AGENDA ITEM WORDING: Approval of the selection committee recommendation to contract
for construction of "Tiny Houses" on four (4) County owned parcels and approval for the Mayor to
execute contracts and other documents necessary to contract for their construction. Total cost of the
four (4) houses is $656,496.
ITEM BACKGROUND: With BOCC approval, four (4) separ
County owned parcels on Big Coppitt Key (the fire station parcel), Cudjoe Key (parcel behind the
Largo.
The houses will initially be showcase the concept for
constituents to see what might be built as a replacement home. The houses will then later be used as
County employee housing as is done with the existing housing at Key Largo Community Park and
Big Pine Key Park. The selected vendors and tiny houses are detailed in an attached memo. The
total cost of four (4) tiny houses is $656,496.
The final selections are contingent upon satisfactory answers to clarifying questions submitted to
RAS Building Commissioning & Restoration, LLC, a/k/a Solair House (RAS) and agreement by
RAS to construct their Series 640 house on Ramrod Key, rather than Big Coppitt for $153,600, as
originally proposed.
PREVIOUS RELEVANT BOCC ACTION: At its February 2018 meeting, the BOCC directed
3) county owned parcels and at a
subsequent meeting the BOCC added the Key Largo site to the original three (3) sites. At its May
2018 meeting, the BOCC approved issuance of a Request for Proposals (RFP) for the four (4) sites
with the understanding that construction would be funded with County resources rather than CDBG
federal funds.
The RFP was published in August 2018 and responses opened in September 2018. At its November

2018 meeting, the BOCC authorized the selection committee to pose clarifying questions to the
firms submitting responses that the committee found worth pursuing.

SUBJECT: Tiny House Recommendation
Recommended Action:Approve contracting of four (4) “tiny house”demonstration houses on County owned
parcels.
Basis for Recommended Action:
1.The selected proposals representa range oftinyhouses, construction types, and vendorsas originally
envisioned.
2.The proposed costs are in the range of affordable constructionand within the originally intended range.
3.These tiny houses will be useable as County employee affordable housing.
Background:
There were six vendors who responded to the Request for Proposals(RFP)for construction of “tiny houses”on
four(4)County owned parcels. The six vendors submitted proposals for twenty six (26) combinations of tiny
houses and sites.There were fourteen different house types proposed. They ranged in size from 360 SF to 1,560
SF and from an efficiency style to a 3 bedroom, 2 bathroom style home.
The committee’s review identified a number of discrepancies in the submissionswith respect to theFlorida
Building Code(FBC)andpricing. The BOCC authorized the committee to submit clarifying questions to the
vendors. The responsesin all but one case were satisfactory. The one case was a pricing discrepancy in which
the price listed by Ducky Johnson was unclear with respect toinstalledcost (actual bid was the higherof the two
numbers -$440,700). The clarification caused the committeeto revise its recommendationtoinclude RAS
Building Commissioning’s(RAS)proposed Solair Series 640rather than the Ducky Johnson proposal. The
committeeaskedRAS to install its unit on Ramrod Key rather than its originally proposed Big Coppitt Key site
for the same price. Further clarifying questions were also posed to RASto confirm compliance with the
applicableFBC wind codes and flood codes applicable in Monroe County at the selected site.This
recommendation is made pending receipt of the RAS responses.
The committee’s recommended selections are shown in the attachments as well as selected excerpts from the
proposals. Pending satisfactory responses from RAS,that attachments reflect the committee’srecommendations.
