File: MSTR APS—Monroe County Page 1 of 1 •- r ' •UNTY A17ORNEYjo S 18 Date Exhibit A—Scope of Work (12/15-36) Monroe County Key West International Airport(EYW) Baggage Area Doors and ARFF Canopy— Contract Documents SCOPE OF WORK Jacobs will provide architectural, structural and electrical engineering documents for the addition of three new overhead roll-up doors at the existing terminal baggage handling area(airside). The overhead doors and support structure shall be designed to meet current code requirements. The doors will have electric operators with manual override capabilities. Also included is the addition of a new free-standing pre-engineered aluminum canopy, approximately 600 square foot+/-,for the ARFF truck.The columns will have a four-foot high concrete base. The ARFF canopy, including foundations will be included in the bid documents as being provided by a delegated engineer. These improvements will be located at the Key West International Airport in Key West, Florida. All design work shall be designed in accordance with the current Key West Airport Design Guidelines and shall comply with the Florida Building Code 2017. Jacobs understands that as-built documentation of the existing facility and site are available. A topographic survey will be required to be performed for the areas of work. EXISTING CONDITIONS The current baggage handling area at the airport is open to the elements and the opening is divided in three sections by structural steel columns and covered by a steel framed roof structure. The ARFF truck canopy will be located on the existing concrete apron and modifications to the concrete apron will be minimized. The contractor shall provide a delegated engineer for the pre- engineered canopy and foundation design. DESCRIPTION OF WORK The data collection, design, bidding, and special services will include: Article A—Data Collection Field Verification: Visit and inspect the site (1 visit) to determine if existing conditions match those provided by Monroe County. Take photographs and make written documentation, sketches, notes or reports to confirm and record the general conditions of the existing facility and site. Within this initial phase we will review all applicable requirements. Initial Meeting: Conduct a meeting with representatives from Monroe County and the design A/E team to include architect, electrical engineer and structural engineer. The purpose of the meeting will be to brief the Jacobs team on the design intent, discuss project features, and review submittal requirements with the design team, and answer questions developed by the Jacobs team. Page 1 of 6 Data Collection phase will also include: • Coordinate with the topographic survey sub-consultant, as necessary. • Review available record drawings • Perform a site investigation Services for Article A will be provided under a lump sum basis. Article B—30% Design The specific tasks Jacobs will perform are as follows: A meeting with Monroe County will be held to review the 30% Design documents and generate comments towards the next design phase. The 30% design will include the following drawings: • Set up drawing set. • Title Sheet. • General Notes,abbreviation and code information. • Site Plan. • Life-Safety Plan. • Floor plans(s)drawn at an architectural scale that will allow the entire facility to be shown on one sheet,without break-lines and with notes and dimensions. • Roof plan. • Architectural exterior elevations. • Baggage Make-up Area roof framing plans(schematic). • Electrical power plans(schematic). • 30% construction order of magnitude cost estimate. Services for Article B will be provided under a lump sum basis. Article C—90% Design The specific tasks Jacobs will perform are as follows: After written authorization to proceed and based on the approved 30% Design Phase documents or in the Fixed Limit of Construction Cost authorized by Client, Jacobs shall prepare the Final Construction Documents setting forth in detail the requirements for the construction of the project. During this work phase, we will prepare all required construction documents for permit and construction. We will provide detailing for the completion of the improvements. This work effort will include architectural, structural and electrical plans. Documents shall include the following: • Title sheet including index of drawings, abbreviations, schedule of material indications, and schedule of notations and symbols. • An area location map and legal description of property. • Life-safety plans to show exit strategy, rated doors, emergency wall openings and ramps. Fire extinguishers, emergency lighting, exit signs, smoke and fire dampers, and other life safety-equipment relevant to the facility shall be indicated by symbol. Page 2 of 6 • Floor plans including: All dimensions and any target notes explaining the extent of work, wall types, or other component, assembly or direction regarding the construction. • Reflected ceiling plans. • Exterior elevations showing location of the rain water leaders, openings and light fixtures. • Building and wall sections to establish vertical controls and construction types for the Project. • Details of the following: Door jamb,head and sill conditions.Door head, sill and jamb conditions. • Structural Engineering framing plans, structural schedules and details. • Structural analysis and calculations. • Electrical Engineering: Drawings for convenience outlets and circuiting. Power systems and equipment. Panel schedules,applicable installation details, general legend and abbreviations. • 90% construction order of magnitude cost estimate. Services for Article C will be provided under a lump sum basis. Article D—100%Design The specific tasks Jacobs will perform are as follows: After written authorization to proceed and based on the approved 90% Design Phase we will prepare the bid and construction documents for permit and construction of the improvements. We will finalize the construction documents and incorporate final owner comments from the 90% review. The construction documents will include signed and sealed architectural, structural and electrical plans. Documents shall include the final drawings for following: • Title sheet including index of drawings, abbreviations, schedule of material indications, and schedule of notations and symbols. • An area location map and legal description of property. • Life-safety plans to show exit strategy,rated doors, emergency wall openings and ramps. Fire extinguishers, emergency lighting, exit signs, smoke and fire dampers, and other life safety-equipment relevant to the facility shall be indicated by symbol. • Floor plans including: All-dimensions and any target notes explaining the extent of work, wall types, or other component, assembly or direction regarding the construction. • Reflected ceiling plans including all discipline coordination. • Exterior elevations showing location of the rain water leaders, openings and light fixtures. • Building and wall sections to establish vertical controls and construction types for the Project. • Details of the following: Door jamb, head and sill conditions.Interior signage to include room identification, emergency exiting and equipment