AGENDA rrEM WORDING: Approval of acceptance of a property transfer from the Big Pine Key
Athletic Association, Inc. (BPAA) transferring ownership of Watson Field to the Monroe County
BOCC for use as a county park in perpetuity and granting the County Administrator authorization to
execute the closing documents on behalf of the Monroe County BOCC
ITEM BACKGROUND: The County has been leasing two parcels on Big Pine Key, known as
Watson Field, from the BPAA since 1980 for use as a public recreation area. Community events and
organized sporting activities are held at this location throughout the year. Facilities include tennis
courts, a dog park, a ball field, and a concession stand. In exchange for a nominal rental rate of $1.00
per year, the County has been managing the facility as a county park and paying for the maintenance
and utilities. Both the County and the BPAA agree that both parcels should continue to be maintained
as a county park in perpetuity, and the parties agree that this goal can be achieved by transferring
Parcels #00111072-045000 and #00111072-046000 to the Monroe County BOCC. An executed
Resolution from the BPAA Board of Directors is included in the back up to this agenda item. The total,
combined size of the facility is 2.82 acres. The total just market value is $704,393. The total cost to the
County for this transaction is $6,570.76.
PREVIOUS RELEVANT BOCC ACTION:
9/17/14 - Approval to allow staff to initiate discussions with the owner of Watson Field regarding the
potential to transfer ownership of the property to Monroe County for use as a park in perpetuity.

RESOLUTION
BIG PINE ATHLETIC ASSOCIATION, INC.
WHEREAS, Big Pine Athletic Association, Inc. (BPAA), a Not for Profit 501(c)3 Florida
Corporation, is the owner of Tracts IJ and II, Pine Key Acres, Big Pine Key, FL as recorded in
Monroe County Official Records Book 509, Page 1047; and
WHEREAS, these parcels have been leased to Monroe County since 1980 for use as a public
recreation area; and
WHEREAS, these parcels have been improved throughout the years with tennis courts, a dog
park, a baseball field, a concession stand, restrooms, and parking facilities; and
WHEREAS, Monroe County has funded, constructed, and maintained the improvements on
these parcels; and
WHEREAS, Monroe County has continuously managed these parcels since 1980 as part of the
Monroe County Parks System; and
WHEREAS, the BPAA believes that it is in the best interest of the lower keys community to
keep these parcels managed, maintained, and improved as a county park in perpetuity;
NOW THEREFORE BE IT RESOLVED:
1) The BPAA approves a no -fee transfer of the above -referenced parcels to the Monroe
County Board of County Commission; and
2) The transfer documents will include a provision to ensure that the parcels remain in the
public trust for use by Monroe County residents and visitors as a public park in
perpetuity.
3) The President and the Executive Director of the BPAA are authorized to execute the
transfer documents on behalf of the organization.
