ITEM BACKGROUND: The board previously approved the purchase of the eyw.corn website for us
by the airport as a standalone website that could be used by the Key West International Airport
(KWIA). Staff requested the approval of the website because EYW is the airport identifier code and it was detennined that this could best be accomplished on a standalone webpage. Staff contacted
the county's I.T. department for technical assistance. Mr. Ward reviewed the airports website
requirements and has prepared a memo (attached) explaining the justification for the sole source
purchase as required under county purchasing policy and procedures.

On November 10, 2014 several members of the senior management team at the Key West
International Airport and I met with a website design company called Digi Pro Media to review a
proposal for a new eyw.com airport website.
Currently, the Airport uses a sub -page of the www.monroecotintv-fl ____j.1py site as its primary
website. The content of this site is very static and does not meet the specific needs of the airport in
communicating infannation to their customers and vendors. As a result, the airport wishes to
develop a separate site. In furtherance of this endeavor, they purchased the domain eyw.com from
a local business as it is the three -letter airport code for Key West International Airport,
Information Technology understands our current website provider, Civic Plus, technical
capabilities to provide a separate site for the Airport. The Airport operates a Flight Information
Display System (FIDS) that they would like integrated into the site. The technical challenges of
delivering this highly dynamic content that updates almost continuously is beyond the capability of
the content management system used by Civic Plus. Information Technology has researched the
prevailing marketplace and finds the specific skills required are not readily available.
Due to the specialized nature of the requirements for real-time information that the Airport wishes
to provide via its site, it is necessary to acquire a site from a provider that specializes in this type of
website. Pursuant to the Monroe County BOCC Purchasing Policy Ch. 7 Sec. A, it is my
professional opinion that Digi Pro Media has these specialized technical skills to deliver on this
solution.

platforms that we provide, i.e., Web JApple JAndroid regional community networks and Facebook Apps all
through a single Dashboard. The marketing benefit to EYW will be increased reach and decreased cost and time
required to manage and update content. The Platform will also provide the organization with real-time,
comprehensive, demographic specific and consumer -based analytical information to enable enhanced
communication and marketing decision -making through implementation of the following:
New Portal Website that is multi -screen optimized, dynamically driven, content rich, easy to navigate
and fully integrated with the DigiPro network of websites. The EYW Portal will contain the interactive
Community Digital Business Directory with mapping information for area businesses and organizations
solidifying the EYW's presence within the local community as a true digital resource.
* Enables locals, business and tourist traveler trip planning through "one -click" add -to -phone
calendar feature for events
* Interactive mapping allowing category picks, alternate location start points, click to call,
point -by -point directions and Social Media sharing
Flight Information Data System (F|DS)with a simple tumanage public module. With flight information
displays for arrivals and departures supporting carrier logos, multiple languages and full motion video
advertising, the system provides everything needed for the smaller airport. Public information is treated
with particular care to ensure you have full control over what is provided - and when. Some ofwhat this
full -feature F}DGsystem includes:
