Approval for County funded expansion of the Layton wastewater
treatment plant (WWTP) service area to include properties on east and west Long Key.
ITEM BACKGROUND:
FKAA has advised that the existing Layton WWTP has sufficient capacity
to accept the flow from the identified properties. The estimated cost to construct a low pressure
collection and transmission system is $1.47 million for the addition of 103 EDUs ($14.3k/EDU). The
project will be funded by a $4,500/EDU assessment of the properties and approximately $1 million
from the infrastructure sales tax.

: Expansion of the Layton Wastewater System to include E & W Long Key Properties
Action Requested:
Approval of County funded expansion of the Layton wastewater treatment system to include
east & west Long Key (excluding Outdoor Resorts and Fiesta Key). The funds committed will
be $1,006,500 which will come from the local option infrastructure sales tax receipts.
Basis for Recommendation:
1. Sufficient extra capacity is available; only a low pressure collection and transmission
system is required.
2. The average total cost per EDU($14.3k/EDU) is well below that approved for other
expansion properties in the Cudjoe Regional system.
3. Reserving the year 2 Mayfield funds for Key Haven rather than splitting between two
projects expedites Long Key and simplifies grant accountability.
Background:
FKAA proposes to include properties on east & west Long Key (excluding Outdoor Resorts and
Fiesta Key) in the Layton wastewater system. There are an estimated 31 EDUs on east Long
Key and 72 on west Long Key. There is insufficient capacity in the Layton systems to
accommodate the two largest properties (Outdoor Resorts and Fiesta Key) but there is sufficient
capacity for the other properties identified on the attached maps.

The 2 year Mayfield grant allocation to the FKAA / County partnership is $5 million and was
based on the assumption that it would support the expansion of the Long Key system and the
Key Haven upgrade. Splitting the allocation between the two projects will make accounting
more complicated and possibly delay the Long Key project. Staff recommends allocating all of
the year 2 Mayfield funds to the Key Haven project.
The January 2010 agreement between the County and Outdoor Resorts was predicated on an
assumption that the cost of a collection system from west Long Key to the Layton plant would
be prohibitive. FKAA has determined a plan to connect these additional properties to Layton is
cost effective and proposes to connect them to the Layton system. There is insufficient capacity
to include either Outdoor Resorts or Fiesta Key in the Layton system. Both Outdoor Resorts
and Fiesta key have existing compliant systems.
