AGENDA ITEM WORDING: Approval to negotiate a Professional Design Services Contact with
Wood Environment & Infrastructure Solutions, Inc., the highest ranked respondent, for Harry Harris
Park Repairs. If negotiations are not successful, approval to negotiate with the next ranked
respondent in the ranked order.
ITEM BACKGROUND: Hurricane Irma extensively damaged Harry Harris Park. On October 19,
2018, Monroe County received four (4) responses to the Request for Qualifications for engineer
design services for repair of the Park. On November 21, 2018, the RFQ selection committee met and
ranked the responses. Wood Environment & Infrastructure Solutions, Inc. (Wood) was the highest
ranked respondent. If successful negotiations cannot be reached with Wood, then Board approval is
requested to negotiate with the next highest ranked respondent until successful negotiations are
completed resulting in an acceptable contract.
PREVIOUS RELEVANT BOCC ACTION: 6/20/18 BOCC approved advertisement of
solicitations and proposals needed for repairs, work, or services to repair County facilities damaged
by Hurricane Irma and authorization to proceed with such repairs, work, and services.

STAFF RECOMMENDATION: Approval to negotiate a professional services contract with
Wood, and if successful negotiations cannot be reached with Wood, then also approval to negotiate
with the next highest ranked respondent until successful negotiations result in an acceptable contract.

Park
William P. Horn Architect–Lots of experience withMonroe County.

Wood–Very in touch for IN-KIND like-for-like hurricane repair. Had a very great
knowledge of the exact damages at Harry Harris Park and gave detailed explanations
of how they would design a repair. Did use a lot of assumptions within their RFQ in

Coastal Systems-Had experience with permitting natural shorelines.Seemed to
understand the process with the county but no mention of FEMA. Didn’t seem to
understand thescope of work and that it needs to go like-for like IN-KIND due to
FEMA. (Project is not a re-design). Did not give specific details related to Harry Harris
Park.
CSA Group-Very detailed in exact site damages. It was very easy to understand that
they have a good understanding of the work/design. Only downfall was there wasn’t’
mention of FEMA and the understanding of repairing like-for-like IN-KIND
William P. Horn Architect–Not much detail in repair of the structures along the
water or how they would handle this specific situation.

Wood–Good Project team outline and very detailed and organized with
extensive employee list and experience.
Coastal Systems-Good organizational chart and had many resumes and
