ITEM BACKGROUND: The LMS plan must be revised and approved by FDEM and FEMA every five years. The next required update is due no later than December, 2020. Maintaining an approved LMS plan is mandatory in order to remain eligible for most types of federal / FEMA disaster assistance, including FEMA Public Assistance Permanent Work and all Hazard Mitigation Assistance programs. Monroe County is seeking to secure grant funding in the amount of $300,000 for this purpose, with a cost share of 75% federal, 25% non-federal. The non-federal match portion may be satisfied with 'in-kind" services of local staff time and the donated/volunteered participation of the plan stakeholders. The current plan is compliant until December of 2020, but the process of updating the plan must closely follow up to one (1) year to complete, inclusive of t approval of the updated plan. Federal/PDM funds are being sought to broaden the scope of what would otherwise be a minimally compliant to accomplish additional tasks that the County would otherwise likely direct funds toward: CRS Credit By the inclusion of certain steps in the plan update process, current CRS points will be maintained and additional points may be claimed for the County Sea Level Rise Modeling/Data Collection Certain aspects of the Sustainability process, allowing the County to recover those costs with federal funding Residential Mitigation Housing Inventory Additional funding would allow for the development of technology and tools to organize and facilitate residential housing mitigation interest with available funding Revised Process for Selecting and Prioritizing Mitigation Activities The five-year update is the optimum time to bring all LMS Plan stakeholders together to decide, collectively, how they would like to prioritize projects submitted for funding under various state and federal major disaster declaration such as Hurricane Irma. The PDM program makes available funding specifically for this purpose. As appropriated by the Consolidated Appropriations Act, 2018 (Public Law 115-31); the Fiscal Year (FY) 2018 Pre-Disaster Mitigation (PDM) Grant Program provides resources to assist states, tribal governments, territories and local communities in their efforts to implement a sustained pre-disaster natural hazard mitigation program, as authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act, Public Law 93-288, as amended (42 U.S.C. 5133). The maximum amount of federal PDM funds available for this purpose is $300,000.00, with a required $100,000.00 non-- federal match is typically achieved by tracking the in-kind effort of local staff and the donated/volunteered participation of the plan stakeholders. With careful cost tracking, the LMS update can ultimately become budget neutral after the reimbursement of federal funds.
