AGENDA ITEM WORDING: Resolution of support by the Monroe County Board of County
Commissioners for House Bills 15 & 477 relating to windstonn insurance,
ITEM BACKGROUND: HB # 15 removes the prerequisite of flood insurance prior to the purchase of
windstorm insurance. HB #477 restructures the membership of the Board of Directors of the Windstorm
Underwriting Association in a maruter which address the excessive domination of that panel by insurance
industry interests. The Insurance Commissioner needs to reexamine MC participation in the FWUA to
determine whether the FWUA is meeting the County's needs.. This body, initially eSlablished to protect
Monroe County from extraordinary charges for windstorm insurance, no longer serves its intended
purpose, As other counties have insisted on inclusion in the FWUA to ensure lower prices for their
citizens, Monroe County has once again been singled out for unaffordable rates, It is time to consider a
Monroe County-only alternative that recognizes the extraordinary challenge to providing affordable
windstorm insurance in the Florida Keys.

BE IT RESOl.VED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE
COUNTY. FLORIDA;
Section 1. The BOCC hereby declares its support for the passage orld adoption of:
a) House Bill #15. which removes the prerequisite of flood insurance prior to
the purchase of windstorm insuronce; and
b) House Bill #477. which restructures the membership of the board of
directors of the Florida Windstorm Underwriting Association (FWUA). in a manner
which addresses the excessive domination of that panel by insurance industry interests.
Section Z. The 80CC hereby respectfully suggests to the Insuranc&
Commissioner that it may be time to re-examine Monroe County's participation in the
FWUA. This body, initially established to protect Monroe County from extraordinary
charges for windstorm insurance, no longer serves its intended purpose. As other
counties have insisted on inclusion in the fWUA to ensure lower prir;es for their
citizens, Monroe County has once ogain bee.n singled out for unaffordable rates. It is

Tax future uses to be added to the aaenda on the 28th
ITEM BACKGROUND: Everyone I run into on this issue is expressina the concern that
too much money from this fund has been aoing to construct office buildinas in Key West.
Those citizens. while expressina aeneral support of the Infrastructure Sales Tax for the
allowed expenditures of wastewater. stormwater. and land acauisition/manaaement. are
expressina that they may vote aaainst continuina the tax rather than provide us the
means to continue "buildina up" County aovernment. I think we would be well served to
discuss this and lay some around rules for future use of those fund. As part of this effort.
OMS should provide materials to us and to the press about the distribution formula that
divides those funds between the County and the municipalities..
PREVIOUS RELEVANT BOCC ACTION: The SOCC recentlY voted to place a
referendum on the March ballot to allow the extension of the Infrastructure Sales Tax.
