and Discrepancy Correction Period
2.11.1

The unit shall be delivered with a full compliment of
additional equipment as ordered per the purchasing
agreement. The vehicle shall be complete and functioning
properly. Payment will not be made if any equipment is
back-ordered.
A list of discrepancies for correction will be provided to
the successful Contractor by Monroe County within thirty
(30) working days or less of the delivery of the vehicle.

The successful Contractor will have thirty (30) working
days to correct all of the listed discrepancies. If this
condition is not met the successful Contractor may be deemed
in default and the County may reject the vehicle at its
discretion.
2.12 Indemnification and Insurance
2.12.1
The Contractor will be required to indemnify and save the
Purchaser harmless from any and all claims, liability,
losses and causes of actions which may arise out of the
Contractor's negligence in constructing and delivering the
vehicle. The Contractor will be required to pay all claims
and losses of any nature whatever in connection therewith,
and to defend all suits, in the name of the Purchaser when
applicable, and to pay all costs and judgements which may
ensue thereafter.
2.13 Patents and Royalties
2.13.1
The Contractor, without exception, will be required to
indemnify and save harmless, the Purchaser and its employees
from liability of any nature, including cost and expenses
for or on account of any copyrighted, patented or unpatented
invention, process or article of manufacture used in the
performance of' the Contract, including its use by the
Purchaser. If the Contractor uses any design, device or
materials covered by letters, patent or copyright, it is
mutually agreed and understood, without exception, that the
Contract price must include all royalties or cost arising
from the use of such design, device or materials in anyway
irtvolved in the work.
2.14 Liquidated Damages
2.14.1
If the Contractor fails to deliver the equipment or perform
the services within the time specified, it is understood and
the successful Contractor hereby agrees that the amount
$100.00 per calendar day may be deducted from the monies due
the Contractor for each intervening calendar day work
remains incomplete, not as a penalty, but as liquidated
damages. the Contractor shall not be liable if performance
failure arises out of causes beyond their control and
without fault or negligence of the Contractor (acts of God,
war, fires, floods, freight embargoes, but excluding work
stoppages at the Contractor's plant and excluding any
financial difficulties of the Contractor). The start of

liquidated damages will be based on the delivery schedule
agreed to by both parties.
Should a performance failure occur,. it will be the
responsibility of the Contractor to notify the Purchasing
Agent of Monroe County in writing and submit proof of the
circumstances for non-performance. Immediately following
the resolution of circumstances responsible for non-
performance, the successful Contractor must renegotiate
delivery"schedules to the satisfaction of Monroe c~un~y.
2.15 Program Manager
2.15.1

The successful Contractor shall designate a competent
individual acceptable to the Purchaser to perform the
Contractor's program management function. The Program
Manager shall provide a single point of interface between
the Purchaser and the Contractor on all matters concerning
the contract.
The Program Manager shall present a written bi-weekly status
report to the Purchaser on the progress of the fabrication,
delivery schedules and all existing and potential problems.
The Program Manager shall be technically oriented and
thoroughly familiar with all the construction techniques
used and shall act as the liaison between the Manufacturer
and the Department.
2.16 Proposal in Reply to Specification
2.16.1
Ariy exceptions to the specifications must be itemized.
Details concerning the exceptions must be clearly explained.
Each exception will be considered by the Purchaser as to
degree of impact and total effect on the specifications.
The proposal shall be arranged so that rapid reference
between the specification and proposal can be accomplished
by the Purchaser. Specification section assignment numbers
shall be referred to in the proposal.
2.17 Familiarity with Laws
2.17.1
The Contractor is presumed to be familiar with all federal,
state, and local laws, ordinances, code rules, and
regulations that may in any way affect the work for final
product. Ignorance on the part of the Contractor shall in
no way relieve him from responsibility.

2.18 Noncompliance
2.18.1
Delivery of the emergency care vehicle which does not meet
the requirements of this specification and the contractor's
proposal as accepted by this agency shall be cause for
rejection of the emergency care vehicle. Liquidated damages
in the amount of $100.00 per calendar day shall be deducted
from the final payment computed from the thirty-first
working day, following the thirty days allowed for under
2.14.2 of these specifications, until deficiencies are
corrected or until the County, in its discretion, rejects
the vehicle and deems the Contractor in default.
2.19 Pre-Award Clarifications

In the event a clarification is requested on the contents of
this specification, the questions shall be addressed in
writing to Monroe County, Division of Public Safety, Monroe
- County, 490 63rd Street, Ocean, Suite 170, Marathon,
Florida 33050.
Clarifications or corrections to the specifications shall
not be valid unless they are in written form and signed by
the EMS Support Services Manager.
When a Bidder/Contractor requests a clarification, a copy of
the request and the Purchaser's reply will be forwarded to
all qualified Bidders/Contractors.
2.20 Contingency
2.20.1
2.20.2
A~contingency in the total sum of $500.00 shall be included
in the contract price to cover costs of unforeseen items or
needed work that may become apparent during the course of
fabrication. Approval of every such alteration or .
expenditure must be given in writing to the successful
Contractor by the Purchaser, or his representative. Any
unused portion of these funds shall be deducted from the
invoice total.
All work ordered and performed in accordance with the
foregoing will be paid for at the price stipulated in the
Purchasers written approval. This stipulated price will
include a reasonable amount for the Contractor's overhead
and profit, and will have been mutually agreed upon by the
Contractor and the Purchaser or his representative, as
equitable compensation for the additional work.

2.21 Warranty Service

Within 72 hours after receipt of a verbal or written
notification by Monroe County authority (authority to be
identified at the preconstruction meeting) that warranty
service is required, the successful Contractor shall respond
verbally, and immediately follow up by letter to the Monroe
County authority with a statement of intent to show how,
where and when the warranty service shall be accomplished.
In the event that there is no response, or if the ~es~onse
exceeds 72 hours, or if the response that is received is on
time but is not acceptable to the Monroe County authority or
is acceptable but not performed at the specified time,
Monroe County authority will provide for the required
warranty service. The total costs of all labor, parts,
components, materials and freight shall be reimbursed to
Monroe County authority within 45 days after the bill has
been mailed to the successful Contractor.
Warranty shall b~gin at the acceptance of the manufactured
apparatus by Monroe County. Accepting delivery of the
vehicle does not imply final acceptance of the vehicle as
meeting specifications or other conditions. Mileage
accumulated as a result of testing or delivery shall have no
bearing on the warranty period.
The successful Contractor shall be liable to the Purchaser
for supply of information and material necessary for
mandatory revisions/modifications as determined by the
successful Contractor or sub-contractor or suppliers at not
cost to the Purchaser for a minimum of five (5) years from
date of equipment accepta~ce. All revision information
pertaining to the equipment purchased shall be supplied to
the Purchaser at no coat as it becomes available. (This
includes corrections to the instruction manual, etc.)
2.22 Radio Frequency Interference Suppression
2.22.1
Electrical components, electronic equipment and devices used
and installed on the vehicle in addition to all subsystems,
chassis, warning systems, etc. shall be electromagnetic
radiation suppressed, filtered, or shielded to prevent
interference to radio and telemetry equipment aboard the
vehicle and surrounding area. The RFI of the completed
vehicle shall not exceed the maximum limit in SAEJ551.
2.23 Standards on Bloodborne &: Airborne Pathogens

