Approval of a proposed additional component to our FOOT resolution from the last
SOCC meeting,
ITEM BACKGROUND:
Projects currently scheduled for completion under the FOOT 5-Year Work Plan that
COULD include stormwater drainage elements SHOULD include stormwater drainage
elements, even if that means a greater length of time for completion of those projects, In
essence, we're asking FOOT to deal with stormwater run-off implications associated with
their projects at the time of the project construction, as opposed to our having to pay for it
somewhere down the line,
PREVIOUS RELEVANT BOCC ACTION:
In 1999, the SOCC approved a contract for a Stormwater Run-off Master Plan that will
cost hundreds of thousands of dollars, and is expected to result in recommendations that
will cost many millions of dollars to implement. We are currently applying for a number of
grants to help offset the impacts of the stormwater run-off issue,

CERTAIN REQUESTS OF THE flORIDA DEPARTMENT OF TRANSPORTATION

FLORIDA:
Section!. The following are requests made of FDOT regarding the Deportment's
work and projects in the Florida Keys:
1 , More detailed project descriptions and materials be provided to the County
Commission as soon as possible prior to the workshops.
2. A safety action plan to make the current 18 Mife Stretch sofer even if the road
is not widened.
3. Response to concerns about traffic congestion and accidents on Big Pine Key
as soon as possible.
4. Safety improvements On Crane Boulevard, where Sugar!oaf E!ementary and
Middle Schools are iocated.
5. Consideration of traffic signals on US 1 at Big Coppltt Rood; East College Road,
Stock island; and High Point Rood on Plantation Key at site of piOposed Sheriff's facility,
6, The immediate construction of one two-lane bridge over Jewfish Creek on the
18 Mile Stretch.
7. Notification by fax or e-mail to the County Commission prior to the placement

8. Realign and/or replace Mile Markers on US 1 which \Nere damaged or
destroyed by hurricanes or otherNise.
9. Approve the placement of "No Wake Zones" as requested by Monroe County
Marine Resources and fhe Board of County Commissioners.
10, Signs in the Big Pine Key crea be illumincted or improved in order to make
travelers more aware of the need for protection of the Key Deer population.
11, Repair non-working lights on Boca Chica bridge.
12. Level out the bumps on the old Seven Mile Bridge,

Section 2. The Board would like to thank FDOT for its efforts to make the US 1
corridor safer for non-motorized users in the proposed $12 million design and construction of
the Overseas Heritage Trail.
Section 3. The Clerk is hereby requested to forward a copy ot this Resolution to the

In response to your request, the following is my understanding of the work. I have contacted FDOT to
get additional information and to verify my understanding,
1, SR-5/Big Coppitt Key (from Rockland Bridge to Old Boca Chica Road) currently
scheduled for 01/02
This is the addition of a continuous centcr turn lane throughout Big Coppitt Key. We are
checking on the length of the project. Tlus project has been requested by the B.O.C.C,
2, SR-5/US-t Bahia Honda Key (From Bahia Honda Ree. to Little Duck key) currently
scheduled for 00/01
Paved shoulders are being proposed so that there will be six feet on each side. A portion
of this area does not have any paved shoulders right now while a majority of the section
has four feet paved shoulders, We voiced our objection tO'the project because it could
conflict with the proposed bike path,
3. SR-5/US-l Overseas Highway (phases I and II) (from North of Cow Key Channel to
Abaco Road) currently scheduled for OO/Ol
These two projects resulted from the Turn Lane Study requested by the B,Q,C.C.
Various intersections throughout the Keys were studied and many locations proved to be
candidates for improvement, Money has been set aside for some work by creating these
two projects, We have called FDOT to see if they have identified which intersections are
proposed for Phase I and II.
