Consideration of contract amendment number 3 between the County and CH2MHill to complete
the Sanitary Wastewater Master Plan.
ITEM BACKGROUND:
As the Master Plan comes to completion, much of the remaining project energy will be placed in
public outreach efforts. Based on the current direction of our efforts several revisions are being
suggested which will enhance the public outreach program in the remaining months. There is
NO CHANGE in the contract amount or time table.

Revision of CH2MHill Contract

Staff is recommending a reVISIon to the CH2MHill Contract to complete the
Sanitary Wastewater Master Plan. The revisions only involve components of Task
II, the Public Outreach effort. No changes to the dollar amount of the contract
are being recommended. The dollar amount of the contract remains the same.
Task II B3 The contract originally contemplated three public forums, two to be
held early in the plan development process and one to be held toward the end.
Staff, working with the consultant, is recommending that the third forum will be
combined with the work of the earlier forums and that the expenses be extended
toward other task components. Cost Change (-$29,187).
Task II C2 Direct, one-on -one work with civic, business, and environmental
groups was seen as important from the start of the Wastewater Master Plan
effort. It has turned out to be the more important component of the Master Plan
effort. Staff is recommending that additional expenditures be placed in this area.
Cost change ($12,000).
Task II la)(1)(a) The contract originally specified that "3 rack" cards be
produced to provided written information to the public at large. It was intended
that two printing would be complete, one at the beginning and one at the end of
the project. The first set has been produced. Staff recommends that the
remaining printing of "3 rack" cards be deleted from the contract in favor of a
four page flyer. Cost Change (-$4,000).

Task II 1a)(1)(b) Staff recommends that a 4 page flyer be produced to be sent to
interested individuals, civic groups, agencies, business organizations, and
environmental groups. Cost Change ($15,643).
Task II 1a)(2)(b) Staff recommends that the consultant complete an additional
series of press releases and news articles. Cost Change ($9,982).
Task II 1a)(3) The original contract required the production of a project
brochure. That is now redundant. Staff recommends that this contract task
component be deleted. Cost Change ($7,12~).
Task II 1d)(1)(b) Staff recognizes that the project web page has been very
successful and believes that its development and availability as a web site should
be extended several additional months (120 days). This period will continue
beyond when the final Master Plan is complete. Cost Change ($2,686).
Staff and the consultant (CH2MHill) are recommending that $40,311 in Public
Outreach related task components be shifted around to better complete the
Wastewater Master Plan project. No project component, which is suggested for
elimination or reduction, has been previously billed to the County by the
consultant. The project is scheduled for completion at the end of March 2000.