2.23.1
Bidder Shall provide an ambulance that insures compliance
with occupatiqnal Safety and Health Administration (OSHA)
bloodborne pathogen regulation.1910.1030. Ambulances shall
be designed to expedite the removal of blood and other body
fluids, provide disposal of infectious waste, needle sharps
and infected material, and eliminate use of materials in the
manufacturing of units which provide a growth media for
bloodborne pathogens.
Further, critical attention shall be given to protect
paramedic personnel from airborne pathogens expelYed by
infected patients that are transported within the confines
of this ambulance.
Due to the consequences of exposure to these pathogens,
bidders shall be required to provide suitable responses to
those areas where these issues are addressed within the bid
specifications.
2.24 Pre-Construction Conference
2.24.1 Successful bidder will be required, Prior to issuance of a
final contract, to have a Pre-Construction Conference which
can also b e classified as a Post-Bid Conference. Bidder
must be present in person to finalize all details and answer
any final questions the purchasing and specification
committee have regarding the bid proposal submitted. No
cqntract or authorization to begin construction will be
authorized until such time as this conference is scheduled,
or determined not to be necessary. All necessary materials
and final drawings required in this contract will be
r~quired to be presented at this meeting, if not required
prior to the bid opening. This meeting shall take place at
th~ bidder's plant. All costs such as transportation,
lodging, meals, etc., shall be paid for by the bidder. If
the plant is located more than 400 miles from Key Largo,
then only regularly scheduled commercial airlines shall be
used for transportation. It is required that
representatives from the bidder and his local representative
both be in attendance at this meeting. There will be two
(2) people from the purchaser'S committee making this trip.
2.25 Inspection Trips
2.25.1 In order to check ongoing progress and specification
compliance, there will be two (2) inspection trips made by
the committee during the production run at the bidder's

plant. One trip will be made when the unit is ready for
shipment. All costs such as travel, lodging, meals, etc.,
will be paid 'for by the bidder. If the bidder's plant is
located more than 400 miles fro~ Key Largo, then only
regular scheduled commercial airlines will be used for
travel. There will be two (2) people making these trips.
Any additional trips will be at the purchaser's expense.
2.26 Trade in Vehicle
2.26.1 All bidders are required to inspect the trade-in vehicle and
to offer a trade in allowance on their price page in their
bid. The vehicle is located at the Key Largo Volunteer
Ambulance Corps building at 98600 Overseas Highway, Key
Largo, Florida. Call 305-451-2766 for an appointment.

Air Horns with Compressor:
There shall be a two 15" chromed, brass air horn trumpets installed,
one on the side of each front fender. They shall be powered by a
Buell Quick Recovery 12 volt electric compressor with a minimum of

one drivers side floor switch, mounted as high as possible on the

detailed location of the drivers side floor switch shall be decided
at the pre-construction meeting.
Cab Runnina Boards:
There will be a set of .125" bright aluminum tread plate running
boards installed on the left and right, full length from the cab
wheelwell opening to the ambulance body. The outer edges shall be
machine formed and/or rolled to eliminate any sharp edges. The
front section will flare up and provide protection as a stone guard.
Outer Wheel Inserts:
The four outer wheels shall have Phoenix or equal ~tainless steel
wheel inserts that match ~he design of OEM wheel with stainless
steel hub and lug nut covers. Wheel inserts must meet Ford QVM
standards.
Exterior Apparatus Body:
The body shall match the existing units in service by the Key Largo
Volunteer Ambulance Corps. Minor details to be worked out at the
pre-construction meeting.
Cab-Body Provisions:
The ambulance cab' shall meet the requirements listed under paragraph
3.9.2 of the current Federal Specification KKK-A-1822.
Cab Stvle:
The cab shall be the OEM chassis manufacturer's cutaway cab and
chassis model, as specified in Federal Specification KKK-A-1822 at
Type III.
'Bodv Accommodations:
The ambulance body proper and patient compa~tment will be sufficient
in size to meet the requirements of this specification and those of
paragraph 3.10.1 of KKK-A-1822. The interior layout will be such
that a technician can administer life support treatments to at least
one patient during transit.

3ody. General Construction:
It is the intention of these' specifications to require that the
ambulance module body be of all aluminum, including all sub-frame
members. No rivets, screws or other fasteners will be used for the
attachment of any structural member.
Vehicle Body Structure:
All parts of the ambulance body, as specified in paragraph 3.10.6 of
Federal Specification KKK-A-1822, shall, where applicable, be of'
all welded construction. Where fasteners are used in such areas as
hinge attachment, hardware attachment, etc., the fasteners shall be
of aluminum or stainless steel, depending on the structural strength
requirement.
At a minimum, the body sub-structure shall utilize 2" x 1.5" X .125"
(1/8") 6063-T63 aluminum tubing side walls and 2" x 1.5" X .188"
(3/16") aluminum tubing on all superstructure stress points. Stress
points shall be defined as points where the side w~ll and floor
structures are jointed by welding. Non-stress point superstructures
may be 2" x 1" x .125" tubing. Under not circumstances shall any
structural materials used on the body be less than .125" wall
thickness. All superstructure stress points within the body
structure will be on a maximum or 14" centers.
Sidewall aluminum sheeting (skin) shall be one-piece .125" 5052-H32.
The roof shall be a minimum .090". No seams are permitted on either
the side wall or roof skins.
Driu Rails/Moldinos:
For structural integrity, the upper body (roof) drip rails will be
an integral part of the roof structure extrusion. All drip moldings
over compartment ,and entrance doors will be polished aluminum.
Installation of these moldings shall be such that will allow
replacement, but not be attached by welding, screws or rivets.
Insulation:
The body sha~l be insulated with a reflective backing air core
insulation that fully encapsulates the patient compartment interior.
The reflective backing shall cover both sides of the insulation
material. All seams shall be taped. No metal structural components
shall be exposed..
Body Mounting:
The body shall be mounted onto the chassis by means of steel

outriggers bolted to the side of the left and right frame rails with
two (2) 3/8w grade 8 bolts meeting chassis manufacturers
requirements for frame attachment. Between the top of the steel
outriggers and the body sleeper rail shall be 'a neoprene rubber
isolator block or -doughnutW bolted through the sleeper rail and
outrigger with a 5/8w grade 8 bolt. The system shall permit the
body to flex against the frame rail, relieving body structural
stress. There shall be a minimum of five (S) on each frame rail for
a total to ten (10). ~o rigid body to frame attachment process will
be accepted. The" proposed mounting system shall meet Ford QVM
standards for mounting the module to the chassis.
Door Hinaes:
All doors (including exterior compartment doors) will be mounted
using 3/16" pin stainless steel hinges. The hinges must be designed
with horizontal/vertical slotting for universal field adjustments.
The horizontal slot will be on the door frame and the vertical slots
on the door. _ Attachment will be 1/4 x 20 stainless steel bolts and
lock washers. Under no circumstances will self tapping screws or
rivets be permitted.
Door Design:
At a minimum, all doors will be a minimum of 2" thick with non-
settling type insulation. They will be flush with the body, not
overlapping. Exterior door panel and sides must be continuous.
Door framing with panel inserts is not acceptable. Gaps between
doors and body framing at the top and bottom of doors shall not
exceed 11/32" or be smaller than 5/32". The inner door panel must
be removable for access to all latching hardware. The inner patient
compartment door~panels shall be of 1/8" thick high impact polymer,
or equal, color-coordinated to the interior. Use of fabric or vinyl
is not permitted.
Door Latches and Hardware:
All opening and locking hardware furnished by the manufacturer for
the patient compartment doors and exterior compartment doors will be
flush fit on both the inside and outside.
When the doors are opened, the hinges, latches and door checks will
not protrude into the access area. All patient compartment doors,
as well as exterior compartment doors, shall employ the same type
locking hardware. All door latches, hinges and hardware will comply
with the requirements of FMVSS 206. All hardware will meet the

personnel traffic. An additional ftV" gasket with thermo-bonded
adhesive shall be installed in such a manner as to seal the opening
for the Nader pin latch. The combination of gaske~s shall provide
an environmental seal ag~inst water, dust and air.
Door Hold Ooen Devices:
The side patient module door and all exterior storage compartment
doors must have the equivalent of a spring-loaded cab-over door
holder to hold the doors open under all operating conditions and
angles.
Exterior Com~artment Doors:
The exterior compartment doors will be constructed to match patient
compartment module doors, including latching and lock hardware and
hinges. The inner door panels shall be attached with aluminum
rivets for easy removal and service of hardware, and not requiring
larger screws or inserts for subsequent installation. Doors larger
than 37" wide must be split to reduce the amount of door exposed to
traffic.
Unless otherwise specified herein, all exterior compartments shall
be constructed of a minimum .090" SOS2-H32 aluminum, and unless
otherwise specific herein shall be painted with Sikkens OTO textured
compartment coating. Inner door panels shall be bright aluminum
tread plate.

A slide-out battery tray shall be installed on the right front of
the body, just below the floor level. The door shall be constructed
in the same manner as all other exterior compartment doors and be
fully vented with machine stamped louvered (add-on type louvers not
a~ceptable) . - The sliders for the tray shall be stainless steel
ball-bearing type rated at a minimum of 250 lb. Capacity for long
term durability. All bat~ery cables routed to this compartment
shall match the minimum size required by the chassis manufacturer
for this type of installation. The entire installation must meet
Ford QVM standards.
Lower Rubrails:
Attached to the outer surface of the lower body skirt area shall be
bright aluminum extruded rubrails with scotchlite reflective
striping that measure a minimum of 2" wide x 3/4" thick. The center
section shall be recessed and will permit insertion of ICC lights or
reflector, if specified. The rubrail assembly shall be bolted to
the body superstructure (not screwed) and spaced away from the body
a minimum of 1/4" by nylon spacers to prevent accumulation of
corrosives. The ends of each section of rail shall be finished in
an aesthetically pleas~ng manner. No sharp edges shall be allowed.
Grabber Door Stay Bracket:
A 3" Cast Product #C10870-1 grabber door stay, with gasket set,
shall be installed at specified location to hold doors open.

Located above each fuel filler housing shall be a metallic label
that designates "Diesel Fuel Only" requirements. It shall be black
and white or equivalent contrasting letters a minimum of .5" high.
Rear Mudflaps:
Black hard rubber mudflaps shall be installed on the rear body wheel
wells.

The bulkhead directly behind the driver and passenger seats shall be
recessed back into the body a minimum 10" to allow full seat travel
in the rearward position and allow pace for placement of radio
transmitters and rain or turn-out gear. The recess shall be an
integral part of the body construction and framed of aluminum tubing
and .125W aluminum sheeting. The outer surface of the wall shall be
covered with vacu-formed polymer or equal panels that match the
color of the cab interior. These panels shall not exhibit any sharp
edges or corners and provide for simple cleaning and sanitizing of
the interior.

:Interior Personnel Safety Reauirements:
Reduction of possible inju!y to attending personnei is of critical
importance in the award of this contract., The interior of the
patient compartment will be free of all sharp projections. Exposed
vertical edges and corners will be broken with a minimum 2" to 3"
:adius. The 2" to 3" radius corners shall be an integral part of
the cabinet construction with.a smooth continuous surface with no
edges or seams. This will provide protection of personnel against
blunt impacts and eliminate harboring of bloodborne pathogens. All
other edges and corners shall be adequately padded. To meet the
stringent requirements OSHA 1910.1030 Bloodborne Pathogens, no
upholstery within the patient compartment shall be supplied with any
form of stitching: or other form of manufacturing that causes
penetration of body fluids in the vinyl upholstery material. The
surfaces shall be capable of cleaning and disinfecting with clinical
type procedures and chemicals. All seat cushions shall be quickly
removable without the use of tools for cleaning or contaminates from
beneath the cushions.
:Interior Finish:
The finish of the interior patient compartment, including storage
cabinets and equipment, will be impervious to soap and water,
disinfectants, mildew and will be fire resistant as per FMVSS 301.
The surface material required under this contract must be a high
quality thermoformable polymer, and/or yacu-formed high impact
polymer.
Due to problems with mica type products, such as chipping, cracking,

