Resolution 118-1997 Mayor Douglass RESOLUTION NO. 118 -1997 A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA IN SUPPORT OF THE PUBLIC POLICY CONTRIBUTIONS OF FLORIDA KEYS CHAMBERS OF COMMERCE; REAFFIRMING THE POLICY OF ENCOURAGING SUCH CONTRIBUTIONS; REQUIRING THAT NO ACTIONS BE TAKEN BY MONROE COUNTY EMPLOYEES OR OFFICIALS INCONSISTENT WITH THAT POLICY OR WITH THE CONSTITUTIONS OF FLORIDA AND THE UNITED STATES OF AMERICA; AND INCORPORATING THE SUBSTANTIVE PROVISIONS OF THIS RESOLUTION INTO THE CODE OF ETHICS. WHEREAS, Chambers of Commerce have, for decades, voiced the common concerns of their member businesses in Monroe County; and WHEREAS, the Chambers of Commerce throughout the Florida Keys frequently provide valuable input to the Board of County Commissioners on public policy issues, and members of the Chambers have served with distinction on numerous boards, committees, and the TDC; and WH EREAS, it is the policy of Monroe County government, supported by each member of the Board of County Commissioners, to encourage involvement by all of the Chambers in public-policy formulation, notwithstanding whether the Board of County Commissioners agrees with or adopts specific policies and recommendations advocated by a Chamber; and WHEREAS, editorial and news coverage of recent controversial issues has led some citizens to the erroneous conclusion that the public policy contributions of the Chambers of Commerce are not valued by members of the Board Of County Commissioners; and WHEREAS, the Board of County Commissioners wishes to reaffirm in the clearest terms its policy of encouraging participation by the Chambers of Commerce and ~her civi~rou~:in the z: ~ -..J debate over, and development of, public policy; and .~ :l=o ;g WHEREAS, although individual members of the Board of County Conitnissione~old cled may :.;;,. - . -..J" express individual opinions on public issues, the Board of County CommissioAers speak;:>and ads only -...lIo ,-~.- c::- through Resolutions and Ordinances duly adopted at public meetings; NOW THEREF~E , " '- BE ~T RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA that Section 1. The foregoing statements are confirmed as the policy of the Board of County Commissioners and are hereby endorsed by each of its members. Section 2, The Chambers of Commerce organized and existing in Monroe County are encouraged to continue to submit to the Board of County Commissioners their respective proposals, suggestions and ideas relevant to County government and the formulation of public policy. Section 3, No employee of Monroe County nor any Monroe County officer shall in his or her official capacity, either (a) obstruct or impede any rights assumed by the Constitutions of the United States and of the State of Florida, or (b) cause any person to suffer discrimination in, or retribution for, the exercise of such rights. Section 4. Section 3 of this Resolution prohibiting discrimination is to be incorporated as Paragraph 1.05H, Code of Ethics, Monroe County Personnel Policies Manual, with the existing subparagraph H renumbered as subparagraph I.