AMENDMENT 3
CONTRACT FOR THE MONROE COUNTY SANITARY
WASTEWATER MASTER PLAN
THIS CONTRACT AMENDMENT is entered into between Monroe County, whose
address is Marathon Government Center, 2798 Overseas Highway, Suite 420, Marathon,
Florida 33050, hereafter the County, and CH2MHILL, Inc., a Florida corporation, whose
address is 6410 5th Street, Stock Island, Key West, Florida 33040, hereafter, the
Consultant.
1. Appendix A, Task II of the Contract dated the 16th day of July, 1997 between the
parties, is hereby amended as follows:
B.3. Public Forum 3. The third forum during the implementation planning
stage of the project to allow the public to talk to County representatives
and the Consultant one on one about how implementation of the Sanitary
Wastewater Master Plan, -', ~., will be combined with the forums
under B.2.
C.2. All identified groups will receive semi-annual updates of relevant
activities from the Consultant. The Consultant will set up at least one
follow-up meeting, and in some cases two meetings with each of the
groups with which the County and the Consultant actually meet in Subtask
II. B.1. above.
a) CiviclBusinesslEnvironmental Groups (Solutions)- The number of
civiclbusiness/environmental group meetings will increase from
approximately 25 to approximately 40. Meetings with civic,
business and environmental groups have been a very effective
outreach tool. These have been conducted in a variety of ways
including one-on-one meetings, scheduled presentations and small
group meetings at the neighborhood level. Also, because there will
be more meetings, the final report will be larger.
b) The purpose of the second and in some cases third set of meetings
will be to inform these groups of progress related to their
comments and concerns toward the final outcome of the Sanitary
Wastewater Master Plan.
c) The Consultant will prepare all meetings, hold them, and be
responsible for recording the comments of each group. The
Consultant will provided to the County a report assessing the
character of group comments, issues and concerns as a Contract
Deliverable as identified in Appendix B. The deliverable report
shall provide recommendations for improving the County's public
outreach effort and assess the success of the effort to date. This is
a one-time Contract Deliverable; upon completion and delivery the
Consultant may bill the County for the entire amount specified for
Subtask II. C.2. in Appendix B.
D.1.a)(1)(a) The Consultant will develop 3-up rack cards and a companion
information booklet in one theme which discusses water quality
problems and potential solutions through better wastewater
management. The theme will be developed independently and
printed as identified in Appendix B. The Consultant will be
responsible for distribution of the 3-up cards and information
booklets to those groups identified in Task II.C., to interested
government agencies, and will provide copies at forums identified
in Task II.C. The Consultant will print 20,000 copies each ofthe
3-up cards and information booklets. This is a Contract
Deliverable, as identified in Appendix B, and shall be met by
verification through signed receipts that printing has occurred and
that distribution has been made to government agencies and to
groups identified in Task ILB. Billing for this Contract
Deliverable may be made at the cost specified for Subtask II. D.a)
(1) (a) in Appendix B.
D.1.a)(1)(b) 3 Rack Cards-The 3-up rack cards (solutions) will be modified to
4-page flyers to provide more detail on project activities and
potential solutions. The first of three flyers (solutions) focused on
the decision analysis approach and has been completed. The
remaining two flyers will feature implementation and financing
strategies, and the draft plan. The Consultant will be responsible
for distribution of the flyers to those groups identified in Task II.
C., to interested government agencies, and will provide copies at
forums identified in Task II.C. The Consultant will print 2,500
copies each of the flyers. This is a Contract Deliverable, as
identified in Appendix B, and shall be met by verification through
signed receipts that printing has occurred and that distribution has
been made to government agencies and to groups identified in
Task II.B. Upon completion and delivery the Consultant may bill
the County the cost specified for Subtask II.D.a) (1), 4-page flyers
(solutions) in Appendix B.
D.1.a)(2)(a) The Consultant will provide press releases and news articles to
local newspapers, develop regular columns, exclusive or otherwise,
in the various local print media, and provide periodic updates in
the Chambers of Commerce newsletters, other business forums,
and in the various agency, citizen, and environmental newsletters.
This is a Contract Deliverable as identified in Appendix B. The
Consultant will provide a monthly report with documentation of
efforts to develop news stories and press coverage, establish
regular columns, and insert news items in group newsletters.
Billing may be provided monthly up to 24 times during the
Contract; each at one twenty-fourth (l/24th) the cost specified for
Subtask II. D. l.a)(2)(a) in Appendix B.
D .1.a )(2 )(b ) In addition to the press releases and news articles in ( a) above, the
Consultant will complete two additional template articles and three
opinion editorials. The template articles will provide more timely
information on project milestones and will be distributed to
homeowners associations and special interest groups for
publication in their newsletters. Opinion editorials will be
distributed to local papers. In addition, the development of a
Master Interest list for a comprehensive mailing of these articles
will be included. Upon completion and delivery the Consultant
may bill the County the cost specified for Subtask II. D.1.a)(2)(b)
in Appendix B.
D.1.a)(3) Project Brochure-With the addition ofthe 4-page flyers (solutions)
this project brochure subtask is duplicative and has thus been
deleted.
D.1.d)(l)(a) Internet-The Consultant will develop an Internet site or "Home
Page" for dissemination of information developed through other
media efforts. In addition, the Consultant will post the information
to existing Internet sites that are available for public use. This is a
Contract Deliverable as identified in Appendix B and will be met
by providing up to eight quarterly reports identifying the
development, additions and modifications to the Internet WEB site
or Home Page through the course of the Contract. The Consultant
may bill the County quarterly up to eight times for one-eighth
(1I8th) of the cost identified for Subtask II.
l.d)(l)(a) in Appendix B.
D.1.d)(l )(b) Internet- The extension and continued updates to the web site by
four additional months has been provided as a result of the
extension of the project completion date. The need for this time
extension was not caused by the Consultant. The Consultant may
bill the County the cost specified for Subtask II. D.1.d)(l )(b) in
Appendix B any time after 120 calendar days after authorization.
2. An amended Appendix B, Task XV of the Contract dated the 16th day of July1997
between the parties, is hereby attached and incorporated into the amendment.
3. This amendment to the Scope of Work does not authorize any change in the total
amount approved by the Board of County Commissioners for payment of services
rendered under this Contract. All other provisions of the Contract shall remain in
full force and effect.