All specified interior medicine cabinets shall be provided with
specified number of adjustable shelving. The front bulkhead
interior/exterior access adjustable shelving will be provided with
heavy duty brackets for universal adjustment and heavy weight
carrying capability.

plexiglas doors at ceiling level extending from the rear doors to
the front wall. All three (3) cabinets shall be a minimum of 16n
high x 39.2n long x 18.7n deep. All three (3) shall have one (1)
adjustable shelf.
Between the rear of the open actionwall/work counter and the rear
entrance doors shall be four (4) medicine cabinets with sliding
plexiglas doors measuring a minimum 12.7n high x 19.5n wide. The
forward two cabinets shall be a minimum of 18.7" deep and the
rearward two shall be a minim~m of 4" deep. Below the rear section
of the work counter shall be one (1) medicine cabinet with sliding
plexiglas doors measuring a minimum of 6.2n high x 26.5" wide x
18.7" deep. All four (except the medicine cabinet) shall have one
(1) adjustable shelf.
At the front of the left wall, at the top, shall be a small drug box
with a locking latch.
The actionwall/work counter shall measure a minimum of 79.2" long x
15.5" deep. At the rear of the counter, there shall be a fixed
shelf with a 1" lip, attached to the side wall 8n above the counter
top for the LifePak. At the front of the counter, there shall be a

heater core placement. Air intakes at ceiling level are not
permitted.
Between the life support equipment cabinet and the left main wall
shall be an electrical cabinet. The lower edge of this cabinet
shall have a minimum 2" to 3" radius. A maximum sized hinged access
door shall be provided on the face of this cabinet to permit direct
service access to the electrical control panel.

material. The entire center section of each door shall have a
vented radiuses plexiglas window insert that permits visibility to
full height of the cabinet storage area. A stainless steel
continuous hinge shall extend full length of each door. There shall
be two (2) securing latches, one at the top and one at the bottom.
Two-Tone Cabinet Laminate:
Located on the left wall,.above-the counter top at the seat, shall
be one fixed shelf to store the LifePak unit. It shall be
constructed of 1/2" plywood laminated with gloss white mica on top
and bottom. There will be a high impact white vinyl molding on the
edges. The shelf shall e angled with the front edge lower than the
rear edge. size to be determined at the pre-construction meeting.
Door And Entrance Grab Handles:
One individual door grab handle will be located on the inner door
panel of each entrance door. The grab handles constructed of a
minimum 1.25" ribbed extruded tubing with chromed stanchions
fastened to reinforcement plates. The door handles will be placed
horizontally and then curve down to the outside corner of the
entrance doors. On the left rear wall entrance and right wall at
the side entrance door shall be a straight rail approximately 12"
long that matches the material of the door rails.
Handrail Overhead:
An overhead gFabrail shall be fastened into the ceiling to
structural supports. The rail shall extend from the front bulkhead
area to the rearmost ceiling structure support in front of the rear
entrance doors to minimize exposed ends that present head impact
injury. construction shall be a minimum 1.25" in diameter with a
ribbed surface for positive gripping characteristics. No smooth

the seat base. Belts shall be tagged as to compliance with FMVSS
requirements. The belts shall retract into a hard plastic housing
and have automatic locking inertia devices built in the mechanism.
Color shall be blue.
Seat Belts:
The manufacturer shall provide seat belt and shoul~er harness
combinations for the driv~r and passenger seat in the cab of the
vehicle. The cab seat belts shall be those supplied with the chassis
OEM. Further, seat belts shall be provided for the attendant seat in
~he patient compartment at the head of the primary stretcher area.
.\ minimum of three seat belts shall be provided on the squad bench.
These belts shall not only provide for three (3) seated passengers,
but also for a supine patient. All belts shall be retractable into
plastic, protected housings. Retractors shall be installed on the
back wall, not on the face of the squad bench. Exposed belts are
not allowed on this contract. All belts shall be anchored to the
chassis or specifications. Torque settings shall be recorded on the
ambulance's Quality Control (QC) reports and available for inspection
at time of delivery.
Biohazard Waste Dis?osal:
A slide out drawer shall be installed at the front end of the squad
bench that opens into the stepwell area. It shall contain two (2)
removable containers. container #1 shall be a hospital grade sharps
container with a lid that seals for proper disposal. Container #2
shall be a pl~stic trash container with red plastic liners that are
marked "BIOHAZARD WASTE". The construction of the compartment shall
be of a seamless vacu-formed polymer, or equal. The interior will
be sealed to isolate the containers from equipment stored beneath
the squad bench.. An orange and black biohazard metal placard shall
be attached to the front face of the drawer.

interior color scheme. -
Floorina Rolled and Recessed:
The interior floor shall be recessed 1/4" and rolled up under the
left side wall and right side squad bench a minimum or 3". To
facilitate ease of cleaning and to prevent the accumulation of
bacteria or other contaminants, there will be no seams or moldings
on the rolled section of flooring.
Cot Fastener:
A Ferno-Washington 175-5 cot fastener shall be installed in
compliance with AMD Standard 004. The installation shall provide
single placement of a specified all-level cot as close as possible
to the side wall with the fastener rail bolted into the side wall
permanently and the front antlers removable.
Patient Com~artment Door Windows-Rear:
Located in the two (2) rear patient compartment entrance doors shall
be a minimum 22" high x 18" wide window set in extruded aluminum
framing with an anodized black satin finish. Each window frame
shall be fitted and mounted with neoprene rubber seals and be
environmentally tight. Each window shall be sliding type with
removable screen. The glass shall be automotive safety type,
tempered and dark tinted (minimum 31%)for privacy and heat
deflection.
Patient Com~artment Slide DoorlWindow:

cushions using seams and stitching will not be accepted at time of

Environmental svstems:
The vehicle will be equipped with a complete climate environmental
system to supply and maintain clean air conditions and a comfortable
level of inside temperature in both driver and patient compartments.
The system design will permit independent control of the environment
in each compartment. The emergency vehicle will be equipped with
heating, ventilation and air conditioning systems that can be made
to collectiv~ly operate using re-circulated air and ambient air and
will be capable of maintaining interior temperature within the
established comfort zone of 65 degrees Fahrenheit.~ to 78 degrees
Fahrenheit, when operateabetween 0 degrees to 95 degrees Fahrenheit
ambient. positive pressure will be attained through the fresh air
ventilation system either apart from, or as in integral part with
any of all three. Environmental systems components will be readily
accessible for servicing at ~he installed location without
necessitating removal of any cabinets, walls or partitions, There
shall be an extended removable one piece blower assembly. Removal
shall be accomplished by four (4) screws. Blower assembly shall
have dual wheels and a permanent magnet. The suction hose routed
from the compressor to the rear evaporator will be insulated.
The unit shall have copper tubing with aluminum fin heat cores that
have sixteen (16) passes and the copper tubing with aluminum fin air
conditioning core will have forty-eight (48) passes. The blower
motor shall produce 475 CFM at "0" static pressure drawing a maximum
13 amps at 4200 RPMs. The air conditioning unit at 1" static
pressure shall produce 330 CFM ad draw a maximum 11 amps. BTU
output for the air conditioning shall be a minimum 27,700, and the
BTU output for heat shall be a minimum 36,000. NO EXCEPTIONS.
Air Conditioner Diaital Thermostat Tem~erature Control:
The patient compartment system shall be operated from the action
wall console. ~ on/off switch shall be installed on both the front
and rear switch panels. Temperature controls shall be accomplished
through a digital thermostat on the wall that will automatically
maintain a constant compartment temperature from both heating and
cooling modes by setting the desired thermostat temperature range.

Epom/Nomex. The air conditioning and heat system drain hose shall.
be a high quality flexible PVC compound made of KURl TEC
formulation. It shall be a high gloss crystal clear tube with a
glass smooth interior to reduce sediment buildup. The tube shall be
no toxic blue tint in compliance with FM-CFR Tital 21. The tube
must be NSF certified under standard 51. NO EXCEPTIONS.
Exhaust Fan And Static Air Intake:
The vehicle will be equipped with a power 240 CFM exhaust fan
capable of exchanging the ambient air every two miriutes located at
the rear of the interior with a single speed switch for operation
located on the action wall switch panel. Located on the opposite'
front wall will be a static intake duct having a manually adjustable
louvered intake seal that will allow it to be completely isolated
from the outside environmental conditions.
External Mount Auxiliarv Air Conditioner Condenser:
A 2564 CFM / 55,000 BTU auxiliary air conditioner condenser shall be
installed. It shall have two (2) 12" push fans and draw a maximum
16 amps.
Location to be determined at the pre-construction meetings.
Drain Hose:
The drain hose used on the air conditioner unit shall be Hospital
Approved clear vinyl. NO EXCEPTIONS.
ELECTRICAL SYSTEMS AND COMPONENTS
Electrical Svstem - General Reauirements:
The ambulance electrical system shall be equipped with, but not
limited to the following: 12 volt operating system, generating,
starting, lighting, visual and audible warning systems, specified
OEM electronics equipment and devices including master consoles
located in the cab and patient compartment, and other optional

accessory wiring, as specified herein.
The electrical systems and equipment shall comply with all
applicable FMVSS/FMCRS regulations and shall also conform to all the
applicable SAE recommended standards and practices whether or not
specifically referenced in this document while complying with the
sub-paragraphs herein. All electrical loads thereby not exceeding
the vehicle's generating system capacity. All electrical system'
components and wiring shall be readily accessible through access
panels for checking and maintenance. All switches, indicators and
controls shall be located and installed in a manner that facilitates'
easy removal and servicing. All exterior housings of lamps,
electronic devices and fixtures shall be corrosion and weather
resistant.
Electrical System Guidelines:
In order to eliminate problems with the use of solenoids and
terminal strips, (i.e., corrosion and heat build up) the electrical
system shall be totally solid state, Federal Signa~ Corp. PC-9, or
equal, cold wired activated des1gn incorporating the use of high
quality continuous duty PC boards, all controlled by an on board
processor. NO EXCEPTIONS.
All wiring shall be rated as GXL-SXL or SGX per SAE J-1127 and or J-
1128 as high temperatures automotive cross-link. Circuit functions
shall be imprinted in contrasting lettering on wire insulation at
intervals not greater than three (3) inches. Exception is taken for
wiring systems supplied by component manufacturers. All wiring
connections shall be made with high quality crimp type terminals
insulated within multi-conductor housings where practicable,
otherwise each t~rminal shall be insulated individually.
Standard equipment control circuits for the ambulance shall be
mounted on heavy duty printed circuit boards. To minimize poor
terminal connections and continuity, the use of additional terminal
blocks after the circuit leaves the control board is not permitted.
The relays and circuit breakers shall plug directly into high
quality sockets that are soldered permanently onto the printed
circuit board. The control board shall incorporate manual reset
circuit breakers that have a white pop-up indicator button that is
clearly visible when inspected.
To enhance and simplify field serviceability, the circuit board
shall be required to be of modular design, with the main printed
circuit board being the "mother board" and the logic board being the
"daughter board". The logic board shall simply unplug from the main
mother board, should failure occur.

Additionally, this contract will require a circuit diagnostic system
that indicates power to each individual circuit. The control board
will be mounted in a well ventilated compartment separate and
distinct from all other compartments and easily accessible without
use of tools.
All circuits are to be enclosed in plastic or nylon loom. Any loom
attachments to the frame or body are to be made with stainless steel
rubber insulated -J. or .C. clops with stainless steel screws
and/or bolts. A service loop of wire or harness shall be provided
at all electrical components, terminals and connection points.
The wiring shall be routed in conduit or high temperature looms with
a rating of 280 degrees Fahrenheit. Where wiring passes though any
wall or partition there will be a protective cover on all edges.
All added wiring shall be located in accessible, enclosed and
protected locations and components and kept at least six (6) inches
away from the exhaust system components. Electrical wiring and
components shall not terminate in the oxygen storage compartment,
except for the oxygen control solenoid (when specified), compartment
light and switch plunger..
No "Scotch-Loc" or "Scotch Add-A-Splice" or equivalent type
connectors shall be used. NO EXCEPTIONS.
Wirina Criteria:
All wiring devices, outlets, etc., except circuit breakers, shall be
rated to carry at least 125% of the maximum ampere load for which
the circuit is protected. There shall be a main electrical panel
located in a separate cabinet within the patient module. Electrical
control panels located in any exterior compartments will not be
acceptable due to subjection to corrosive environments. It is
preferred that this panel be mounted on or near the bulkhead of the
patient compartment and be accessed by a hinged, locking polymer
cabinet door. Circuit breakers, relays and diodes shall be mounted
on this panel. NO EXCEPTIONS.
Main Wirina Harness:
The main wiring harnesses shall be routed down the center of the
patient compartment headliner behind a polymer cover. All ground
wires shall be black. No other black wires are permitted. A six
(6) inch expansion loop shall be located at each end of each wire.
RF Shieldinq:
All electrical devices and equipment installed which produce RFI,
shall have the proper filters, suppressor or shielding to prevent