signs, and any other items pertinent to the identification of the project. • Structural Engineering framing plans, structural schedules and details. • Structural analysis and calculations. • Electrical Engineering: Drawings for convenience outlets and circuiting.Power systems and equipment. Panel schedules, applicable installation details, general legend and abbreviations. Page 3 of 6 • 100%construction order of magnitude cost estimate. • Address comments from client and permitting agencies. Services for Article D will be provided under a lump sum basis. Article E—Bid Phase Services Upon completion of the construction documents and at the request of the Airport,Jacobs will prepare the project documents for bidding. Jacobs will perform bidding support services,the following terms will apply: • The County appoints Jacobs as its Agent, and Jacobs accepts such appointment to perform bid/procurement services on Monroe County's behalf in connection with the project. • Such services shall be performed under County's direction and in accordance to such forms, terms and conditions, or modifications or revisions to same as County may in its sole discretion at any time instruct Jacobs to use. All services shall be carried out in accordance with the procedures mutually agreed upon by County and Jacobs. • Jacobs shall not have authority to accept or bind the County in any way to changes, modifications, revisions, alterations, amendments, or supplemental, additional, or different terms and conditions (hereinafter referred to as "deviations") which may be submitted or requested by a vendor or contractor. Jacobs shall immediately submit any deviations from the County's standard terms and conditions to the County for review by the County's Purchasing Manager or their representative and such deviations shall not be accepted by Jacobs unless Jacobs receives express written approval thereof from the County's Project and/or Purchasing Manager or their representative. • All documents issued by Jacobs hereunder shall be signed by Jacobs for the County if so directed. The ownership and title of all items purchased hereunder shall pass directly from the selling party to the County, and Jacobs shall at no time be a party to such transaction other than as agent of the County. The County shall have the unilateral right to have the commitment authority of Jacobs, its employee or this limited agency authorization in its entirety revoked and cancelled at any time, with or without cause. The County shall be obligated directly to the selling party for all payments for materials, equipment, supplies and services procured hereunder. • The County shall hold Jacobs and its employees harmless from any claims, suits or liabilities arising out of any breach or other failure of performance by any contractor, vendor or supplier under any contract or purchase order issued by Jacobs hereunder. The following task will be performed as part of the bid phase services: • Coordinate with the County Purchasing Department and the Airport to advertise for bids. • Coordinate with the County to provide electronic copies of the bid documents to prospective bidders • Prepare for and attend a project pre-bid conference • Prepare responses to address requests for information from prospective bidders • Prepare and coordinate the issuing one(1) addendum with the County purchasing department. Page 4 of 6 • Revise bid documents as necessary for the addendum • Review bids for responsiveness • Prepare a bid tabulation • Make a recommendation for award based on review of the bid information submitted. QUALIFICATIONS AND ASSUMPTIONS For the purpose of providing a stipulated fee amount, this proposal has been based on the following qualifications and assumptions: • As-built documents will be provided by owner, including underground utilities. • Design shall be based on site walk through and attached exhibits. • Permit issuance related work such as processing plans through City, County, and/or State agencies, other than plan revisions requested by such agencies, are not included. • Environmental Engineering is not included. • Geotechnical Engineering is not included. • Government Agency cost for all building and engineering permit fees are not included in this proposal. • Review of change orders is not included. • Construction administration services required by lending institutions and/or prospective tenants in this project are not a part of our services in this phase. • Preparation of close-out/warranty documents coordination is not included. • Design of the pre-engineered metal canopy and foundations shall be provided by the contractor per the basis of design prepared by our office. • Construction Administration Services are not included. • As-Built drawings are not included. • Life Cycle Cost Analysis is not included. • The testing scope of services along with the construction testing is by others. • Lightning protection will not be provided. • Water fire flow test is not included. • Preparation of 3D renderings and/or marketing brochures are not included. • Proposal is based on the existing electrical systems having adequate capacity to properly serve the improvements.No major modifications to the existing electrical systems are included in this proposal. • Attendance and/or presentation to public hearings and/or other meetings with municipal agencies are not included. • Municipal Agency and all associated permit fees are to be paid by the client. Jacobs is not responsible for obtaining any permits.Permits are to be obtained by the contractor. Jacobs will monitor the contractor's progress through the permit process for the client and provide follow up periodically with the permitting agency to verify the status,but it is ultimately the responsibility of the contractor to obtain all permits. • Services do not include"design to cost". Jacobs will assist the owner in evaluating and offering cost reduction strategies as requested by client. The "design to cost"is basically noting that if Jacobs receives direction from the client or one of its sub-consultants on how to design the project and if any changes are required due to the project being over budget,then the re-design Page 5 of 6 • required to bring the project back within budget is not a part of the lump sum fee and shall be treated as additional services. • It is assumed that the existing utilities (with required capacity) are available adjacent to the improvements. • Services not described in the scope of work are not included. Items identified as not included or limited in the scope of services can be provided or expanded upon as additional services under a separate agreement or supplemental to this agreement. REFERENCES The client will need to provide the following documentation to Jacobs before commencing with our scope of work. • As-built documentation of the existing facility, site and underground utilities. • Construction Budget. • Program requirements. COMPENSATION See attached spreadsheet. Direct project expenses will include printing, presentation material, travel, travel related costs, delivery, research fees, photography and other costs directly associated with the performance of our work shall be billed at cost.
