This project is funded at 100% by the FDOT through the Transportation Alternatives Program. ITEM BACKGROUND: In early 2014, Monroe County executed a sublease agreement with the State of Florida to manage the Big Pine Swimming Hole as a passive recreation facility. In September 2014, the BOCC approved a $100,000 LAP agreement with the FDOT to design a scenic overlook on the property. In October 2014, the BOCC approved a Request to Advertise for a consultant to design the scenic overlook project. During that same meeting, the BOCC provided direction to consider all options, including a no -build alternative, and a robust public involvement program. The selection committee met to rank the RFQs on December 19, 2014. Littlejohn was ranked as the #1 firm by the selection committee. The final contract is anticipated to be brought to the BOCC for consideration in February 2015. PREVIOUS RELEVANT BOCC ACTION: 10/17/14 - Approval to advertise an RFQ for the design of a scenic overlook. 9/17/14 — Approval of a LAP agreement in the amount of $100,000 for design services. 1/14/14 —Approval of a sublease agreement with the FDEP for use of the "Big Pine Swimming Hole." 9/12/13 — Approval of the FY 2014 budget authorizing $1,000,000 in capital improvements. . 6/19/13 — Approval of a motion directing staff to move forward with a contractual agreement to use the Big Pine Swimming Hole as a passive recreational facility in conjunction with the Overseas Heritage Trail and the Florida Keys Scenic Highway. 10/20/10 — Status report and BOCC direction regarding a sublease with the State of Florida. The BOCC directed staff to continue exploring options that do not include the expenditure of county funds. 4/20/05 - Approval for the staff to pursue a sublease agreement with the State of Florida for partnership and management of the "Swimming Hole" property on Big Pine Key for development of a passive recreational park. 12/17/03— Approval of a motion directing staff to pursue the development of a passive recreational park at the Big Pine Swimming Hole. Keys SELECTION COMMITTEE MEETING SUMMARY BIG PINE KEY SWIMMING HOLE DECEMBER 19, 2014 MARATHON GOVERNMENT CENTER Selection Committee Members: Trish Smith, Judy Clarke, Rich Jones Members of the Public Present: None The purpose of the meeting was to rank the submittals for the Big Pine Swimming Hole RFQ. There were a total of five responses to the RFQ. Respondents included Nancy Perez Miller Architect, Bentley Architects & Engineers, Littlejohn Engineering, Stantec Consulting, and Ty Lin International. The selection committee began the meeting with a general discussion about the submittals. The committee noted that the Nancy Perez Miller submittal did not contain all the required forms. Some of the Bentley project examples appeared to be dated, but overall, the submittal was good. The Stantec submittal could have focused more on the specific scope of services. Littlejohn had good similar project examples, good Monroe examples, sub consultants who are familiar with the area, recent reference letters, and a strong environmental section. They provided good examples of similar work done in the Florida Keys under the FDOT Local Agency Program. Ty Lin also appeared to have a good submittal and an understanding of the proposed work. The discussion was followed by each member individually scoring and ranking the submittals.