, electromagnetic radiation and the resultant interference to radios
and other medical electronics. All chassis to module body ground
cables shall be RFI braided'type. NO EXCEPTIONS.
Enaine Hiah Idle:
(FORD MOTOR CO. STANDARD)
An engine high idler device shall be incorporated into the
electrical system. This system can manually be activated to
increase the RPM level to a factory preset high idle condition
(minimum 1300 rpm's) to prevent battery damage and to maintain
cooling efficiency of the engine during prolonged idle situations.
The throttle controls will be automatically disengaged anytime the
brake pedal is depressed or the clutch is depressed on manual
transmission or the shift selector is moved into a forward or
reverse mode. The system shall additionally permit manual
deactivation via a marked switch on the cab control console.
Automatic Load Manaaement and Seauencer System:
A'load management system shall be incorporated int~ the electrical
system that sequentially.switcnes .on" and .off" up to eight (8)
relays at 1/2 second intervals. Individual switches may select a
combination of outputs. The switches may be used to turn the
outputs "on" and "off" at any time. In addition, the Load Management
System shall monitor the vehicle's battery voltage. When electrical
loads exceed the alternator output resulting in voltage drops, pre-
selected outputs shall be individually de-energized. Only those
circuits required to stabilize the charging system and maintain the
system voltage shall be energized. The shut down sequence may be
altered by programming switches internal to the Load Management
System. NO EXCEPTIONS.
Digi tal Ammeter :'
The electrical system shall incorporate a digital ammeter which is
capable of indicating a current of 200 amperes to or from (charging
or discharging) the batteries. The ammeter shall be located on the
front console fully visible to the driver in any lighting condition.
The ammeter shall show the battery state as charge or discharge.
The shunt shall be protected against weather and road spray and
shall be mounted in an easily accessible location which shall
minimize the length of the power cables. NO EXCEPTIONS.
Digital Voltmeter:

Patient Comnartment Controls':
All switches and controls for the patient compartment, including
those for the heater/air unit. Shall be located on a service panel
in the action area. At a~minimum, the following switches shall be
provided:" (2) dome light circuits with high and low intensity
function; environmenta~ system power; exhaust fan; suction pump;
check out light control; and two (2) spares (unless otherwise
specified equipment herein requires use of the spare circuits). ~he"
switches shall be of the same design and construction as found in
the driver's control console. These switches shall not be activated
unless the -Master Module Disconnect* switch in the driver's console
is in the -ON" position. The switch panel shall be mounted on a door
that allows access behind the panel for service.
Markina of Switches. Indicators and Control Devices:
All switches, indicators, and control devices supplied by the
ambulance manufacturer shall employ color-coded nomenclature inside
each individual switch. "Backlighting shall be activated when the
-Master Disconnect" switch is turned on.
Diaital Clock:
There shall be a digital clock installed as an integral part of the
rear control panel. The digits shall be a minimum of 3/4N and
display hours, minutes and seconds in military time.
Power Distribution:
The emergency vehicle shall use OEM chassis starting system. A
heavy duty, manual master ON/OFF switch rated at a minimum of 200
amperes continuous duty shall be provided. Any bussbar utilized in
the system shall be copper. The switch shall be different in shape
and appearance from all other switches and labeled BATT ON/OFF. A
-Battery On" indicator lamp shall be provided on the cab console.
Wiring shall conform to current KKK-A-1822 revision.
Radio Provisions:
The vehicle will be equipped with prew~r~ng and circuits for
connection of EMS radio transmitter. This circuit will be plainly
identified on the electrical panel or compartment where the radio
transmitter is designed to be mounted. Wiring to the connection
terminal will not be less than 10 gauge.

Whelen AMB2D188 Strobe Flashing Liaht System: '
The emergency flashing lights shall conform to current KKK-A-1822
requirements and flash patterns. The flashing lights shall be
Whelen System AMB2D188. The system includes two (2) UPS188 style
power supplies with synchronizer, LED diagnostic indicator panel,
all cabling and connectors, four (4) Whelen 97 series red strobe
flashers one on each upper side body corner. The rest of the
required body flashers shall be located inside the Whelen front and
rear light bars. There shall be two (2) 73 series strobe flashers,
with red lenses, mounted one on each chassis front fender located as
far forward as possible mounted in 15 degree cast bezels and two (2)
73 series strobe flashers, with red lenses, mounted in cast bezels
in the chassis grille as high and as far apart as possible. The
power packs and synchronizer shall be mounted in the best
appropriate location to be determined at the pre-construction
meeting. The diagnostic indicator panel shall be mounted in
electrical distribution ~anel. -
NOTE: THE FRONT AND REAR 97 SERIES FLASHING LIGHTS ARE REPLACED BY
THE WHELEN 5000 SERIES FRONT AND REAR LIGHT BARS. THE REAR 73
SERIES FLASHING LIGHT IS REPLACED BY THE REAR WHELEN 5000 SERIES
LIGHT BAR.
Whelen Strobe Liahts:
Two (2) additional Whelen 97 Series lights shall be provided. The
lights shall be surface mounted where specified. The strobes will
flash a minimum of 40 double flashes per minute.
Location - On rear of body, mounted so as to shine through the rear
door windows when the doors are open.
Light Bar Front:
A Whelen model 5000KKKFS Super AdvantEdge+Plus light bar shall be
installed flush on the upper front body, extending from outside edge
to outside edge. It shall incorporate two (2) red strobe outer
flashers and one (1) clear center strobe flasher, plus four (4)
halogen rotators with six (6) mirrors and red ,lenses. The flashers
shall be incorporated into the current KKK-A-1822 flasher pattern
and circuit. Five (5) amber body clearance marker lights shall be
installed on the top of the light bar housing. This light bar
replaces the standard center white flasher, the two outer red
flashers and the front body ICC lights.

Liaht Bar Rear:
A Whelen model 50000KKKRS Super AdvantEdge+Plus light bar shall be
installed flush on the upper rear body, extending from outside edge
to outside edge. It shall incorporate two (2) red strobe outer
flashers and one (1) center amber strobe flasher, plus four (4)
halogen rotator switch two (2) mirrors with reed lenses, and two (2)
17 degree. angled halogen scene lights. The flashers shall be
incorporated into the current KKK-A-1822 flasher pattern and
circuit. Five (5) red-clearance body marker lights shall be
installed on the top of the light bar housing. This light bar
replaces the standard center rear amber flasher, the two outer red
flashers, and two loading lights, and rear body Ice lights.
Alternatina Flashing Headliahts:
Alternating headlight flashers shall be provided on a separate
circuit.
Electronic Siren:
A Southern Vehicle Products model SA430 solid-state electronic siren
with attached noise-canceling microphone shall be installed flush in
the cab console. The amplifier shall be mounted in a well
ventilated remote location with easy service access. Operating
modes shall include: Yelp, Wail, Phaser, P.A., Air Horn, and radio
re-broadcast.
Speaker:
Two (2) Federal BP3S0 Series speakers shall be mounted recess
mounted in the air dam under the front bumper. Installation shall
permit towing.
Clearance Liahts:
Upper body clearance lights shall be provided with the Whelen light
bars. Located at each body corner.shall be body reflectors. All
lights and reflectors shall conform to Federal ICC guidelines for
quantity, location and color.
Located on the left and right rear body panels, at beltline level,
shall be a red 4" round flush rubber mounted turn signal indicator
light.
Compartment Door Reflectors:
Each ambulance compartment door shall be provided with a minimum 3"
red reflector in the lower outer corner to provide maximum

visibility when the doors are in the fully open position. The
reflectors in the patient compartment doors shall be recessed into
the vacu-formed ABS door panel, or equal and npt protruded into the
entrance way.
Upper Side Body Scene Liahts:
Located on the left and right side of the ambulance upper side body
or roof shall be two (2) Whelen 97 OptiScene halogen lights. Both
the left and right lights will be activated by a separate lighted
push-button switch on the front console, appropriately labeled and
backlighted legends. In addition, the right side light will be
automatically activated whenever the right patient compartment door
is opened. The lights will incorporate a 13 degree angled light
projection.
Rear Scene Light Switch:
Located on the cab console shall be a switch to activate the rear
scene lights. This feature will be in addition to the automatic
feature.
Tail Liahts:
Whelen 64F series stop/tail lights with red lens and chrome bezel
and Whelen 64 series turn signals with amber arrow with black
silhouette and chrome bezel shall be mounted on the rear body. NO
EXCEPTIONS.
License Holder With BacKuP Lights:
Two (2) 2" x 7" ,backup lights shall be incorporated into a rear
mounted license plate housing constructed of high impact vacu-formed
polymer, or equal recessed into the rear kick panel. The backup
lights shall be activated wherever the transmission gear selector is
in "reverse".
Patient Compartment Liahting:
There shall be a total of seven (7) interior overhead dome lights
furnished with both high and low intensity settings. These lights
shall be dual element halogen/incandescent bulbs and configured to
meet the minimum lumen requirements of current KKK-A-1822. The
circuitry shall permit operation of either the left or right bank of
lights independently.
All lights shall be Whelen #8635CU.
Patient Compartment .Check-Out" Lights:

A minimum of two (2) patient compartment .check-out~ lights, per the
current KKK-A-1822, paragraph 3.8.5.2 shall be furnished and be an
integral part of the dim cirCuit dome lights. A five (5) minute
timer switch shall be wired directly to the ammeter shunt (battery
side of load disconnect switch) that is activated'by a separate
push-button switch on the rear control console. This circuit shall
permit low amperage activation of interior lighting for personnel to
check or restock the patient compartment without necessitating
activating the battery and Master Module Disconnect switches. NO

Power Door Locks For Patient Comoartment:
To provide security to equipment and controlled substances carried
on board, the patient compartment entrance doors, all exterior
compartment doors, and interior/exterior access doors in
coordination with the cabs electric door locks shall be provided
with an electric lock security system. The locking mechanism shall
be actuated from either the left or right cab door locks. The
locking system shall also provide for a fail-safe system that
permits the doors to be accessed with conventional key lock should
there by an electrical power failure or the batteries are .
disconnected. Additionally, located t both the side entrance and
rear entrance doors to the patient compartment will be actuating
switches for the locking system, any switch shall activate all
electric door licks. An additional hidden water proof momentary
toggle switch, with rubber boot, to activate all door locks, shall
be provided under compartment L1, at the center.
Radio Power Lead:
There shall be a 12 volt 20 amp radio power lead run from the
electrical distribution panel to the compartment L2 to provide
dedicated power for the radios. Eight (6) gauge wire shall be used.
12 Volt Outlets:
There shall be two (2) 12 volt outlets provided that meet the
requirements of KKK-A-1822 with medical isolator. There shall be
two (2) on the action wall control center.
These outlet's shall be 20 ampere capacity meeting military
specification MS3112E12-3S with mating plug MS3116F12-3P, as
outlined in KKK-A-1822, paragraph 3.7.7.3.
Door Ooenina Warnina Indicators:
There shall be a graphic depiction of the ambulance located on the
console that graphically indicates either an entrance door or any

Recessed Step Light:
A recessed 4- light with clear lens shall be provided to illuminate
the step at the location specified.
Hand Held Suotlight:
A 450,000 CP hand held spotlight shall be supplied. It shall be
hard wired under right side of cab dash. A snap type clip shall be
included for subsequent hanging installation for the spotlight by
the purchaser. Spotlight must have an intermittent switch.
Master Cab Control Console:
The drivers compartment master controls shall be 19cated on a vacu-
formed or equal console mounted'on the engine cover housing. It
shall not be fabricated in any manner that exhibits sharp edges on
any surface or edge. The console shall be removable for fast and
simple access to the engine compartment.
The following shall be instal~ed on the console: All emergency
light function switches; left and right scene light switches; rear
heater and air conditioner blower motor switch; siren/horn relay
switch; and spare circuit switches (unless utilized for optional
equipment specified herein). To the right of the switches shall be
a graphics display that includes the door ajar display panel,
digital voltmeter and digital ammeter. Convenient to the driver
shall 'additionally be the control head for the specified siren.
Space below the control panel shall be left void for flush mounting
of two-way radio control heads. The exact placement to be worked out
at the pre-construction conference.
Back-Uu Alarm:
The back-up alarm shall consist of one (1) 97 DB (A) signal
electronic alarm wired into the chassis back-up lights to signal
when the vehicle is in reverse. There shall be no over ride switch
to this alarm.
Radio Coaxial Cables:

There will be four (4) RG58U shielded radio coaxial cables
installed, from the rear of the patient compartment ceiling thru the +-----------~

raceway to compartment L2. There will be a minimum of 36- minimum
of 36- extra cable in compartment.
Radio Cable Conduit:
A minimum 1.25- conduit will be installed and routed from the action
wall cabinet to the cab.
Rear Stereo Speakers:
Located in the patient compartment shall be two (2) radio speakers .
with fader switch on the rear console connected to cab stereo radio.
The location of the speakers shall be determined at the pre- .
construction meeting.
Electrical Svstem:
The vehicle $hall be furnished with a 2-wire plus ground 120 volt AC
wiring system that is separate and distinct from the vehicle's 12
volt DC wiring system(s). The .120 volt AC electrical system,
including wiring and associated equipment, shall comply with Article
551 of the National Electrical Code. This. system is to be used
while the vehicle is on standby for powering maintenance devices,
medical equipment, battery chargers and any other device(s) deemed
necessary by the purchaser. .The 120 VAC system shall incorporate a
ground fault circuit interrupter (GFCI) device and a 15 ampere
circuit breaker which can be used as a -Master" 120 volt disconnect
switch. The GFCI and circuit breaker may be an integral unit.
Shore Power Input:
A 20 amp, 110 volt shore power input receptacle shall be
conveniently located at the front left side of modular body. It
shall be provided with a weatherproof. Spring-loaded cover and a
matching female plug.
Batterv Charqer:
A supersmart charging system (20) amp shall be installed and
connected directly to the shoreline. The system shall provide a
signal if battery voltage drops below 11.5 volts. The
microprocessor is continuously powered from the battery to provide
charge status. Equalization charge only occurs when necessary, not
with every cycle. The system will fully charge batteries while
allowing up to B amps of parasitic load. A remote charge indicator
panel will be located next to the shoreline connection.

A Vanner 1000 watt inverter with transfer relay shall be installed
in a separate compartment. The compartment shall have a minimum of
two vents to permit adequate air flow for cooling.
The inverter shall be located in compartment L2. '
The inverter shall power all four of the interior 110 volt outlets.
Interior Du~lex Receptacles:
There shall be four (4) GFI protected 15 amp duplex receptacles .
furnished with indicator lamps in or at each receptacle to indicate
that the outlet is energized. Two shall be located at the front of
the Action Wall. One shall be located at the rear of the Action
Wall. Above the LifePak shelf. one shall be located inside
compartment R1, on front wall at top center.
LIFE SUPPORT EOUIPMENT
OXvaen Com~artment:
An oxygen compartment shall store the main oxygen tank, allow rapid
and easy access to the oxygen tank securing devices and provide for
simple tank replacement without the use of tools. In accordance
with the latest KKK-A-1822 specification the oxygen compartment
shall be designed solely for. the storage of the main oxygen tank
with no other equipment storage designated for that compartment.
Oxvaen Svstem:
The system will comply with current KKK-A-1822 m~n~mum requirements.
In addition to these minimums, where the system utilizes fittings,
they shall be gas specific rough in assemblies with a matching gas
specific latch valve assembly. All hose crimps will be machine
pressed. All hose will be rated at a minimum of 1000 PSI burst
pressure and be conductive type.
The manufacturer will provide flush mounted medical oxygen outlets,
as specified below They shall be compatible with Ohmeda (Ohio)
and be flush in the Action Wall control panel and/or wall.
There will be two (2) outlets on the Action Wall.
Additional Oxyaen Outlet:
An additional oxygen outlet shall be installed.
Location - At the front of the right wall, above arm rest.

Oxyaen Tank Gauae:
There shall be a single oxygen pressure gauge located on the Action
Wall to show total tank pressure.
Oxyaen Flowmeter:
2 medical' oxygen flowmeters shall be furnished that plugs directly
into the specified oxygen outlets. It shall be a pressure
compensated type that ~ermits flow rates from 0-25 LPM.
Oxyaen Pressure Reducer Valve:
A medical oxygen pressure reducer shall be furnished that is
compatible with the specified oxygen cylinder. It shall be preset
at 50 psi.
Oxvaen Tank Bracket:
The oxygen tank storage compartment shall be provided with a
retention bracket to secure an -ftHN size medical oxygen tank. The
bracket shall be designed to allow replacement of the tank without
the use of tools. The installation shall be certified to meet AMD
Standard 003 and current KKK-A-1822 for crashworthiness. It shall
be installed in a compartment as outlined elsewhere in these
specifications. Compartment.Ll.
Suction Collection Device:
The suction collection device shall be an S-SCORT brand provided
with a matching quick disconnect plug for the suction outlet on the
control panel. It shall be provided with a disposable 800 CC
collection jar and have a large, easy to read gauge. The location
of the device on the Action Wall will be decided at the pre-
construction meeting.
Vehicle Weiaht And Payload Requirements:
The ambulance payload allowance shall be determined and displayed in
accordance with the requirements outlined in Federal document
KKK-A-1822, paragraph 3.5.2 and displayed on a ftWeight/Payload
Certification Sticker". The sticker shall be located in a
conspicuous location in the ambulance. The payload shall be over
and above the specified curb weight (see KKK-A-1822, paragraph
3.5.1) of the ambulance and include specified options, miscellaneous
medical equipment, and communications equipment that is
appropriately distributed within the ambulance. Optional specified
within the ambulance. Optional specified equipment exceeding the
minimum requirements of KKK-A-1B22 may be subtracted from the

All raw metal shall then be primed with a chromate based phosphoric
acid catalyzed self-etching wash primer to provide superior
corrosion resistance and excellent adhesion of the top coat. Next,
an acrylic urethane primer-sealer shall be applied to guarantee ~
excellent hold-out and a uniform base color. The third step
includes a two-component surface to provide good enamel hold-out of
the top coat. Finally, a lead-free, chromate-free medium solid
acrylic urethane top coat shall be applied, providing excellent
coverage and fturability.
Color - Bright white to match the Ford cab.
Rust-proofina:
The cab door panels, rocker panel, fenders and under carriage of cab
and body shall be rustproofe~ with a process that is warranted
against rust-through for a period not less than five (5) years.
Star of Life Ambulance Decal Packaae:
A set of Star of Live Ambulance decals shall be installed, as
directed by the purchaser. They shall be Scotchlite reflective
materials, matching the standards of the current Federal Document
KKK-A-1822 and consist of the following: (3) 7w -AMBULANCE"; (1) 5"
mirror image ~AMBULANCE"; (2) size C (18") Star of Life; (2) size B
(14') Star of Life; (1) 32" Star of Life (center of room - non-
reflective); and (2) 4" Star of Life. All decals shall be
individually die cut.
ABC Extinguisher:
Two (2) 5 Ip. ABC stored pressure dry chemical extinguishers shall
be provided with a heavy steel wall shall and corrosion resistant
aluminum handles. The extinguishers shall have a pressure gauge and
come pressurized,with Triplex dry chemical. The mounting locations
shall be determined at the pre-construction meeting.
